Minutes of the Planning Committee Meeting held on Monday 16 January 2017

at Hound Parish Hall, Woolston Road, Butlocks Heath, Southampton, SO31 5FR commencing at 7.00pm.

2. To receive and accept declarations of disclosable pecuniary interests on items on the agenda.

No declarations of interest were received.

(Power used: Localism Act 2011 and the Relevant Authorities (Disclosable Pecuniary Interests) Regulation 2012)

3. To approve dispensations for disclosable pecuniary interests under section 33 of the Localism Act 2011.

The Clerk advised that this item was not required on this occasion.

4. To receive and approve minutes of the Planning Committee meeting held on 12 December 2016

A proposal was received, seconded and voted in favour.

RESOLVED: That the minutes of the meeting held on 12 December 2016 be accepted as a true record of the meeting.

5. Short presentation from Natural England re: The England Coastal Path – Calshot to Gosport Stretch

Mr John Truswell gave Members a brief presentation regarding the 5 stage process that Natural England was required to follow before proposals could be presented to the Secretary of State for approval. John Truswell along with his colleague Chloe Walker-Panse are preparing proposals for the stretch between Calshot Castle and the boundary between Fareham and Gosport Borough Council. This would include the use of the Hythe and Hamble Ferry and where possible would follow the Solent Way. Mermbers raised a number of questions and highlighted some valid suggestions.

6. Planning Applications

N/16/79740 – Various tree works. Apartment 9 Netley Castle, Abbey Hill, Netley Abbey, Southampton, SO31 5FA. A proposal was received, seconded and voted in favour.

RESOLVED: That HPC concurs with the EBC Arboriculturalist.

ii  N/16/79730 – Crown reduction and re-shaping of 1 no. Magnolia. 48 Victoria Road, Netley Abbey, Southampton, SO31 5DQ. A proposal was received, seconded and voted in favour.

RESOLVED: That HPC concurs with the EBC Arboriculturalist.

iii  F/16/79709 – Single storey extension to detached garage. Gunners Keep, Portsmouth Road, Bursledon, Southampton, SO19 9PW. A proposal was received, seconded and voted in favour.

RESOLVED: That to raise no objection - with a caveat that this extension is not to be used for residential use.

iv  F/16/79620 – Erection of attached 2/3 bedroom dwelling with associated parking & amenity space. Land adjacent to, 1 St Edwards Road, Netley Abbey, Southampton, SO31 5FG. A proposal was received, seconded and voted in favour.

RESOLVED: That to raise no objection - with a caveat that all building materials are to be within keeping.

v  F/16/79624 – Erection of 2 no. one bedroom flats with associated parking & amenity space. Land adjacent to 1 St Edwards Road, Netley Abbey, Southampton, SO31 5FG. A proposal was received, seconded and voted with 2 members voting in favour and 3 Members voting against.

RESOLVED: That to object

vi  F/16/79713 – Two storey & single storey side & rear extension & enlarged porch to front door. 2 Hettie Cottage, Green Lane, Bursledon, Southampton, SO31 8EY. A proposal was received, seconded and voted in favour.

RESOLVED: That to raise no objection.

vii  T/17/79776 – Fell 21 no. Sycamore trees. St Edwards Church, Grange Road, Netley Abbey, Southampton, SO31 5FF. A proposal was received, seconded and voted in favour.

RESOLVED: That HPC concurs with the EBC Arboriculturalist

7. To receive list of planning decisions made between 9th December 2016 and 16th January 2017 from Eastleigh Borough Council

The Chair read through the list from EBC and confirmed that permission had been granted for the following applications:

8. To receive resolution to exclude members of the public and press from Confidential Matters to be discussed ‘that in view of the confidential/special nature of the business about to be transacted, it is in the public interest that the public and press be temporarily excluded and they are instructed to withdraw’

A proposal was received, seconded and voted in favour,

RESOLVED: That the remaining members of the public be instructed to withdraw.
