Tuition and Fees:
Maryland Colleges and Universities

The costs of tuition and fees (and room and board if approved by the DORS Director) are included as Educational Expenses on the form RS-5b (Determination of DORS Financial Assistance for Post-Secondary Education) as follows.
Use the following rates for tuition and mandatory fees for consumers attending community college in Maryland for a certificate program or Associate's degree or first 60 credits of a Bachelor's degree:
- Allegany College of Maryland
- Anne Arundel Community College
- Baltimore City Community College
- Community College of Baltimore County
- Carroll Community College
- Cecil College
- Chesapeake College
- College of Southern Maryland
- Frederick Community College
- Garrett College
- Hagerstown Community College
- Harford Community College
- Howard Community College
- Montgomery College
- Prince George's College
- Wor-Wic Community College
Exceptions to exceed these rates require approval of the regional director.
Attendance at an Out-of-County Community College:
If an individual needs to attend a community college in a different county because the required courses are not available at the in-county community college, inquire if the college to be attended has a special arrangement for reduced tuition in such cases. Request an exception through supervisory channels as needed.
Certificate Courses not offered by credit hour:

For the first 60 credits of a bachelor’s degree other than at a Maryland Community College:
DORS will pay no more than the lesser of the cost of tuition + mandatory fees at the institution attended or the in-county rate for tuition + mandatory fees at Montgomery College. For example, if the individual prefers to attend Towson University for the first two years even though there is a program that meets his/her needs beginning at a transfer program at his/her local community college, DORS will provide support at the Montgomery College rate for the first 60 credits at Towson University.
Exceptions to exceed these rates require approval of the regional director.
For a bachelor’s degree after the first 60 credits at an In-State, Public Institution of Post-Secondary Education (or for the first 60 credits if an exception has been granted):
Use the following rates for tuition and mandatory fees (and room and board if approved by the DORS Director) for students attending Maryland’s Four-Year Public Colleges and Universities:
- Bowie State University
- Coppin State University
- Frostburg State University
- Morgan State University
- Salisbury University
- St. Mary’s College of Maryland
- Towson University
- University of Baltimore
- University of Maryland, Baltimore County
- University of Maryland, College Park
- University of Maryland, Eastern Shore
- University of Maryland, University College
Out-of-State and Private Institutions of Post-Secondary Education:
The cost of tuition and fees (and room and board if approved) may not exceed the in-county rates for Montgomery College, for the first 60 credits, or the in-state rates for the University of Maryland College Park, unless an exception is warranted and approved by the Director of DORS (see RSM 2, Section 1510 and Section 1515). See Montgomery College in-county rates and University of Maryland College Park in-state rates.
