Regulations Governing the Payment of Academic Research Grants of Academia Sinica

- To attract and retain outstanding talents, raise the standard of academic research, increase technical support and strengthenthe performance assessment of academic research,Academia Sinica establishes theRegulations Governing Payment of Academia Sinica Academic Research Grants (hereinafter referred to as “these regulations”).
2. These regulations shall apply to research staff and research specialists.
3. These regulations governthe grade assessment forthe overall performanceof academic research,academic administration, public service, behavior and morality.
4.Academic research performance assessment is made once a year according to the following procedures:
(1)Director of eachresearch institute (preparatory office) and research center shall organize anAcademic Research Performance Assessment Committee to grade the academic research performance of research staff and research specialists from theresearch institute and research center prior to the end of July.After reviewed by the Academy’s Academic Research Performance Assessment Committee, the grade will be sent to thePresident for final approval.
(2)Academic research performance of staff who are ranked aboveadjunct1st level academic and administrative directors at research institutes (preparatory offices), centers and Central Office of Administration shall sent to the President for grade assessment.
(3)Academic research performance of research staff at the Council of Academia Sinica who are assigned to bethe Academy’s Academic Research Performance Assessment Committee members shall be assessed by the research institute or center, then sent to the President for final approval.
The foresaid Academic Research Performance Assessment Committee is composed of 13 to 20 committee members. Secretary General of Central Office of Administration, Executive Secretary, Deputy Executive Secretary of Central Academic Advisory Committee and Director of Department of Academic Affairs and Instrument Service are ex officio members. The rest of the members shall be assigned by the President of Academia Sinica from the Director of research institute (preparatory office), research center and the three divisions’ research staff representatives at the Academy’s General Assembly. One of Academic Sinica’s Vice Presidents shall be assigned to be the convener.
5. Staff in Academia Sinica shall get a grade assessment at the end of school year. The result will be processed in the next school year according to the following regulations:
(1) Distinction: Basic pay is promoted one grade. If basic pay has reached the highest grade in the same rank or has reached the rank ofseniority pay, a lump-sum reward of 3-month pay will be received.If the highest grade in the rank of seniority pay is reached, a lump-sum reward of 4-month pay will be received.
(2) Grade 1: Basic pay is promoted one grade. If basic pay has reached the highest grade in the same rank or has reached the rank of seniority pay, a lump-sum reward of 1-month pay will be received. If the highest grade in the rank of seniority pay is reached, a lump-sum reward of 2-month pay will be received.
(3) Grade 2: Basic pay is promoted one grade. If basic pay has reached the highest grade in the same rank or has reached the rank of seniority pay, a lump-sum reward of 0.5-month pay will be received. If the highest grade in the rank of seniority pay is reached, a lump-sum reward of 1.5-month pay will be received.
(4) Grade 3: Retain the original salary grade.
(5) Grade 4: Retain the original salary grade. Joint appointment, part-time job, part-time teaching or temporary transfer is not allowed for next school year.
The total number of staff which are assessed as distinction should not exceed 20% of the total number of staff which are assessed in the Academy; the total number of staff which are assessed as distinction and Grade 1 should not exceed 70% of the total number of staff which are assessed in the Academy.
For staff working in the Academy for more than 6 months butless than 1 school year in the same academic year, the assessment shall be made pursuant to Subparagraph 1, and shall be completed at the end of the academic year. The result of assessment will not make any promotion, but the academic research grants will be receivedaccording to the months of employment. However, when the assessment seniority cannot be combined due to resignation, retirement, severance, termination of contract before the expiration, death or leave without pay, the assessment shall be made immediately. Academic research grants shall be given after the approval of the assessment result.
6. Academic research performances of Research Fellows (Senior Research Specialists), Associate Research Fellows (Associate ResearchSpecialists) and Assistant Research Fellows (Assistant Research Specialists with doctorates)whichare assessedat Distinction shall refer to the following conditions:
(1) Research (technical) results are rated as the highest grade and are awarded with awards by distinguished academic organizations, whether domestic or international.
(2) Major research (technical) projects are completed and outstanding contributions are made to be recognized by national and international academia.
(3) Research (technical) results are assessed asExcellenceby related units.
(4) Participations in academic administration public services in Academia Sinica are assessed as Excellence.
7.Academic research performances of Research Fellows (Senior Research Specialists), Associate Research Fellows (Associate Research Specialists) and Assistant Research Fellows (Assistant Research Specialists with doctorates) which are assessed as Grade 1 must meet at least one of the following conditions:
(1)Books are published and important contributions are made in academia.
(2) Academic articles (technical report or technical products) are published, and important contributions are made in academia (technology).
(3) Researches are conducted or undertaken and remarkable accomplishments are achieved.
(4) Major research projects are host or co-host and remarkable accomplishments are achieved.
(5) International academicseminars are attended and main topic speaker is served.
(6) Important academic awards are received.
(7) Participations in academic administration public service are made in Academia Sinica and remarkable accomplishments are achieved.
(8) Research development in research institutes (preparatory offices) and research centers are assisted andimportant results are achieved.
(9) Editorial board member of international academic journal is served.
8. Academic research performances of Research Assistants (including Assistant Research Fellows and Assistant Research Specialists without doctorates) and Assistants (including Research Technicians) which are assessed as Grade 1 must meet at least one of the following conditions:
(1) Researches are undertaken independently and results are obtained.
(2) Executions of research projects or establishment of data base are assisted and results are achieved.
(3) Team research at research institutes (preparatory offices) and research centersare assisted and accomplishments are achieved.
(4) Participations in academic administration public service are made in Academic Sinica and accomplishments are achieved.
9. Academic research performances of staff which are assessed as Grade 2 must meet at least one of the following conditions:
(1) Books are published and contributions are made in academia.
(2)Academic articles (technical report or technical products) are published and contributions are made in academia (technology).
(3) Researches are conducted or undertaken and accomplishments are achieved.
(4) Major research projects are host or co-host and accomplishments are achieved.
(5) Participations in academic administration public service are made in Academic Sinica and results are achieved.
(6) Team researches at research institutes (preparatory offices) and research centersare assisted andresults are achieved.
10. Academic research performance assessmentshall bemade as Grade 4if staffare under one of the following conditions:
(1) No important academic publications or services within 6 years.The fact is confirmed by the Institute (Preparatory Office) Council or research center’s Session.
(2) Violate the Code of Ethics for Academia Sinica Research Fellows and Research Specialists, and are required to take the consequence that the contract shall be terminated before the expiration of the term or the academic research performance may not be assessed higher than Grade 2, and no important academic publications or services within 3 years.
Those who are under one of the following circumstances shall not be subject to the above-mentioned regulation of Article 1:
(1) Important academic awards are received within 6 years.
(2) Large-scale or complicated researches undertaken which takes longer to obtain results.The fact is confirmed byresearch institute (preparatory office) or research center and then report to the Academy.
(3) Position and salary pay are permitted toremain whilemaking advanced study.
(4) Unable to undertake research due to sickness or special reason that is confirmed by research institute (preparatory office) or research center and then report to the Academy.
11. All ranks of staff who are assessed Grade 4 for consecutive 2 years shall have their contract terminated before the expiration of the term after the approval of the second time to be assessed as Grade 4.
12. Academic research performance of Distinguished Research Fellows shall be assessed according to these regulations, and the highest grade is Grade 1.
13.Academic research performance assessment results of research staff and research specialists shall be adoptedstarting from next school year, unless otherwise prescribed in these regulations.
14. Newly-employed staff (excluding distinguished research fellows) who arerecommended by Directors from research institutes (preparatory offices) and centers shall be assessed by the President.The maximum grant is 40% of the monthly salary that he/she receives as newly recruited. Academic research grant is collected monthly, and is no more than 2 years.During the period of receiving initial employment academic research grants shall not be givenschool year academic research grants.
15. The total budget statedby these Regulations shall be covered by the Academy’s science and technology budget.
(These Regulationsare drafted in both Chinese and English. If there is any inconsistency between the two, the Chinese version shall prevail.)
