Overview of Training

This multidisciplinary training, focusing on building stronger cases and overcoming obstacles that may be encountered during sexual assault investigations, will be provided by the Racine County Sexual Assault Response Team (SART) in collaboration with The Wisconsin Coalition Against Sexual Assault (WCASA). This is a specialized, intermediate level training intended for a variety of Racine County professionals who work with sexual assault victims, including law enforcement officers, medical professionals, victim advocates, District Attorneys/ADAs, judges, and social workers.

Ø  This training has been designed to meet the needs of Racine County professionals who provide services to sexual assault victims.

Ø  The training provides the opportunity for professionals to ask questions directly to local professionals who are experienced working with sexual assault, including the District Attorney’s Office and other sexual assault service providers.

Ø  In the training, the multidisciplinary team presenters will walk the attendees through a sexual assault case, from disclosure through prosecution.

Ø  An interdisciplinary team, including the Racine County Sheriff, a Racine County Assistant District Attorney, a Sexual Assault Nurse Examiner, and a Victim Advocate, will provide the training.

Ø  The training includes a victim panel where attendees will hear firsthand a victim’s account of sexual assault. Attendees also have the opportunity to ask questions about the victim’s experience with reporting the assault.


Presenters Include:

Katy Adler, MS: Program Coordinator and Therapist for Sexual Assault Services (SAS). Ms. Adler has been working at SAS as an advocate and therapist since 2008.

Stephen Bedwell, MS: Child Protective Services Supervisor for Racine County HSD. Mr. Bedwell's child welfare experience includes, child protective services case management, working in alternative school settings, adjunct instructing, and serving as Deputy Superintendent of Racine County's Juvenile Detention Center.

Rachel Cortez RN, SANE Rachel has been doing adolescent/adult SANE exams since 1997, and pediatric SANE exams since 2007. Rachel is the Coordinator of the Sexual Assault Treatment Center at WFHC-All Saints.

Terri DeWalt, PhD: Program Manager of Sexual Assault Services (SAS). Ms. DeWalt has been working as a sexual assault advocate and therapist since 2001.

Robin Diebold: Racine Correctional Institution. Robin has worked in corrections since 1995. She is currently a unit manager. In addition, Robin became a PREA investigator in 2007 and a Regional PREA investigator in 2008. She investigates sexual assaults for the Department of Corrections across Wisconsin.

Rita Kadamian, MS, FNP-BC,: Nurse practitioner, Children’s Hospital of Wisconsin.Ms. Kadamian has worked in Child Advocacy since 2002. In her role, she provides medical evaluations of suspected victims of abuse and neglect in both the Kenosha and Racine Child Advocacy Centers.

Laura Kollatz BSN, RN, SANE-A, SANE-P Laura has been a Sexual Assault Nurse Examiner for 8 years and has seen over 400 patients. Currently she is the SANE Coordinator for Aurora Memorial Hospital of Burlington. She also helps with training of new SANEs through WCASA.

Cary Madrigal: Sergeant, Racine County Sheriff’s Department. Sgt. Madrigal has been with the Racine County Sheriff's Department since 2001. She is currently in charge of planning and training.

Ray Maida: Ray Maida is a Law Enforcement Training Consultant to the Wisconsin Coalition against Sexual Assault and the Wisconsin Office of Justice Assistance. He has 25 years of active law enforcement experience, including 12 years as a Detective specializing in Sensitive Crimes.

Christopher Schmaling: Sheriff, Racine County Sheriff’s Department. Sheriff Schmaling has been with the Sheriff's Department since 1995, was promoted to Investigator in 2000, and elected as Sheriff in 2010. His expertise is in Sensitive Crimes.

Julia A. Stark, MPA: Corrections Field Supervisor, WI Department of Corrections, Division of Community Corrections. Ms. Stark has worked with the WI DOC since 1984 and has worked with sex offenders much of that time. She currently supervises a unit of sex offender agents in Racine WI and is the region's representative for the DOC's Sex Offender Specialized Supervision Program.

Jennifer Tanck-Adams: Assistant District Attorney. Ms. Tanck-Adams has been with the Racine County DA’s Office for eleven years and has had a caseload specializing in adult and juvenile sexual assaults for the last four years.

Training Components

This training is designed to demonstrate the benefits of utilizing a collaborative victim-centered and offender-focused criminal justice system response to sexual assault. The training will demonstrate that strong collaboration between community professionals and support for victims throughout the process of investigation can build stronger cases. Through following a case review from start to finish, the following topics will be covered:

Ø  Investigative procedures for law enforcement, including:

o  Suspect and Victim interview techniques

o  Working with suspects who are under supervision with Probation and Parole

Ø  Utilizing the Racine County Child Advocacy Center in investigations

Ø  Procedures for sexual assault medical forensic response (SANE), including exams for suspects and victims.

Ø  Procedures for prosecution, including:

o  Expert witnesses

o  Preparing witnesses

o  Charging decisions

Ø  Procedures for victim advocates

Ø  Procedures for Child Protective Services

The fee for the training is $50.00, which includes lunch and training materials. Hours may be applied toward officers’ annual in-service requirements. A Certificate of Attendance will be provided.
