Recommendation
NHS England London Local Area Pharmacy Commissioning Team approves a devolved approach to Smartcards sponsorship to be delivered by the Registration Authority (RA) services commissioned by London CCGs:

Introduction

Following changes to NHS commissioning and organisations, the services that support NHS Smartcards have also been reorganised; as a consequence, an important governance aspect for the supply of NHS Smartcards to Pharmacists must be changed, we have to set up a devolved sponsorship model for the issuance of smartcards to Pharmacists.

This paper presents an option for this devolution and has been approved by the following Senior Responsible Officers: -

Commissioning of London Registration Authority / Morfydd Williams
Electronic Prescription Service Project Manager / Kieron Martin
National Registration Authority / Philip Gill

Within the RA software the “parent” relationship for Pharmacies has been moved from PCTs to a single pan-London Local Area Team code to reflect commissioning (existing Pharmacies continue to be held under the PCT code and it is the new Pharmacists that are registered under the London Local Area Team). Funding for RA services, including for Pharmacy, has been passed to 3 Commissioning Support Units and other organisations chosen by CCGs – see Appendix B.

Operation of sponsorship for RA is the responsibility of NHSE London Local Area Pharmacy Commissioning Team; this paper presents a devolved model for RA sponsorship.

Approval of the NHSE London Local Area Pharmacy Commissioning Team is sought for this devolved model.

Appendix A
Devolved Sponsorship Model for Registration Authority for Pharmacy in London 2013
RA Sponsorship for Pharmacies
Since the provision of smartcards services (registration Authority RA) is devolved to local delivery organisations on behalf of the London Area Team Primary Care Commissioning Team, a matching devolved procedure for RA sponsorship will be followed.
Card for Pharmacy (EPS1)
A second member of the local RA service provision organisation (with a smartcard) to sign both RA01 & RA02 as sponsor if:
-  identity of lead Pharmacy is established with confirmation of address (in area) by RA Agent
-  this includes a check that the Pharmacist is registered: -

-  escalation of any uncertainty to London Pharmacy commissioning team

Card for Pharmacists (EPS2)
A second member of the local RA service provision organisation (with a smartcard) to sign both RA01 & RA02 as sponsor if:
-  identity of Pharmacist is established with confirmation of identity through checking of documents by RA Agent, registered Pharmacistand also that address of Pharmacy is in area
-  escalation of any uncertainty – as above
Locum Pharmacists (RA02)
A second member of the local RA service provision organisation (with a smartcard) to sign RA02 as sponsor if:
-  identity of Pharmacist is established with confirmation of identity through checking of documents by RA Agent, registered Pharmacistand also that address of Pharmacy is in area
-  allocation of organisation as FFFFF
-  escalation of any uncertainty – as above
RA “parent” organisation for Pharmacies (RA08)
As required, local RA team will arrange for re-parenting of the Pharmacy to the local RA service using the RA08 form and procedure.
