SUBJECT:SDHM HSPF File Submittal

San DiegoCounty has recently informed us in an email dated 3/29/11 that:

“The County of San Diego would very much like to be able to accept HMP submittals utilizing SDHM2011, but we are unable to until an independent 3rd party review is performed. This is not a unique requirement to the SDHM2011, the County requires these types of reviews for all new software (and BMPs, for that matter). We made an exception during the interim HMP criteria period to accept the SDHM without the 3rd party review because there were no other simplified tools available.

We are currently coordinating through our Copermittee workgroup to have the review performed. Our Copermittee process is not a fast one, as you can well imagine with 21 municipalities, County, Port and Airport Authorities; however, we would like to have the review completed as quickly as possible because we are aware that some applicants would prefer to use the SDHM2011. Of course, if an applicant would like to pay for the review, that would be acceptable and would greatly expedite the process. We already have the scope developed.”

Please note that while this independent third party review is in process that you can still use SDHM2011 to size your hydromod facilities. However, you will have to submit the SDHM2011-generated HSPF files for review and approval rather that the SDHM2011 project files.

To confirm this we asked the County:

In the interim, until the review is concluded, are applicants allowed to directly submit HSPF files for their project approval?

The County’s answer:

“Yes, HSPF is one of the models that has always been accepted.”

The purpose of this memo is to explain what SDHM2011-generated HSPF files you will need to submit for review and approval and where to find these files on your computer.

Note: You will need to update to SDHM2011 version 2011/3/29 or newer to generate all of the HSPF files described below.

When you create a SDHM2011 project you automatically create the HSPF files that you need to submit for review and approval. All of these files can be run using HSPF without having SDHM2011. SDHM2011 just makes HSPF file set-up, execution, and results analysis easier for the user and reviewer than using the plain vanilla HSPF.

When you create a SDHM2011 project give the project file an appropriate file name.

In this example project I have named the project file “CCSProject”. This file name will also be included in the HSPF file names.

In SDHM2011 set up your project and size the hydromod facility just like you always do.

When you are finished save your project (as always) and then go to the directory where the project file is stored.

Click the Folders button.

Or navigate to the ‘Projects’ folder using Windows Explorer.

Default Windows XP project files are stored in the projects folder using the path:

C:\Documents and Settings\All Users\Application Data\SDHM\projects

If you are using Windows Vista or Windows 7 then the path is

C:\Users\All Users\SDHM\projects

The HSPF files that you want to submit for approval are:

PreCCSProject.uci: Pre-project HSPF User Control Input file

MitCCSProject.uci: Mitigated HSPF User Control Input file

CCSProject.wdm: HSPF Watershed Data Management file

The uci and DAT files are text files that can be read by Microsoft WordPad. The WDM file is a binary file that can be read by EPA WDMUtil.

The duration values reported in the DAT files should be multiplied by the number of intervals (Total Length of Defined Events) to produce the number of occurrences reported in SDHM2011 duration analysis. This can be best be done by importing the values into an Excel spreadsheet.

You can always supplement these HSPF files with the additional (and now optional) SDHM2011 project file (CCSProject.whm) and report text file that will help the reviewer understand your HSPF files.

Note: for your project replace the above file name “CCSProject” with your specific project file name.
