PROCEDURE OUTLINE AND SIGNOFF

PUMPING

1.______  Truck arriving to load Butane shall:

1.1  Go to the scales. (Refinery PPE required.)

2.______  #1 Pumper weighs the truck at the scale, and the driver communicates which carrier is receiving the load.

3.______  The Truck Driver will then:.

3.1  Chock the tires on the Truck.

3.2  Connect the ground cable to the truck.

4.______  The #1 Pumper will ensure the proper tank is lined up to receive the butane.

5.______  The Truck Driver will

5.1  Hook up the liquid and vapor hoses from the Butane Tanks to his truck

NOTE: Once the hoses are connected to the truck, the truck driver must remain in the immediate area – outside of the truck cab until unloading is complete and hoses are disconnected.

5.2  Open the liquid and vapor valves on the truck and on the unloading hoses on the Butane truck unloading spot.

6.______  The truck driver will use the pump on the truck to unload the butane.

7.______  Once the truck is empty, the drive will:

7.1  Close the valves on the truck and on the liquid and vapor lines to the butane tanks

7.2  Open vent valves on the unloading hoses to relieve pressure to the vent pipe.

7.3  Disconnect loading hoses.

7.4  Unchock the wheels.

7.5  Disconnect the ground cable from the truck and proceed to the scale to weigh out.

8.______  The Pumper will:

8.1  Weigh the truck.

8.2  Complete and sign the scale ticket.

9.______  The Driver will:

9.1  Sign the scale ticket

9.2  Retain a copy of the scale ticket

9.3  Exit the property.


PROCEDURE INFORMATION

PURPOSE

This procedure details the steps necessary to unload a Butane Truck.

PREREQUISITES

Department of Transportation loading requirements must be met.

RESPONSIBILITY

It is the responsibility of the #1 Pumper and the Truck Driver to carry out this procedure in a safe and timely manner.

MATERIALS AND EQUIPMENT

Brass hammer, wheel chocks, Department of Transportation liquefied petroleum gas load placards.

SAFETY

Special or Unique Hazards: . Make sure that all connections are tight and do not leak. Ground cable must be connected prior to start of loading and throughout loading process. Do not leave the pumpers' truck running. Truck Driver must remain in the immediate area and outside of the Truck cab at all times while Truck is connected to the Loading hoses.

Engineering Controls: N / A

Administrative Controls: This procedure is a control to ensure that the Butane is loaded safely and efficiently.

Personal Protective Equipment (PPE): Normal Tank Farm personal protective equipment must be worn at all times. This includes hard hats, fire retardant clothing, safety shoes and safety glasses. Gloves should be worn to prevent frostbite from potential LPG exposure. Additional protective equipment may be required per permit requirements.

SAFETY SYSTEMS

Shutdowns: N/A

Alarms: Hydrocarbon detectors are present in the loading/unloading area and will alarm to indicate dangerous levels of LPG release.

QUALITY AND INVENTORY

Inventory: The Receiving tank must have sufficient remaining capacity to hold the contents of the truck. Inventory space should be checked prior to connecting the Truck for unloading.

Quality: If the Butane being unloaded is purchased product, it must meet the appropriate specifications and/or contract requirements prior to unloading.

LPG is a vapor at atmospheric temperature and pressure / Fumes or mists can be irritating to the skin eyes and respiratory tract and can cause drowsiness, headache, and nausea. Overexposure to vapors can lead to unconsciousness or convulsions, bronchopneumonia, and even brief inhalations of high concentrations can cause fatal pulmonary edema.
LPG Liquid causes freeze burns upon contact to skin or eyes.
Hydrocarbon vapors can burn or explode on contact with a source of ignition in the presence of air or oxygen. / In case of skin contact with liquid LPG immediately wash with tepid water. If freezing burns have occurred, apply bulky, dry, sterile bandage and get medical attention.
In case of eye contact, immediately flush eyes with water for 15 minutes including under the eyelids, and see a physician.
If swallowed see a physician, do not induce vomiting.
If inhaled, remove to fresh air. If not breathing, give artificial respiration. See a physician
