I.  CALL TO ORDER

Councilor Roberson called the meeting to order.

II.  APPROVAL OF MINUTES - September 19th, 2016

Councilor Roberson: Moved to Approve.

III.  Sub-Committee Updates: Public Information Office

a.  Questions and/or Concerns

Alicia Brown from the Mayor’s Office of Public Information distributed a “rough draft” copy of the City of Birmingham’s Utilities webpage for review by the Committee and the utility companies’ representatives. Ms. Brown requested the utility companies provide revisions for the webpage by the January 2017 committee meeting.

IV.  Old BUSINESS

Status of Ongoing Projects

Birmingham Water Works: Drought Emergency Update

a. Councilor Roberson thanked the Water Works for altering the City’s residents about the ongoing drought and advisement about water usage as a result of the drought.

b. Zeke Willis, Traffic Engineering, asked the utility companies to submit a plan for approval regarding their major projects that require barricade permits a week before their project(s) will begin.

V.  NEW BUSINESS/UPCOMING PROJECTS

a.  Councilor Roberson advised the City’s Public Information Offices and the utility companies to develop a plan to alert residents weeks ahead of time regarding street paving projects.

b.  Councilor Abbott advised the utility companies and the Utilities Committee to discuss a possible ordinance to charge residents who are responsible for outsourcing work on their names and the work leads to damaged roadways.

c.  Terri Williams for AT& T announced to the Committee that AT&T has a new gega power access that will speed up the download technology in the TV market of Birmingham.

d.  Councilor Abbott requested AT&T and the City’s Public Information Offices to work together to provide a RV signal on the AT&T Universe Channel for the broadcast of the weekly City Council meetings.

e.  John Crenshaw from Jefferson County Environmental Services Department informed the Committee about a placement issue with the upcoming Holocaust Memorial. He stated that the proposed location for the memorial sits on top of a critical sewer main on 19th Street and 3rd Avenue North that serves the Intermodal Facility, Pizitz project and the projects. He also stated that there is an ongoing discussion about the relocation of the memorial several feet away from the current site. He will keep the Committee updated.

f.  Councilor Roberson announced that Utilities Committee will not meet in December. The next meeting will take place on Tuesday, January 17, 2017.
