  1. Position Purpose

»Project manage and implementCouncil’s Capital Works Projects and Special Charge Scheme Projects (SCSP) in accordance with Council’s policies within approved time and funding limitations.

»Provide an efficient and effective design service through the timely and accurate production of competent and innovative engineering designs.

  1. Key Responsibility Areas

Special Charge Schemes

»Develop and implement the special charge schemesprojects including scope contribution schemes and accurately apportion schemes, consult and advise residents, prepare reports and correspondence and present submissions to the Victorian Civil and Administrative Tribunals.

Design

»Undertake engineering investigations and report on outcomes and recommended action

»Scope engineering services and civil works projects including concept design and estimate.

»Prepare specifications and contract documents for the public tendering or seeking quotations for the appointment of technical consultants for services and/or contractors for infrastructure works.

»Project management and supervision of consultants and contractors in undertaking services and/or works.

»Project manage the delivery of civil capital works projects from, scoping, scheme administration, concept development, planning, tendering, construction and commissioning including coordination with service authorities, the community and other areas within Casey.

»Liaise and respond to stakeholders’organisations, government bodies and members of the public in an effective, efficient and timely manner.

»Monitor performance against objectives and manage project risks and issues.

  1. Accountability and Extent of Authority

The position has its prime responsibility for the management and administration of the SCSP.

»Where prime responsibility is resource management, freedom to act is governed by clear objectives and/or budgets, with a regular reporting mechanism to ensure adherence to goals and objectives. The effect of decisions and actions taken is usually limited to the quality or cost of the programs and projects being managed.

»Where prime responsibility is to provide specialist advice to clients or to regulate clients, freedom to act is subject to regulations and policies and regular supervision. The effect on individual clients of decisions and actions may be significant but is usually subject to appeal or review by more senior employees.

»If the position is primarily involved in policy developmentthe work is usually of an investigative and analytical nature, with freedom to act prescribed by a more senior position. The quality of the output of the position can have a significant effect on the process of policy development.

»This position requires knowledge and familiarity of Civil Engineering Design and its associated disciplines, as well as Standards for Civil Construction Works.

»Ability to use AutoCAD, Civil Design Package, Microsoft Project and Microsoft Office suite package.

»An understanding is required of the long-term goals of the functional unit in which the position is placed and of the relevant policies of both the unit and the wider organisation.

»Proficiency in the application of a theoretical or scientific discipline, including the underlying principles as distinct from the practices.

»Familiarity with relevant budgeting techniques if the primary function is to manage resources.

»Ability to use the available digital tools to an excellent level.

  1. Qualifications and Experience

»A Tertiary Qualification in Civil Engineering or equivalent.

»Proven experience in an engineering role involving similar responsibilities.

Driver's Licence which is valid to drive within Victoria

  1. Key Selection Criteria

»Demonstrated understanding of Civil Engineering Design.

»Demonstrated understanding of project management of civil infrastructure projects including Special Charge Schemes from concept to construction.

»Demonstrated ability to analyse and resolve complex design management issues and develop and implement plans, procedures and processes to resolve.

»Understanding of working in an agile and collaborative working environment

  1. Conditions of Employment

Conditions of employment are as per the City of Casey Enterprise Agreement, Casey’s policies and procedures and the letter of offer.

Hours - The position is full-time worked on a 19-day/4-weeks arrangement.

Health Declaration - The preferred applicant is required to complete a Health Declaration form and return it to the Occupational Health and Safety Co-ordinator (Human Resources Department) prior to commencement.

Criminal Records Check - This position is subject to the successful applicant having a satisfactory Police Check prior to commencement at Council’s expense and then as regularly as the position requires as per Council Policy.

Driving Licence – The incumbent must hold a Current Driver's Licence which allows them to drive within Victoria.

Transport –Employees are expected to use Council-owned vehicles whenever practical and reasonable to do so, for work-related travel. In the event that an employee uses a privately-owned vehicle for work-related travel, Council recommends that the vehicle be comprehensively insured and the insurance company notified that the vehicle is being used for work-related travel. If an employee using a privately owned, comprehensively insured vehicle for work-related travel is involved in an accident they may be eligible for reimbursement of the insurance excess. Vehicles not comprehensively insured will not be eligible for reimbursement.

Recreation Leave - Annual leave must be taken at times that are mutually agreeable to both employee and employer, within 12 months of it falling due.

Sick Leave - A medical certificate may be required for any absence and must be provided for sick leave exceeding three working days or absence on the working day before or after a rostered day off, annual leave or public holiday.

Multiskilling - The employee may be directed to carry out any duties within the limit of his/her skills, competence and training, provided that such duties do not promote a narrowing of their skill base.

Risk Management – Employees must understand and comply with risk management policy and procedures.

Employment Status- Prior to commencement of duties the successful applicant must provide proof of permission to work in Australia.

Probation Period - In accordance with Federal Government legislation, a six month Probation Period applies.
