Please review the following instructions before completing this form.

The Board of Boiler Rules will consider written requests for Washington State Specials in accordance with the following requirements:

  • RCW 70.79.060 for boilers and unfired pressure vessels of special design or construction and for boilers and pressure vessels manufactured before 1951 which do not comply with the code requirements of ASME, if the boiler or pressure vessel is operated exclusively for the purpose of public exhibition.
  • WAC 296-104-205 and WAC 296-104-210 for non-standard new construction, boilers and unfired pressure vessels that are not to be constructed to the codes adopted in WAC 296-104-200 may be treated as special designs at the discretion of the board.
  • WAC 296-104-220 for non-standard second-hand boilers and unfired pressure vessels constructed after January 1, 1952.

In accordance with WAC 296-104-700, the request fee is $442.60 per item. Make check payable to the Department of Labor & Industries.

Please submit one complete set of your request form and supporting documents by mail to each of the board members, the Boiler Chief, and one complete set electronically to the Boiler Chief only, 30 days prior to the Board of Boiler Rules meeting date. This time is required for your request to be processed, and for board members to review your documents prior to the next meeting.

You will receive a confirmation verifying acceptance and addition of your request to the next Board of Boiler Rules Meeting agenda. It is highly recommended that someone knowledgeable in the details of your request attend the next meeting to answer any questions the board may have.

1. Describe your boiler or pressure vessel.

2. Give a brief explanation and justification statement on your boiler or pressure vessel and why the board should grant your request.

3. Attachments. Per WAC 296-104-210, at a minimum the following information shall be supplied to obtain board approval of special designs: Construction drawings, design calculations, material specifications, and a Washington state professional engineer’s evaluation of the design. In addition, inspection records/history, photos or other pertinent information for review by the Boiler Board should be included.
