TENDER NOTICE
Prisons Department invites sealed bids based on the PPRA rules 2004 from well reputed and financially sound firms having previous experience as well as registered with income Tax and sales tax department (where applicable) for the purchase of following uniform articles to Gilgit-Baltistan Prisons for the financial year 2017-18. Bids are to be addressed to AIG Establishment, IG Prisons Office Gilgitand shall be received till January 19th, 2018 at 1200hours, which shall be opened at the same day on 1300 hours in the presence of bidders in the office of AIG Establishment, IG Prisons Office Gilgit.

2.The bids shall be received under “Single Stage-Two Envelop” procedure as PPRA Rules, 2004. The bids shall comprise of a single package containing two separate envelops. Each envelop shall contain separatelythe “Financial proposal” and “Technical proposal”.
- TECHNICAL PROPOSAL. Bidding documents will be attached alongwith details of respective offered item on the firms letter head pad alongwiththe attested copy ofCNIC,attested copy of form ‘C’, experience certificates (attested), original character certificatefrom concerned District, call deposit as mentioned below, original/attested bank statement for the last two years and sales tax / income tax certificatesetc.
- FINANCIAL PROPOSAL. Bids security up to 5% of the total bid value in original will be attached (rate of respective item including all taxes/charges whatsoever, as per following format on the firm’s letter head pad:-

3.The quantity of above mentioned uniform articles is subject to increase/decrease as the case may be and item can be deleted.
4.Technical proposals shall be opened while the Financial Proposals shall remain (in sealed form) in the custody of the Prisons Department and would be opened after receipt of the technical evaluation report in the presence of qualified bidders. The financial proposals of bids found technically un-acceptable shall be returned un-opened to the respective bidders under the rules.
5.Bidding documents along with approved sample of the uniform articles may be obtained/checked/seenfrom AIG Establishment, IG Prisons Office, Gilgit.
6.Rates quoted would be considered only if the same are in Pak Rupee and inclusive of all taxes/ duties/ charges and inclusive of packing / freight till delivery at AIG Establishment, IG Prisons Office, Gilgit.
7.Conditional or incomplete tender shall be liable to rejection.
8.The bidders shall submit 05% bid security of the total bid value with their financial proposals in shape of Pay Order or Bank Draft of any scheduled bank in favor of the AIG Establishment, IG Prisons Office, Gilgit. Proposals without bid security with financial proposals will be rejected. The financial bids found technically non-responsive shall be retuned un-opened to the respective bidders.
9. Prisons Department will not be responsible for any cost of expenses incurred by bidders in connection with the preparation and delivery of bids and subsequent presentation/ demonstration of their samples.
10.On acceptance of the tender the firm will be liable execute the contract agreement on bond paper of Rs.100/-.
11.The AIG Establishment, IG Prisons Office, Gilgit reserves the right to reject all bids or proposals in line with rule 33 of PPRA Rules, 2004.
12.In case of delay in supply of the contracted consignment within the stipulated period, 02% penalty per day on the total cost shall be imposed on the contractor.
13.The tender bid documents (Technical & Financial) shall be reached at AIG Establishment, IG Prisons Office, Lt. Naveed (Shaheed) Road,Zulfiqarabad Juital, Gilgit only through by courier services i.e ordinary mail/registry/TCS etc. No by hand document(s) shall be received by this office.
