GENERAL NOTE:
- WRPS would like to re-emphasize the importance to include any and all assumptions and exclusions in the proposal. For example, if a lower gauge metal siding is assumed for bidding purposes to better withstand Hanford winds versus a typical metal siding of a higher gauge, include that assumption and any cost impact so WRPS may properly evaluate each proposal.
- WRPS expects the Offeror’s to deliver the full building design including those aspects that will be built onsite by the construction subcontractor/installer. The design includes, but is not limited to, the: layout/plan, mechanical, electrical, lighting, fire detection, fire suppression, elevator, etc.
- The elevator system design will be provided by the Offeror. The design must be performed by a qualified vendor/installer. The Offeror will provide all structure, systems and components required for installation of the elevator. Those items that cannot be built or installed at the factory will be shipped loose and provided to the construction subcontractor for installation onsite.
- There available electrical service will be a distribution transformer 480Y/277 Volt, 3-Phase installed by others. The distribution transformer will be installed on the exterior within 50FT of the building and will feed the main distribution panel (switchboard) of 480Y/277 Volt, 3-Phase located inside the modular building. Amperage is to be determined by the Offeror based on building load.
- The Offeror will be required to provide AutoCAD drawings to the Buyer. The Buyer will use the Offeror’s AutoCAD drawings to assist in development of the design media for construction/installation and to keep as record as-builts once the facility is complete.
- All cross connections between modular sections shall be hard wired. We expect the Offeror to provide cross connect material and all wiring clearly identified and labeled for the construction subcontractor/installer.
QUESTIONS/ANSWERS:
- Is the main entry vestibule to be modular, or will it be site built?
Looking at the floor plan provided in the RFP the main entry vestibule appears outside the modular footprint, is this site built (stick built) or modular as well? What are the dimensions? Single story?
On the drawing for the first floor, it shows an outside “vestibule”. Is that part of this scope or is that something that will be built onsite (by others) during install?
The main entry vestibule will be single story and built onsite; however, the design will be included by the Offeror with the rest of the modular building. See General Note B for more information.
- The floor plan shows a conventional elevator. This must be installed on site by the elevator technicians. Whoever installs the building we need to provide prep inside the shaft, mechanical room elements, and roof-top housing, among many other details. How will that be coordinated if the Bidders scope of work does not include installation of the building?
Regarding the elevator, are we supplying the elevator shaft within the building only? Are you supplying and installing the elevator?
Will elevator be done by others?
The complete elevator design will be provided by the Offeror. The Offeror will include all necessary structure, systems, components, etc. for installation of the elevator. However, what cannot be built and shipped as part of the modules will be installed onsite by the construction subcontractor/installer. The Buyer intents to direct the construction subcontractor/installer to use the same elevator vendor for the installation that provided assistance to the Offeror.
- Is the transformer and main switchboard to be delivered by the bidder, with installation and conductors provided by others?
The transformer will be procured and installed by others. The conductors from the transformer to the main distribution panel inside the building in the electrical room will be installed by others. All wiring from the main distribution panel located inside the modular building shall be provided by the Offeror.
- Will the transformer and main switchboard be installed on the exterior?
The transformer will be pad mounted on the exterior of the building. Procurement and installation of the transformer will be by others.
The 480Y/277 Volt, 3-Phase main distribution panel will be located inside the building in the electrical room. The main distribution panel will be provided and installed by the Offeror. See General Note D for more information.
- What size is the incoming electrical service so we can size the transformer accordingly.
The incoming service is 480Y/277 Volt, 3-Phase. The transformer will be sized, procured and installed by others. See General Note D for more information.
- Do you have a carpet tile spec?
Carpet squares – can they specify exactly what they want or at least give us something to “or equal”.
For bidding purposes, assume 2 FT x 2 FT Lee’s Faculty IV or equal. Color is TBD.
- Network cables will need to be installed on-site after installation and homerun to the telecomm closet. What do you want the bidder to include?
The Offeror shall include procurement and installation of the box at each HLAN location and a ¾ IN PVC conduit from the box to above the ceiling. All network cable, plates and ports will be installed by others.
- How many LF of upper and lower cabinet and counter in the lunchrooms?The RFP calls out kitchens and the floor plans show lunchrooms I am assuming these are one in the same? What are the cabinet requirements as far as lineal footage for base and uppers cabinets per lunchroom?
Kitchen, cabinets and countertops – there are a couple lunchrooms called out on the drawings, but no kitchens per se. Are we to assume these rooms are what they are referring to when they say kitchens? If so, how many LF of base and upper cabinets are we to figure in each lunchroom?
There are references to kitchens yet none are shown on plan. Please clarify and provide cabinet details.
The Lunchrooms called out on the floor plans will include a kitchen. For bidding purposes assume 15 LF of base cabinets and 15 LF of upper cabinets.
- What is the specification for the fire alarm?
Is the Fire Detection System design and rough in only? Meaning we supply the design of the system and do the rough in the factory then all devices, cable, FACP (s) are supplied and installed on site by others? Is this a standalone system?
FA devices will need to be wired after installation. Will that be by others?
We expect the Offeror to provide the design performed by a licensed fire alarm design agent and the rough in for the system. Installation of the FA devices and wiring will be performed by others.
- You make it clear we need to meet WA Gold seal standards and meet WA energy codes. You don’t specifically say we need to put a gold tag on the building. Do we need to tag it?
Does the building require a Washington State L&I tag on it or just meet Chapter 296150F WAC and the latest requirements of the Washington State Energy Code?
The Design Parameters within the RFP document state that the “…modular office building must meet the Washington State Gold Seal standards”. The plan approval and inspection process for the State of Washington’s gold tag process may oftentimes be a significant lead time consideration. Does WRPS require the building to have an actual Gold Seal, or just meet the “Gold Seal Standards”?
Each section of the modular building will be tagged with the WA State Gold Seal.
- Would like to clarify you actually want stairs and not just a ladder to the roof top access hatch.
SOW asks for “Roof access by internal stairs”. Is an internal ladder with roof hatch acceptable?
The Architectural General Description (page no. 8) states the preference for “Roof access by internal stairs”. Because of the valuable square footage that stairs and landings would occupy within the building, as well as a structure atop the roof to accommodate the doorway for these stairs, would WRPS also consider the use of a retractable roof access ladder with weather-tight hatch, which could be located within a mechanical or janitor room on the 2nd floor?
Access to the roof shall be provided by internal stairs with doorway access directly onto the roof. No ladder.
- Metal siding – are we to figure a 26 ga high rib metal siding or did they have something else in mind? Without being more specific, they could end up with low rib “trailer” siding.
For bidding purposes, assume 22 ga.preformed metal siding with 1 IN minimum depth.
- Door hardware – could we get a quality level you expect such as Schlage D series for example?
Can you be more specific on the door hardware?
Schlage D Series with lockable lever handles or equal.
- Windows – what size shall we figure?
What size of windows are you looking for?

- Page 9 under general interior finishes calls for hard lids in the vestibules. What areas are considered vestibules?
The vestibule is the area between the exterior and the interior entry doors.
- Floor coverings other than carpet squares – for sure we need to figure sheet vinyl in the RR’s. Shall we also figure sheet vinyl or use VCT in the janitor, electrical and communication, fire riser and elevator mechanical rooms as well? What about the lunchrooms, lobby area, and stairs? Is there a certain quality level we need to plan on using?

- Can be more specific as to what you are expecting for a “fire suppression system”?
Fire suppression systemas required by applicable building codes.
- Because this structure is to be delivered only (not installed), we will be shipping loose the “permanent railing fall protection system” and the rooftop HVAC units including the curbs. Pricing will not include installation on site of these items nor will it include completion of the sprinkler system. Is this a correct assumption?
This is a correct assumption. These items and similar items that will be required to be shipped loose will be delivered onsite and installed by others. Please include all assumptions with the proposal and the cost impact if there is one.
- Will there be submittal requirements and if so what will be required?
There will be submittal requirements. Submittals will include:
- Drawings: plans, sections, electrical, mechanical, lighting, details, etc.
- Fire suppression design
- Fire detection design
- Elevator design
- Foundation design
- Calculations
- All materials, products and equipmentcut sheets, O&Ms and SDS’s used in the facility
- Similar items can be grouped together such as carpet, sheet vinyl, cove base, etc.
- Is this a lease or purchase?
Purchase.
- To be clear on page 12 of the RFI under Relevant Dates, it states “Delivery of First Modular Office Building Section April 15th 2015” but on page 14 under “F.O.B. Destination” it states no later than March 31, 2015 for material quoted FOB destination” does that include the building sections as we are bidding FOB destination?
The RFP states delivery dates of March 31, 2014 and April 15, 2014. Please define what delivery date you are looking for.
There are two conflicting delivery dates referenced within the RFP document. The cover sheet (page no. 1) shows a “Desired Delivery Date” of 03/31/2015. However, the Relevant Dates section of page no. 12 specifies the “Delivery of First Modular Office Building Section” on April 15, 2015. Can you please clarify which is the correct date?
Due to project schedule changes, the new date for delivery of the first modular section is May 14, 2015.
- Per the RFP all on site work to install foundation, install and finish building (at all mate lines interior and exterior)including ALL building systems will be by the “Buyer”. Is the Modular building supplier required to have a superintendent on site during set up and completion?
It is understood that the scope of our proposal is not to include “…building set-up at the site”. Due to the unique design and structural considerations of a two-story building of this type and size which is constructed off site and the associated technical concerns, will there be provisions for the awarded supplier to provide consultation on the site during the building set-up process? For example, a project manager on site during the construction period to answer relevant questions about the modular building construction, or periodic visits by the building structural engineer to confirm that construction and installation methods conform to design specifications.
It is the intention of the Buyer to require the construction subcontractor/installer to obtain the services of the Offeror to assist in the modular building installation. However, any scope associated with the installation shall not be included in this contract.
- Is there any chance of delaying the bid date by one (1) week?
Depending upon the timing for receipt of answers to these and other proposed Offeror’s questions, the remaining time available to adequately prepare a response to the RFP may be limited. Would WRPS consider a short time extension for receipt of proposal responses?
The bid due date will be extended until close of business (4:00 PM, PST) on Wednesday November 19, 2014. There will be an additional opportunity for questions to be submitted by close of business (4:00 PM, PST) on Tuesday November 11, 2014.
- Regarding interior doors, the spec calls for 12” wide side light, per the provided floor plan this will not work at all offices (approx. 6)
The offices with cubicles outside will still have a side light. The only office still in question (2nd fl., SE corner) should have enough room for the door and side light.
- Where will the modular sections be delivered to?
Hanford Area, 200E, 4th Street, north of Purex, east of 218A.
- If modules are to be delivered to Hanford Site, who will be responsible for the cribbing and temporary anchoring of each modular section?
Any cribbing and temporary anchoring will be the responsibility of the construction contractor/installer, not the Offeror.
- Qualification Standard #2 - Please provide a definition for “have and maintain an office”. Are you requiring a staffed business location/service facility to be considered responsive?
Offeror shall have an office location, rented or permanent, within the area specified on the RFP. If an Offeror rents a location in the specified area during the duration of the subcontract, that will be acceptable.
- In the RFP it states:“For material quoted FOB destination, it is preferred delivery be no later than March 31, 2015. If delivery is not made by March 31, 2014, Contractor agrees the Contract may be canceled at no cost to the Buyer”
The new required delivery date is May 14, 2015 for the first section.This statement should be rephrased to: If delivery does not meet the delivery date specified in the subcontract, WRPS has the option to negotiate a downward price to the subcontract.
- Due to the size of this contract, will the contractor be allowed to submit monthly progress payments?
Offeror can submit a milestone payment schedule that can be negotiated with WRPS.
- As each building elevator is unique and designed for the specific building. Please specify power and constructionrequirements for elevator.
See General Notes C and D.
- Under "ADA compliant, entire building" is called out for "Push Button entry door controls" Whatdoes this mean? Please clarify and give quantity.
This is one example of a building feature that complies with ADA facility requirements. It is expected the design and installation will accommodate all ADA compliant design features.
- What is the expectation or demonstrated evidence to be provided to show that Offeror meets qualification standards #1-4?
- Company Experience – Examples of multi-story modular facilities of approximately 15,00020,000 square feet. Facility design, construction and delivery provided to the Hanford site within the last five years.
- Local Area Preference – It is expected the Offeror will be able to meet with the Buyer at the Buyer’s Facilities located in Richland, Washington within 24 hours at the Buyer’s request.
- Delivery – See Question 21.
- Professional Engineer Designation –Supply current WA State Professional Engineer’s full name and license number for design media approver/signature.
- Is this a firm fixed price contract or T&M?
Firm fixed price.
34. On page 16 of the RFP Section I Terms and Conditions the chart mentions attachment 1 & 2, where would we find those?
