14. General Summary of Function/Purpose of Position
This position functions as the region resource for programming bridge projects and bridge program development. The position is responsible for assisting in the implementation of the region wide program strategy for preserving and improving the University Region bridge network. Responsibilities also include providing program and project expertise, bridge inspection, bridge scoping, field reviews, quality assurance, and quality control to deliver the region bridge program in partnership with Lansing Bridge Design, Lansing Hydraulics, region Transportation Service Centers (TSCs), and the Federal Highway Administration (FHWA).

Duty 1

General Summary of Duty 1 % of Time 40
In coordination with the region bridge engineer, program and monitor the region's bridge improvement strategy.
Individual tasks related to the duty.
·  Use engineering judgment to identify, coordinate, and schedule the maintenance repair of deteriorated bridge elements within the region.
·  Program bridge improvement construction projects consistent with Region Capital Improvement Program investment strategy to create a coordinated, integrated Call for Projects.
·  Monitor the budget and scheduling of the Bridge Improvement Construction Program to best utilize the available capital investment funding. Seek integration opportunities with other templates.
·  Utilizing professional engineering principles and standards of practice, make decisions on project tasks relative to project design and construction consistent with the approved scope, cost, and schedule.
·  Develop methods and techniques for tracking, reporting, and reducing cost of doing business in the bridge and culvert program area.
·  Research old plans and field conditions to determine existing situation and future needs.
·  Participate in Region Bridge Team, Region Development Business Team, and statewide bridge operations meetings.

Duty 2

General Summary of Duty 2 % of Time 20
Assist in project selection and the production of the five year road and bridge Call For Projects and initiate project phases as required.
Individual tasks related to the duty.
·  Estimate the cost of repairs and submit projects to be programmed and approved.
·  During the conceptual and design phases of a project, coordinate work activities with the TSC, region, and Lansing central office staff including other project managers and systems managers. Apply engineering principles and practices in determining project scope, costs, and scheduling.
·  Program concept statements for bridge projects using MPINS and MFOS in various funding categories.
·  Process road and bridge change requests in MPINS.
·  Utilize available MDOT computer programs such as MiBridge and available resources like the Michigan Bridge Element Inspection data to predict the needs for the region bridge program.

Duty 3

General Summary of Duty 3 % of Time 15
Assist the region bridge inspectors in advance level bridge inspection, scoping, recommendation, and evaluation of repairs made under the capital bridge program or region bridge crews work schedule.
Individual tasks related to the duty.
·  Inspect complex structures and separately evaluate and numerically rate each component of the structure according to applicable state and federal regulations.
·  Evaluate structures for scour, fatigue cracking, deterioration of critical members, section loss of the steel cross section, and/or structural deterioration of concrete or other applicable structural materials.
·  Determine and inspect critical structures more frequently to chart and evaluate the progress of deterioration of important components.
·  Prepare and approve the bridge inspection reports as required by FHWA.
·  Conduct research to analyze and resolve bridge maintenance problems.
·  Perform detailed close-up inspection of structure members to determine the component numerical rating.
·  Communicate inspection information and recommended repair techniques for structural deficiencies.
·  Prepare special reports on bridges damaged by vehicle crashes, scour, and severe deterioration.
·  Be prepared to explain or defend the inspection report recommendations in court as an expert witness as required.
·  Oversee the work of other professionals and paraprofessional staff and or consultants and contractors.
·  Assist in recommending repair work to be performed by region and statewide bridge crews or by emergency contract.

Duty 4

General Summary of Duty 4 % of Time 10
Assist the region bridge engineer in providing reviews and quality assurance on all University Region bridge design plans. Assist with production of design plans for bridge capital scheduled maintenance or routine maintenance projects to be completed by advertised contracts or bridge maintenance crews. Function as the region resource for hydraulics on all projects in the University Region.
Individual tasks related to the duty.
·  Assist with the monitor/review/check of projects during stages of scoping, scope verification, plan review, Omissions and Errors Meeting, and final turn in.
·  Monitor and review of projects during the design process for scope, cost, and schedule.
·  Under immediate supervision, design preliminary and final plans using CADD (Micro station) and also using designer's assistance for bridge capital scheduled maintenance or routine maintenance of bridges and culverts.
·  Analyze data from field surveys; analyze hydraulic data; and perform engineering and mathematical calculations to determine quantities of work and cost estimates.
·  Assist TSCs and region staff with hydraulic design and review for all projects in the University Region.
·  Coordinate with the Lansing Hydraulics Unit on region projects requiring hydraulic review, in particular those related to scour critical structures.
·  Coordinate with the University Region resource analyst on region projects requiring environmental permits.
·  Represent Region Development staff at Scope Verification, Plan Review, and other project related meetings as necessary.
·  Assist in coordinating with all region and TSC staff to ensure that all designs and contract documents are complete and accurate on all bridge projects in the University Region.

Duty 5

General Summary of Duty 5 % of Time 10
In coordination with the region bridge engineer, perform tasks associated with consultant contract administration for complex bridge projects including detailed bridge inspection, bridge scoping, and underwater bridge inspection.

·  Assist in preparing and reviewing of contract documents and scopes of work.
·  Assist in preparing and reviewing documents necessary to hire consultants (i.e. fixed fee sheets, person hour estimates, etc.).
·  Assist in negotiating contracts with consultants.
·  Assist in reviewing payment invoices, monitoring project performance, and consultant's overall performance on the project.
·  Assist in preparing evaluations of the consultant's project submittals and overall performance on the project.

Requires extended periods of time working on a computer; travel to meetings outside the normal working hours; periodic work outside during various types of weather (hot, cold, wet, and dry); periodic walking, climbing, bending, crouching and kneeling; the ability to inspect bridges and other structures in detail periodically; use of personal protective equipment in accordance with MDOT policies; lifting of equipment; climbing ladders; working near heavy traffic; wading in water; working from small boats; and working from aerial devices.

This position functions as the region resource for programming bridge projects and bridge program development. The position is responsible for assisting in the implementation of the region wide program strategy for preserving and improving the University Region bridge network. Responsibilities also include providing program and project expertise for planning, estimating, scheduling, bridge inspection, field reviews, structure design quality assurance, and quality control to deliver the region bridge program in partnership with Lansing Bridge Design, region TSCs, and FHWA.

26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Possession of a bachelor of science degree in civil engineering and is a licensed Professional Engineer (Civil) in the State of Michigan.
EXPERIENCE:
Three years of professional experience equivalent to a transportation engineer in state service involved in the planning, research, design, construction or maintenance of highways and bridges, including one year of experience equivalent to a Transportation Engineer P11.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of engineering principles/practices/techniques used to construct, design, and maintain roads & bridges; and engineering office practices/procedures. Ability to make mathematical computations; design engineering projects; use engineering tools including computers and engineering work stations; read and interpret engineering plans/specifications/technical reports; maintain records and prepare reports; maintain favorable public relations and good communication skills; work as a team member; set priorities; good communication skills; and good computer and software skills.
CERTIFICATES, LICENSES, REGISTRATIONS:
Valid Michigan driver's license.
Michigan's Board of Professional Engineers Professional Engineer's license.
Must take the NHI course Safety Inspection for In-Service Bridges and obtain a Qualified Team Leader status.
The incumbent of this position must file an Ethical Standards and Conduct Information Form.
