Staff Managed as the supervisor (numbers and posts) / All the staff members within the programme unit. The Programme Manager will work as line manager for the Programme Coordinator(s)
Job Aim /
- To manage the development, implementation, evaluation, and budgets of all of SPW Nepal’s programmes
- To develop and review appropriate monitoring and evaluation systems, indicators and tools, and to disseminate these findings
- To develop and maintain partnerships with relevant ministries and other civil society organisations, and assist in fundraising and donor stewardship activities
- To provide effective Human Resource Management to all programme staff to ensure that they are able to do their jobs effectively
- To assist the Country Director in the strategic planning/review process and provide support in senior management

Finance Managed / Powers of commitment and approval of budget for all approved Programmes.
Duty 40% Programme and Financial Management / To manage the development, implementation, evaluation, and budgets of all of SPW Nepal’s programmes
Standards / In line with SPW’s aims as well as donor and potential donor requirements, work with the Country Director and the Programme team to:
- Design and develop programmes and projects, in line with the country’s national strategies, e.g. Millennium Development Goals, National AIDS Strategies, Education for All Strategies, the Government’s Long Term Plan
- Strengthen the documentation systems, training, and programme materials
- Oversee the research, planning and implementation of programme activities
- Ensure the quality of trainings, workshops and activities conducted at field and central level.
- Ensure effective security and communication systems within programme unit.
- Plan appropriate strategies for future programme expansion
- Develop and incorporate programme sustainability strategies into the existing and future programme and projects.
- Work with the Finance Manager and Programme Unit to compile the yearly budgets for programme activities.
- Coordinate programme budgets, monitoring expenditure and completing budget reforecasts when necessary.
Duty 20%
Monitoring & Evaluation and Reporting / To develop and review appropriate monitoring and evaluation systems, indicators and tools, and to disseminate these findings
Standards /
- Ensure that all SPW Nepal programmes have appropriate monitoring and evaluation indicators and tools in place, in line with requirements of donors and SPW International.
- Ensure that appropriate systems are in place to ensure that monitoring and evaluation informs programme implementation and development.
- Ensure that internal systems have effective monitoring and evaluation tools for continual improvement.
- Maintain and analyse disaggregated database pool of project participants to track social inclusion/exclusion by ethnicity, caste, gender as appropriate
- Design and review appropriate Logistical Frameworks
- Share ideas and best practise with other SPW Country Programmes through international reporting frameworks.
- Assist with and undertake internal evaluation of SPW Nepal – assessing issues such as cost effectiveness, volunteer safety and effectiveness of the information systems – as when and required by the Country Director.
- Coordinate and conduct analysis of impact evaluation data, to a donor-presentable standard.
- Present and disseminate monitoring and evaluation findings to all appropriate stakeholders.
- Contribute to the preparation of reports or newsletters for donors, partners, SPW International and all SPW Country Programmes as appropriate.
- Write International Quarterly Progress Reports with input from all units.
Duty 20% Fundraising and Partnership Development / To develop and maintain partnerships with relevant ministries and other civil society organisations, and assist in fundraising and donor stewardship activities
Standards /
- Research suitable partner organisations and initiate and maintain contact.
- Assist the Fundraising and Partnerships Manager in developing concept papers and proposals (including budgets) for different programmes.
- Develop and coordinate effective follow-up and reporting mechanisms, including grant/fund management and donor field visits for programme activities.
- Work closely with the Management Committee in SPW Nepal and Fundraising staff in SPW International to develop fundraising plans.
- Strengthen and develop relevant programme partnerships at local national and international levels.
- Contribute to the preparation of marketing materials such as newsletters or the Annual and Monthly Reports.
- Arrange and attend meetings with donors and interested parties to discuss and give presentations on SPW Nepal’s programmes and impact.
Duty 10% Human Resource Management / To provide effective Human Resource Management to all programme staff to ensure that they are able to do their jobs effectively
Standards /
- Manage Programme staff through monthly meeting/updates, monitoring work, schedule work plans and review.
- Support staff through entire performance management cycle with regular objective setting and reviews.
- Plan and implement recruitment mechanisms for programme staff.
- Ensure effective communication between staff in district and centre.
- Ensure that there are appropriate policies in place to guide the volunteers and programme staff.
- Work with Programme Coordinator to ensure effective support and for the volunteers.
- Work with the Programme Coordinator to ensure effective support and professional development for the Partner NGO staff.
- Assist Administration and Finance Unit as and when needed.
Duty 10% Strategic Planning and Management Committee / To assist the Country Director in the strategic planning/review process and provide support in senior management
Standards /
- Support the Country Director in strategising the programmes to make them more effective, efficient, and marketable.
- Lead the programme section of strategic planning in coordination with the programme team and the immediate stakeholders.
- Be a part of Management Committee and provide support in devising official policies.
- Coordinate Risk Management support in the programme districts.
- Be a role model for all staff – strictly adhering to policies and procedures and ensuring other staff do the same.
- Attend structured meetings every monthand ad hoc meetings as and when necessary.
- Work on management projects as and when required.
Duty Miscellaneous / To provide general support to the organisation.

Required competencies:
A competence is an observable skill, behaviour or application of knowledge required for effective performance. The competencies listed below are those which are needed for the job.
Essential /- Graduate degree (Master's preferable)
- 5 years experience in programme development, implementation and management of development programme and projects.
- Experience in conducting development research and appropriate M&E
- Extensive experience of working in rural areas.
- Experience of interacting with government agencies and other development partners
- Experience in preparing proposals, concept papers, budget
- Excellent written English, presentation, negotiation and interpersonal skills
- Strong networking and PR skills
- Strong team building initiatives and leadership skills
Desirable /
- Experience in handling program finances
- Previous work experience in Nepal
- Be able communicate in Nepali Language
- Knowledge and Experience on Risk Assessment and Analysis on security issues
Special requirements of the job:
Based in Kathmandu, Nepal; regular overtime; unsocial hours.
Travel to the districts and training sites may lead to weekend work and travel outside office hours. It is estimated that this position will have to perform around 20% of his/her job in the field.
