Reserve Firefighter Program

Salary: $50/EMT, $100/EMT-P reimbursement per 24Hr shift

The Position:

The intent of the program is to improve service delivery to our citizens, which is consistent with the department’s mission. The program will also be beneficial to its participants in that it will give them the opportunity to gain a great deal of fire service knowledge and experience as they serve our community. The following information has been developed to provide detail and consistency to the program:

Requirements:

·  Must be at least 18 years old and possess a high school diploma or G.E.D.

·  Must pass the state approved CPAT (Physical Agility Exam) within 1 year of interview.

·  Must be CA State EMT or National Registry EMT by time of interview

o  Paramedic Certificate Highly Desirable

·  Must have CA driver license

·  Must have CA ambulance license with DMV physical green card

·  Must be a graduate of a State Fire Marshal Firefighter I Academy within two years of interview

·  North Coast EMS accreditation within 2 months of appointment

Testing Process:

·  Oral interview before a panel of 3 Firefighters/Chief Officers

·  Current CPAT card less than 1 year old

·  Background investigation (Personal History Statement)

·  Upon conditional offer of employment, you will have to furnish a current Driver’s License record from DMV, submit to a Live Scan and a physical exam.

Reserve Firefighter Program Description

Introduction:

Reserve Firefighters are positions designed for individuals to reside at the fire district facilities during their mandated shifts. This is a program that has been set up and arranged to provide work experience, on the job training and opportunities for individuals pursuing a career in emergency services. District staffing, training, and levels of service will benefit from this program, thus providing the communities protected with increased emergency services. The Reserve Firefighter program allows individuals who do not reside within the boundaries of the Kelseyville Fire District a way to participate in the fire service by participating in mandatory shifts as well as complete their CSFM FFI sign off.

Definition:

As a member of a company and under supervision, Reserve Firefighters will participate in day-to-day operations of the fire district. Duties include, but are not limited to: all risk emergency response, meet training standards set forth by the Kelseyville Fire District training guidelines, station grounds and facility maintenance, equipment maintenance, fire prevention, hose testing, pre-fire planning, public education/interaction, and other duties as assigned.

Minimum Qualifications:

18 years of age

Valid CA Driver’s License

Valid CA Ambulance License with current Green Card

High School Diploma and/or G.E.D.

Firefighter I Academy graduate

Emergency Medical Technician certificate (Paramedic desired)

Mandatory Shift Requirements:

All Reserve Firefighters will maintain a minimum of 120 hours per month in the form of 24 hour shifts commencing at 0800 and ending at 0800 the following day. All shifts must be scheduled one month in advance with the Reserve Scheduling Officer assuring that an accurate schedule is completed and maintained. Notifications and requests for time off and/or shift trades will be considered on a case-by-case basis and must be approved by the Reserve Scheduling Officer. Odd conforming shifts and/or paramedic training resulting in failure to comply with the above shift requirements must be approved by the Reserve Scheduling Officer and will be considered on a case-by-case basis. Failure to attend mandatory shifts may result in disciplinary action. Any illness or injury resulting in two or more consecutive shift absences will require a not from a Medical Physician clearing the employee for duty.

Reserve Firefighter Recruitment Guideline

Introduction:

This Guideline is designed to provide each qualified applicant with a structured process to follow. The employment and recruitment process is separated into three phases

Phase I:

Recruitment Timeline

·  The Reserve Firefighter positions are a continuous open recruitment with application reviews as needed.

Application Packet

·  Job announcement, Reserve Firefighter application form

Application and required document submittal

·  The following materials must be submitted for candidate consideration: Application form, attached resume, copy of current CA Driver’s License, CSFM Firefighter I Academy certificate, Emergency Medical Technician or Paramedic Certificate and all other applicable training documents.

Phase II:

Quarterly Application Review

·  All applications received in compliance to the above process will be considered and reviewed when a sufficient number of applications are received and there are open positions.

Acceptance and denial notifications

·  After review, all candidates will receive an acceptance/continuation or denial letter under the following reasons

o  Acceptance/continuance notifications will be sent when: Kelseyville Fire District has positions applied for available and when candidates meet the minimum requirements with a properly completed application. These candidates will be invited to continue in the testing process.

o  Denial/no vacancy notifications will be sent when: Kelseyville Fire District has no vacancies or when the candidate does not meet the minimum requirements to continue the process.

Phase III:

Oral interview

·  Candidates will participate in an oral board examination process consisting of two to three personnel from within the district. This interview will take approximately one-half hour. The questions in this interview will be geared towards simple concepts of the fire service as well as individual commitment level to the program. Candidates must pass with a 70% score or better to continue.

CPAT (Candidate Physical Agility Test)

·  Candidate must furnish a valid CPAT card with a completion date no more than one year from the interview date.

Conditional Offer of Employment

·  Candidates who receive a conditional offer of employment must complete the following: Department of Justice Live Scan and Personal History Statement, Medical/Health Questionnaire, current DMV driving record, and CPAT card. Any candidate who does not satisfactorily pass the above elements will be disqualified and be ineligible to continue in the Reserve Firefighter recruitment process.

Occu-Med

·  All candidates will be sent to Occu-Med for a medical screening including but not limited to:

o  Medical history review

o  Basic physicians exam (vital signs, vision, hearing, urinalysis, physical exam)

o  Appropriate Occu-Panels with Complete Blood Count

o  Drug screening

Official Offer and Continuance of Employment

·  Candidates successfully completing the items stated above will be hired in the position of Reserve Firefighter. All reserve Firefighters are on a 12 month probationary period. All Reserve Firefighters are limited term (24months) at-will employees and may be terminated at any time that period with due cause.
