Subject:SB 123 – City Issued Antique Plates

HB 2134 – Disabled Veteran’s Qualifications

SB 123 will become law on July 1, 2009. This bill institutes the following requirements for a Model Year License Plate (equals a license plate issued equal to the year of the vehicle). This Antique Plate bill is applicable to only City Issued License plates prior to 1921. The definition of the City Issued Antique Plate is as follows:

“a person who owns an antique vehicle who wants to display a model year license plate on the vehicle shall make application in a manner prescribed by the director of vehicles, including the execution of an affidavit setting forth that the model year license plate the person wants to display on the person’s antique vehicle is a legible and serviceable license plate that originally was issued by this state or a license plate originally issued by a

Kansas city or a reproduction of such city issued license plate. Except for

license plates issued prior to 1921, such license plate shall be inscribed

with the date of the year corresponding to the model year when the

vehicle was manufactured. For license plates issued prior to 1921, such

license plate shall be the license plate issued by the state or a Kansas city

or a reproduction of such city issued license plate corresponding to the

model year when the vehicle was manufactured.”

The process for issuing a City Issued License Plate will be the same process as a current Antique Model Year Plate Registration (Special Antique Plate). The Model Year License Plate Fee shall be $40.00.The individual making application must complete the TR – 12 Affidavit to a Fact section regarding the Antique Model Year License Plate issuance. The individual will be required to keep the Special Antique License Plate and Registration in the vehicle at all times. The individual will only display the City Issued License Plate or Reproduction Plate. The owner/ operator must present the State of Kansas issued Special Antique License plate upon request by Law Enforcement.

HB 2134 will become law on July 1, 2009. This bill institutes a change of the percentage of disability for Veterans to qualify for the Disabled Veteran status. The bill amends K.S.A. 8 -160 to read as follows:

“As used in this act, the term ‘‘disabled veteran’’ means a person who hasserved in the armed forces of the United States and who is entitled tocompensation for a service connecteddisability of at least 50% and the laws administered by theveterans administration or who is entitled to compensation for the loss,or permanent loss of use, of one or both feet or one or both hands, orfor permanent visual impairment of both eyes to a prescribed degree.”

Please continue to require the TR-103 www (07/09) to be submitted with the application. This will continue the same practice of determining a Disabled Veteran’s qualifications.
