Regular Meeting

September 5, 2017

The regular meeting of the Macon County Board of Commissioners was held on Tuesday, September 5, 2017 at 7:00 p.m. with Commission Chairman George, Vice-chairman Melvin, Commissioner Davis, Commissioner Felton, Commissioner Haugabook, County Manager McDuffie and Deputy County Manager Starling in attendance.

Chairman George called the meeting to order and gave the opening prayer.

Chairman George then stated he would like add these three items to the agenda; Parks & Recreation Administration; Courthouse Attic clean up; Local Emergency Communications. Commissioner Felton made the motion to add Parks & Recreation Administration to agenda as item 6f, seconded by Commissioner Davis and carried unanimously. Vice-chairman Melvin made the motion to add Courthouse Attic clean up to the agenda as item 6g, seconded by Commissioners Felton and carried unanimously. Commissioner Melvin made the motion to add Local Emergency Communications to the agenda as item 6h, seconded by Commissioner Haugabook and carried unanimously.

Commissioner Felton made the motion to approve the minutes of the August 30, 2017 meeting as presented, seconded by Commissioner Davis and carried unanimously.

County Manager McDuffie discussed the conditional use request for a proposed solar field on Whitehouse Road (parcel# 1-072O-0004 - Raymond Brenneman).

County Manager McDuffie stated according to the initial calculations of the millage rate which includedthe insurance premium rollback, the millage rate would require an increase of .543 mils and .417 mils for the unincorporated and incorporated millage, respectively. After adjusting the health insurance $60,215 and adding $10,000 to revenues the incorporated rate would remain same and the unincorporated rate would increase by .126 mills. Commissioner Felton made the motion to tentatively approve the millage rate of 12.229 for incorporated and 11.006 for unincorporated rate, seconded by Vice-chairman Melvin and carried unanimously. The Board instructed County Manager McDuffie to see if other adjustments could be made to reduce the millage.

County Manager McDuffie stated that in order to repurpose the Literacy Center the Board would have to hold a public hearing. Commissioner Haugabook made the motion to advertise and hold a Public Hearing for the repurposing of the Literacy Center, seconded by Commissioner Davis and carried unanimously.

County Manager McDuffie requested approval of $34,500 to purchase the EMA Director a vehicle and replace the engines in two vehicles for use by the Road Department and Building Maintenance Dept. Commissioner Haugabook made the motion to approve the appropriation of $34,500 from fund balance as requested, seconded by Vice-chairman Melvin and carried by a vote of four for (JD,RF,BM,BH) and one against (MG).

Commissioner Felton made the motion to purchase two cardiac monitors from Physio Control for $53,428, seconded by Vice-chairman Melvin and carried unanimously. Funds to come from SPLOST.

Vice-chairman Melvin made the motion to appropriate $8,700 from fund balance for two high school interns to assist at the Courthouse and Building Inspection office, seconded by Commissioner Felton and carried unanimously.

County Manager McDuffie had talked to Attorney Tommy Coleman about the application and hiring process at Whitewater Park. Not sure what to say

County Manager McDuffie discussed the bat problem in the courthouse attic and stated the area had to be cleaned before installation of the new air conditioner units. She stated they had gotten one quote for $21,225 for the clean up and were waiting on other quotes. Commissioner Haugabook made the motion to proceed with the clean up as long as the price is $21,225 or less, seconded by Commissioner Felton and carried unanimously.

Chairman George stated the City of Ideal and City of Marshallville could not communicate with the 911 Center and that they had contacted Mobile Communications about the problem. The proposal from Mobile Communications includes two mobile radios; repeater maker; power supply; antenna; installation and materials for a price of $2,060. The Board agreed to approve this purchase.

Spring Rosati, Executive Director, Literacy Center, stated she had found out a month ago that the county was thinking about repurposing the literacy building. She stated County Manager McDuffie had asked her to prepare a proposal showing how they could be self-sustaining. Several other citizens expressed concerns about relocating the literacy center.

Alphonso Harris expressed concerns with the county’s CDBG grant consultant. He stated that local contractors were not being used on Macon County projects. Chairman George stated the county would follow up on his concern.
