PART A: POSITION DESCRIPTION
Moonee Valley City Council’s Community Strengthening Department provides a comprehensive range of support services, community linkage, advice and referral to assist residents who are either frail aged, have a disability or who are a primary carer, to remain connected and safe in their home and chosen communities. The services are vital to the quality of life enjoyed by individuals and families within Moonee Valley and operate as part of a wide ranging service system involving the State and Federal Government, non-government and community based organisations.
The Senior Coordinator Community Connections leads the Community Connections Units within the Community Connections branch of the department.

Position Objective
The Senior Coordinator Community Connections supports the broader department by overseeing the development and implementation of continuous improvement projects, customer satisfaction tracking, policy and procedure development, data collection and reporting to support departmental planning.
The Senior Coordinator Community Connections is responsible for overseeing the development and implementation of social planning relating especially to vulnerable persons (including Municipal recovery) and diversity planning, as well as the effective management of three key business units aimed at providing linkage to in-home and community based services to eligible residents:
1. Assessment and Care Planning In home services assessments for seniors and people with a disability, conducted by a team of allied health trained officers.
2. Business Support Team Provides administrative support, including timely data reporting and service hour acquittals for the broader teams.
3. Volunteering Developing, coordinating and evaluating opportunities for resident participation in the local community.
Key Responsibilities & Duties
· To ensure effective leadership and management in the provision of high quality services and programs that meet Council’s values, relevant regulations, legislation and funding requirements, and the needs of seniors and their carers.
· To lead and facilitate the development of policies, strategic and action plans for the Community Connection Unit and provide leadership and advice to support consistency across the business units.
· To contribute to the success of the Community Strengthening Department through active teamwork and effective performance of the responsibilities and duties of the position.
· Manage the Community Connection Unit to ensure that services, programs and events are responsive to the changing needs of the organisation and the community.
· Build and maintain strong working relationships with internal and external key stakeholders to ensure the effective development and delivery of consumer services.
· Develop and oversee the implementation, and review of policies and procedures for the Department including policies to support vulnerable persons policy and emergency recovery.
· Work within the broader leadership group to develop, implement and review a best practice framework across the Community Strengthening Department to ensure a high level of service quality, consumer satisfaction and staff supervision and development.
· Provide prompt, accurate, courteous and consistent service when dealing with Citizens and ensure that all obligations, agreements and deadlines are met whilst always seeking positive outcomes for those dealing with the City of Moonee Valley.
· Deputy Municipal Recovery Manager in the case of a municipal event
Other Duties
Responsibilities and duties included in this position description are subject to the multi-skilling provisions of the Moonee Valley City Council current Enterprise Agreement and or any supplementary agreements and where applicable the appropriate award.

Accountability and Extent of Authority
The Senior Coordinator Community Connections is accountable for the:
· Development, management and implementation of Council’s Community Connections business unit service planning and service performance.
· Compliance and accreditation under the Common Care Standards and International Organisation for Standardisation.
· Regular reporting to the Community Strengthening Management Group.
· Achievement of objectives aligned to funding targets.
· Quality improvement strategies within the business units and providing support and advice for improvements across the Department.
· Establishment of cooperative relationships with the various stakeholders (both internal and external) involved with the Community Strengthening Department.
· Preparation, monitoring and control of the operating budget for the Community Connections Unit.
Judgement and Decision Making
In making judgements and decisions, the incumbent:
· Requires the ability to recognise when established policy procedures and processes are no longer appropriate in meeting new or changing situations and thus the need to develop appropriate alternative solutions and provide these for Manager consideration.
· Must be able to make decisions independently having regard to Council policies and budget ensuring that the Manager Community Strengthening endorses key actions and decisions taken that impact on the performance of the Department and the external perception of Council.
· Liaise with management in respect of strategic and higher order operational issues.
· Apply relevant legislation including the Common Care Standards, International Organisation for Standardisation (ISO) and Human Rights Charter as a lens over decision making and policy development or review.
· Addressing and solving problems of a complex nature with the utilisation of relevant techniques and solutions
· The day to day operational matters and decision making relating to the Community Connections Unit. Decisions require the identification and analysis from a large range of available options.
Specialist Knowledge and Skills
· Ability to identify and analyse policy options, particularly to understand competing values of various stakeholders.
· Ability to seek input from and negotiate with a wide cross-section of stakeholders and formulate appropriate policies and strategies.
· Sound knowledge of accounting/financial procedures, systems and processes and the demonstrated ability to prepare and monitor budgets relevant to the Service Unit.
· Understanding of significant legislative responsibilities relating to the Community Strengthening Department and the ability to keep up with and adapt to changes to ensure obligations are met.
· Comprehensive knowledge of local, state and federal policies with regard to residents and their carers, including legal and ethical responsibilities.
· Ability to use research, analytical and investigative skills to resolve problems or develop policies, procedures and long term strategies that align with council’s long term goals and state national agenda’s.
· Understanding of the long-term goals and strategies of the organisation, and of the legal, socio-economic and political contexts in which the Council operates.
· Production and analysis of statistics and reporting.
· High level of computer literacy.
· Project management skills which can be applied across a broad range of activities, including continuous improvement.
· Extensive experience in dealing with sensitive community issues and producing positive outcomes.

Qualifications and Experience
· Tertiary qualifications in relevant field for example Business Management, Allied Health, or related disciplines with extensive experience in the management of a diverse portfolio of services.
· Certificate or specialist training/skills in the areas of staff management/ development, quality management and/or project management is desirable.
· Sound knowledge and understanding of relevant legislation, standards and accreditation processes
· Experience in the management and delivery of projects including demonstrated experience in working with multi-disciplinary teams delivering effective results within time and budget constraints.
· Demonstrated ability to manage and lead a team of professionals and mentor less experienced professional staff and contractors.
· Broad experience in community consultation with demonstrated skills in development and implementation of integrated strategies and policies.
· Extensive experience in managing and meeting budgetary requirements and program objectives.
PART B: KEY SELECTION CRITERIA
Tertiary qualifications in, Business Management, Allied Health, or related disciplines with extensive experience in the management of a diverse portfolio of services. (Post graduate qualifications are highly desirable).
Certificate or specialist training/skills in the areas of staff management/development, quality management and/or project management is desirable.
Sound knowledge and understanding of relevant legislation, standards, and accreditation processes.
Demonstrated financial management experience and the ability to prepare and monitor budgets relevant to the Service Units.
Demonstrated experience in working with multi-disciplinary teams, leading teams of professionals and mentoring less experienced professional staff and contractors to deliver effective results.
