Ragging Cases - 2015

1 / Hazaribag College of Dental Sciences & Hospital, (A Unit of Sarvamangalam), Demotand, Hazaribag, Jharkhand / Mr. Upendra Kumar (Intern) complaint received from Anti-Ragging Helpline () email dated 02.02.2015 / The Executive Committee disposed off the matter by closing the case due to the following reasons as noticed in the Inquiry / Inspection Report of the Council’s Inspectors Dr. S.K. Katharia, Agra and Dr. Tumbi Lollen, Naharlagun, Arunachal Pradesh conducted on 14.03.2015:-
(1)Mr. Upender Kumar BDS final year student/Intern lodged the complaint dated 09.01.2015 against Dr. Vijay Shekhar, Senior Lecturer alleging harassment, torture & SC/ST bias.
(2)None of the BDS/MDS student, teacher, employee or any other person have given any statement in favour of the above mentioned allegations.
(3)As per University Grant Commission Regulations on Curbing the Menace of Ragging in Higher Educational Institution 2009 and DCI Regulations on Curbing the Menace of Ragging in Dental Colleges, 2009, the complaint dated 02.02.2015 of Mr. Upendra Kumar, BDS final year student at Hazaribag College of Dental Sciences, Hazaribag (Jharkhand) does not come in the category of ragging.
(4)The SC/ST case based biased charges could not be proved as Mr. Upendra Kumar failed to provide any documentary any physical witness; the Council’s Inspectors also could not find any evidence in favour of ragging.
(5)Mr. Upendra Kumar complainant has given the written statement that he is satisfied with the action taken by the college authorities and withdraws the complaint.
(6)Dr. Vijay Shekhar the alleged person has also stated that there were some misunderstanding and misinterpretation. He further assured that he will not repeat such type of things in future.
(7)The complaint is not substantiated / supported by evidence and vague in nature.

(received in this Council on 17.03.2015) / Since the college authority has already taken action against the students involved in ragging and college authority has furnished letters of all victims, in their action taken report, certifying that they are satisfied with the action taken by the college in their ragging, the case of ragging at Rajas Dental College, Hospital, Tamil Nadu be considered as disposed off and all competent authorities be apprised the in the matter.

2nd year BDS student ragged/beaten by sex senior students / Since the victim of the ragging, due to the unavoidable circumstances, is not in a position to continue his study and to complete his BDS course from the Kalka Dental College, the DCI has, therefore, no objection in transferring/migrating Sh. Anurag Gautam, BDS student of Kalka Dental College, Meerut in 2nd year BDS course to any other recognised Dental College as one time measure not to be quoted as precedent, provided he is otherwise eligible to be migrated.
The DCI has given NOC to the victim for his transfer to another recognize college in the country. An FIR was registered in Police Station Partapur, Meerut and the matter is under investigation with them.

4. / Burdwan Dental College & Hospital,
Distt. Burdwan, West Bengal / Email dated 06.07.2015 received from Anti Ragging Helpline
Thereby stating that 2nd year BDS student has been beaten by his seniors students of Burdwan Dental College & Hospital namely (i) Iqbal Parvez, (ii) Amit Mondal, (iii) Aritra Dhusiya, (iv) Anirban Saha and (v) Atanu Nag Rajkumar Bauri. / The Executive Committee disposed off the matter by closing the case due to the following reasons as noticed in the Inquiry / Inspection Report of the Council’s Inspectors Dr. A.C. Bhuyan and Dr. S.K. Katharia, Agra conducted on 23.09.2015:-
  1. The complaint has not been substantiated with any evidence or witness. At the time of enquiry also the complainant could not provide any of evidence/witness.
  2. There was no formal medico-legal examination done. The complainant stated that he was received injuries in head, neck, face and back, which the prescription dated 09.06.2015 shows only 2-3 abrasions on face.
  3. This seems to be case of simple fight due to political rivalry among two groups of students taken place during the collection of fund for Nepal earth-quake victims without the permission the Principal/competent authority, evidence of the ragging not found.

Pandit Dindayal Upadhyay Dental College, Solapur, vide email dated 17.11.2016 / Since the applicant student himself is satisfied with the action taken by the college on his ragging and he himself is requesting the Council that no further action is needed in his ragging matter, the complaint of his ragging by his seniors at Pandit Deendayal Upadhyay Dental College, Solapur (Maharashtra) be closed and be treated as disposed off.

Ragging Cases - 2017

1. / Dr. R. Ahmed Dental College & Hospital, Kolkata (W.B.) / Complaint No. ARCC/WB-3316 registrered by Anti Ragging Helpline.
DCI received email dated 24.04.2017 from Mahima Khan, BDS student, suffering inhuman mental torture and harassment by the Hostel SuperintendantDr Amrita Ghosh and some other students belonging to the student’s organization of the ruling party (TMCP) / Since the Anti-ragging Helpline has already closed the complaint No. ARCC/WB-3316 about ragging of a BDS student of Dr. R. Ahmed Dental College & Hospital, Kolkata on 13.06.2017 as the complainant, even after repeated requests, had not responded and the college authorities have also complained with the objections raised by Council’s Inspectors in their inspection report held on 19.07.2017, the case be closed and disposed off.
