THE SINE DIE AND REORGANIZATION MEETING OF THE EMERSON BOARD OF HEALTH WAS HELD ON JANUARY 12, 2016 AT 7:30 P.M. IN THE COUNCIL CHAMBER OF THE BOROUGH HALL.

These Minutes have not been formally approved by the Emerson Board of Health and are subject to change or modification at the next regular meeting at which time they will be adopted.

Roll Call: Elaine Rizzo, Nicole Argenzia, Cindy Bischoff and Linda Lahey. Also

present was Darlene Mandeville, Health Inspector and Kay Hodges,

Public Health Nurse.

Vice President Nicole Argenzia notified Board of Health members that in case of a fire follow the Fire Exit sign above the door and exit calmly.

The January 12, 2016 Sine Die meeting was called to order at 7:34 p.m. by Board of Health President Mrs. E. Rizzo.

The Board of Health members saluted the Flag and had a Moment of Silence.

Jay Levin of The Record observed the Board of Health meeting. Mr. Levin noted that he interviewed Public Health Nurse Kay Hodges, and commended her for a wonderful fifty (50) years of service to the Borough of Emerson.

UNFINISHED BUSINESS FOR THE YEAR 2016

Motion by Cindy Bischoff, Seconded by Linda Lahey, that the Board of Health Minutes of December 8, 2016 be approved as written.

The Finance, Vital Statistics, and Dog Licensing reports for December were accepted as submitted.

Northwest Bergen Regional Health Commission Activity Report for December was accepted as submitted.

Jersey Mike’s Subs was given a Satisfactory rating and issued a food handling license.

Laurel Chinese has a new owner and received a Conditional rating until he obtained a new food handling license.

Wok n Shop, formerly J Y Sushi, was given a Satisfactory rating and issued a food handling license.

Emergency Response to Dunkin Donuts, Old Hook Road:

There was a report of a smoke condition at Dunkin Donuts. All donuts and food were voluntarily disposed of. All surfaces of equipment were washed, rinsed and sanitized.

No odor or smoke noted at time of inspection.

Memorial School:

There was a complaint that approximately forty (40) children were ill with a Norovirus at Memorial School. A concerned parent asked if the school needs to be informed about cleaning and possible school closure. The health officer sent information to the Board of Health President and concerned parent regarding guidelines that schools can use when deciding whether or not to close the school. The public health nurse went to Memorial School the following day to conduct their immunization audit. The school nurse noted that absences also included cold symptoms and vacations. She will try to keep a listing of Norovirus symptoms but it will be difficult, as the school nurse does not speak to all parents when they report an absence. She was given a packet of information about Norovirus, the cleaning procedures and infection control.

Complaint closed.

Pine Drive:

An individual asked if a resident is allowed to own animals if they had previous animals taken away by the Bergen County SPCA and the Bergen County Prosecutor’s Office, Animal Cruelty Task Force. An email was sent to Carol Tyler, ACO, and Kim Nangle, ACO, asking to research with SPC about what happened in 2013. The borough clerk noted that the resident was allowed to have dogs, as per Lt. Savino of the Emerson Police Department.

Inquiry closed.

Public Health Nursing School Audits:

School immunization audits were conducted at Memorial and Villano Elementary Schools and Emerson Junior/Senior High School. Immunization status reports were completed and submitted to the New Jersey Department of Health. Board of Health President Elaine Rizzo would like a copy of the IMM-15 State report form given to her by Health Officer Angela Musella.

The Public Health Nurse’s report for December was accepted as submitted.

There were no new clients at the blood pressure clinic.

There were no complaints for the month of December.

Temporary Retail Food License

Emerson currently charges a $100.00 flat fee for a Temporary Retail Food License. The Board of Health members agreed to the following Special Permit fees listed below.

1 Day $ 50.00

2 Days $ 75.00

3 Days $ 90.00

4 to 7 Days $125.00.

The subject matter will be tabled to the February 9, 2017 meeting for further discussion.

Motion by Cindy Bischoff, Seconded by Linda Lahey, that the Sine Die meeting be closed and the Reorganization meeting open.

Open for nominations for election of Board of Health President. Cindy Bischoff nominated Elaine Rizzo, and Linda Lahey seconded the nomination. Elaine Rizzo accepted the nomination for Board of Health President.

NEW BUSINESS:

a Tattoo Ordinance Amendment

The Board of Health members would like to revisit the Tattoo Parlor Ordinance with

possible amendments. The subject matter will be on the February 9, 2017 Agenda.

b. Food Truck PTA Fundraiser

A Board of Health member mentioned that the PTA may plan to have a food truck

fundraiser in May.

c. Turkish Restaurant

Cinar, formerly Ranchero Cantina, is a Turkish restaurant and may be opened by

Valentine’s Day.
