LUIS ALBERTO MORENO
Mr. Moreno took office on October 1, 2005 as President of the Inter-American Development Bank, after serving as Colombia’s Ambassador to the United States for 7 years. In such capacity, he helped achieve passage in the U.S. Congress of more than US$4 billion in assistance programs for Colombia, was instrumental in the renewal and extension of the Andean Trade Preference Act (ATPA), and was one of the leading promoters of negotiations towards a Colombia-U.S. Free Trade Agreement.
Prior to his Ambassadorship, Mr. Moreno worked in the private sector, as representative of WestSphere Capital, a private equity firm focusing on investment opportunities in Latin America and as senior advisor to the Luis Carlos Sarmiento Organization, the leading banking & financial group in Colombia with over US$10 billion in assets.
Between 1991 and 1994, Mr. Moreno worked in the Colombian Government in a variety of leadership positions, most notably as President of the Instituto de Fomento Industrial (IFI), leading a successful privatization program and developing new financing instruments for private industry; and as Minister of Economic Development, modernizing the Ministry and its subordinated agencies, as well as leading the design and implementation of Colombia’s industrial policy and competitiveness strategy.
Throughout his career, Mr. Moreno has received some of the highest decorations and distinctions awarded by the Colombian state and the country’s private sector, including the “Orden de Boyacá en el Grado de Gran Cruz” - the highest distinction given by the Colombian state.
His writings have appeared in such newspapers as The New York Times, The Boston Globe , The Miami Herald and El Tiempo.
