Overall purpose of job:
To act with supervision, as a Case Holder for approx. 15 cases in the FaSST Team, delivering outcome focussed interventions with families identified as needing additional support around neglect and parenting capacity at a targeted level. The role will focus on increasing parenting capacity in theChildren and Young People’s Plan priority areas by delivering and coordinating multi agency, strengths based, outcome focussed interventions. The aim being to deliver significant and sustained progress for all family members, prevent family breakdown, reduce neglect and the need for specialist services intervention.
Post holders will be expected to be flexible in undertaking the duties and responsibilities attached to their post and may be asked to perform other duties, which reasonably correspond to the general character of the post and are commensurate with its level of responsibility.
Main responsibilities
Works within child care legislation, departmental policies and procedures to the required standards and:-
  • With appropriate supervision manages a caseload of approximately15 cases at a grade appropriate level
  • With appropriate supervision acts as lead professional for whole family, multi agency working, delivering strengths based, outcome focussed family intervention to ensure families achieve improved parenting capacity & sustained and significant changes based on the children and young people’s plan priority areas
  • With supervision undertakes Early Help Assessments and liaises closely with other agencies and other service areas in formulating and implementing outcome focussed plans
  • Delivers direct interventions with families using evidence based solution focussed models
  • Works closely with other agencies and professionals to ensure that the most appropriate services are provided to the whole household to meet their assessed needs.
  • Undertakes risk assessment, analysis to ensure that the decisions, interventions and outcomes follows the single model of delivery.
  • Chairs low level Family Solution Meetings, multi agency meetings and actively participates in Early Help and Statutory meetings where required on a case by case basis.
  • Supports families to access and engage with local community/locality services to encourage sustained change and independence .
  • Maintains detailed & accurate case records and case management systems in line with organisational policy and procedures and provides data required for local performance requirements as well as The Families Initiative and the Department of Communities and Local Government (DCLG)
  • Delivers interventions that enable the views, wishes and feelings of children and their families to be taken into account.

Knowledge, skills and experience:
  • Basic knowledge of child and adolescent development, parenting capacity, neglect and family intervention models
  • Has a basic knowledge of child protection to level 2
  • Experience of working with whole families who have additional needs and providing strengths based, outcome focussed interventions.
  • Has experience in writing quality Early Help Assessments &outcome focussed plans
  • Can act as lead professional of teams around families, chair meetings and deliver joint outcome focussed interventions
  • Skilled in structuring time and managing case loads and own work including prioritising tasks, case loads and conflicting priorities
  • Have good level of interpersonal and communication skills and the ability to build and sustain relationships with service users who may present complex and sometimes challenging behaviours
  • Up to date knowledge of relevant legislation, procedures and guidance in working with families
  • Experience of working in partnership with and providing interventionto children and their families.
  • Can use office applications and computer systems accurately and confidently.
  • Ability to determine that risk analysis and risk assessments are undertaken to influence decisions, interventions and outcomes.
  • An effective ability to understand and work effectively with multi agency partners
  • Has level 3 qualification in a relevant discipline or the equivalent level of competence or experience
  • Skilled in maintaining detailed and accurate case recording on case management systems.

•Ability to develop creative ways to consistently engage parents, children and young people
•Ability to effect changes with families and recognise where other services are required or not meeting expectations.
Contacts and relationships:
•Works on a daily basis as part of a team of the FaSST Team .
•Consultation and development of relationships with Children’s Centre’s and multi- agency partners on a daily basis on cases
•Consults and reflects with Senior Workeron a daily basis around cases
•Negotiates and develops relationships with young people, children, parents/carers and significant others in completing the package of work on a daily basis
•Inter-agency, influencing and negotiation in implementing, delivering and reviewing packages of work would take place on a daily/weekly basis.
Decision making:
•Prioritises own workload and is responsible for meeting and adhering to deadlines and procedures.
•With supervision, makes decisions in respect of casework based on effective engagement with family and partner agencies
•To undertake appropriate training identified through annual employee development review
Responsibility for resources:
Responsible for own IT equipment laptop and phone £450 working away for the office 60% of time.
WORK ENVIRONMENT
Work demands:
•Work routines subject to interruptions/ workload fluctuation
•Working at short notice, including evenings and weekends, as required
Physical demands:
•Using keyboard and computer work.
Working conditions:
•Working conditions are office and community based but around 60% is spent working in other NLC buildings,disagreeable family homes, the local community and driving to and from appointments. The ability to transport yourself efficiently and effectively around North Lincolnshire area. This work is often conducted in highly conflicting environments. Working with families with high levels of conflict is physically and emotionally demanding.
Work context:
  • There are risks of challenging behaviour, violence, threats, verbal abuse, drug misuse including alcohol misuse (service users), challenging behaviour from parent/carers and young people.
  • There is a risk of infection, i.e. hepatitis, other contagious diseases.
  • Risk assessment will required to reduce the above
