MINUTES of theANNUAL MEETING of SILKSTONE PARISH COUNCIL held on Monday 11 May 2009at 6.00pm at Silkstone Primary School.

PRESENT

PUBLIC QUESTION TIME

A resident asked whether anything could be done about the parking on High street, especially at the section between the Church and Towngate; parked cars here mean that only one vehicle can pass at a time and visibility is very poor. The Clerk was asked to contact the Highways department of BMBC to ask their engineers to look in to the possibility of double yellow lines on this section.

A resident advised that the sign at the cross roads on Moorend Lane Silkstone Common has not yet been moved. The Clerk will contact Highways to find out when this will be done.

A resident advised that the lights on Cone Lane are now working.

A resident asked if the Roses site land had been handed over yet. The Clerk advised that the solicitor had advised that he was chasing the contractor to complete the necessary paperwork. The Clerk will chase the solicitor again.

A resident queried parking and security arrangements for BOMFEST – see minute number 09-005
below.

Cllr Handley asked the Clerk to chase BMBC regarding outstanding works to Guest Lane.

A resident pointed out that the materials used to resurface the waggonway are poor and will soon degenerate back to its original state.

A resident stated that a quantity of roofing has been dumped on the waggonway where it crosses Cawthorne Lane. The Clerk will contact Neighbourhood Services to arrange removal.

09-001ELECTION OF CHAIRMAN

RESOLVEDto appoint Cllr Derek Liddell as Chairman of Silkstone Parish Council for the coming year.

09-002ELECTION OF VICE-CHAIRMAN

RESOLVEDto appoint Cllr Colin Bower as Vice-Chairman of Silkstone Parish Council for the coming year.

09-003 APOLOGIES

RESOLVED to accept apologies from Cllr Brocklehurst who has family commitments.

09-004 DECLARATIONS OF INTEREST

RESOLVED to note Councillor Stier’s declaration of an interest in the pay to the Council’s handyman.

09-005 BOMFEST

The gentleman from Barnsley Original Music was unable to attend the meeting as intended.

RESOLVED that the Parish Council will support this event but will raise objections to the finish time of 2am and suggest a finish time of 12 midnight.

FURTHER RESOLVED that parking should not be permitted in Silkstone village. The Parish Council support the use of the business park for a park and ride scheme.

Barnsley Original Music will be invited to attend the Parish Council meeting on 1 June 09 to update the Parish Council on arrangements for the event.

09-006 MINUTES

RESOLVED to approve the minutes of the 6th April 2009 meeting of Silkstone Parish Council as a true and accurate record.

Cllr Stier joined the meeting at 6.20pm

FURTHER RESOLVED to note that Barnsley MBC has advised that the hedge at Knabbs Lane is the farmer’s responsibility.

FURTHER RESOLVED to note that Barnsley MBC has advised that the insurance, Health & Safety checks and maintenance of the proposed MUGA would be the responsibility of the Parish Council. (The Parish Council gave their permission to Barnsley MBC to pursue funding for a MUGA on Parish Council land at the back of the Co-op. The understanding was that this would be a Barnsley MBC sponsored scheme). The Clerk was asked to raise this issue with Barnsley MBC to ask that they reconsider their response regarding responsibilities since the Parish Council do not currently have the resources to maintain a MUGA facility.

Cllr Mrs P Gallamore joined the meeting at 6.30pm

RESOLVED to note the minutes of the Silkstone Playing Fields working party meeting held on 27th April 2009.

RESOLVED to note the minutes of the Twinning Committee meeting held on 16th April 2009.

FURTHER RESOLVED to note that the Twinning Signs on the A628 need to be cleaned prior to the Twinning visit.

09-007 PLANNING APPLICATIONS FROM BARNSLEY METROPOLITAN BOROUGH COUNCIL (BMBC)

RESOLVEDthat Silkstone Parish Council will register no comment on the following planning application which was received after the agenda was issued :

2009/0566 / New signage at Silkstone Co-op / Silkstone Co-op

09-008GRANTS WORKING PARTY

Cllr Stier proposed £500 to Old Silkstone Band and £300 to Old Silkstone B Band. Cllr Handley proposed £400 to each band, this proposal was seconded by Cllr Gallamore and carried.

RESOLVED to approve payments of £400 each to Old Silkstone Band and Old Silkstone B Band.

09-009GRANT APPLICATION FORM

Cllrs Bower and Smith joined the meeting at 6.45pm.

RESOLVED that the Grant Application Form for 2010/2011 will include a section for applicants to advise the council what they spent the previous year’s grant on. Groups will also be asked to state specifically what they intend to use the grant for e.g. the band purchasing new instruments or room hire for a toddler group.

09-010BANK RECONCILIATION

RESOLVED to approve the Bank Reconciliation for the period 1 January to 31 March 2009.

09-011BUDGET MONITOR

RESOLVED to approve the Budget Monitor for the period 1 January to 31 March 2009.

09-012ACCOUNTS

RESOLVED to approve the statement of accounts report 2008/2009presented by the Parish Clerk.

FURTHER RESOLVED to notethat the item for Community Facilities had been missed off the report accidentally. The remainder of this budget is to be transferred into the next financial year, giving a budget of just under £9,000 for 2009/2010 instead of £5,000.

09-013INVOICES FOR PAYMENT

RESOLVED to approve the invoices for payment schedule in the sum of £7,233.54.

09-014GRANT AID PAYMENTS 2009/2010

RESOLVED to approve the Grant Aid payments in the sum of £3,907.57

09-015BENCHES

RESOLVED that the Parish Clerk asks the handy man to work through the list of benches on a worst first basis followed by those in a prominent position.

FURTHER RESOLVED that the Clerk will contact Barnsley MBC to clarify ownership of the bench at the bottom of Moorend Lane and to discuss with the Highways department the possible relocation of the bench to Hall Royd Walk.

FURTHER RESOLVED that the benches in Knabbs wood do not need any maintenance by the Handyman.

09-016WAR MEMORIAL LANDSCAPING PROJECT

RESOLVED to note that the Clerk will be meeting with North Notts Landscapes at the War Memorial tomorrow. A start date for the landscaping project will be agreed and possible phasing of the project will be discussed in light of the fact that a number of grant applications for the scheme have been rejected.

09-017SILKSTONE COMMON RECREATION GROUND

Cllr Bower felt that the questionnaire gave inconclusive results as some residents had interpreted the questions differently. He stated that the questionnaire was at fault for the Council taking the decision to improve the existing facilities rather than providing new different facilities. (Cllr Bower was not present at the meeting when the questionnaire was approved by the Council in Sept 08 (minute number 08-87)).

RESOLVED that the Clerk liaises with Barnsley MBC to obtain an update on their insurer’s requirements and to clarify that any work undertaken would be maintained to the same standard by Barnsley MBC in the future.

FURTHER RESOLVED that the Clerk asks which companies provided the quotations for the fencing. The Clerk will request that locations of their previous work are disclosed so that Parish Council can visit the sites to propose a supplier.

09-018SILKSTONE RECREATION GROUND CAR PARK

Signs – RESOLVED that Cllr Leech and the Clerk will liaise regarding the wording of signage for the recreation ground and car park. A design and quotation will be presented to Parish Council at their next meeting for approval.

Alcohol ban – Cllr Liddell read Cllr Brocklehurst’s e-mail in support of an alcohol ban at the back of Silkstone co-op.

RESOLVED that the Clerk will contact Barnsley MBC to find out if a Public Place Order can exclude organised events. She will report back to the next Council meeting.

09-019SILKSTONE RECREATION GROUND

Cricket – alcohol licence. RESOLVED that in light of the previous item (09-018) the Clerk be asked to contact Mr Dyson to advise that the Parish Council are considering a Public Place Order for the Recreation Ground and that the Parish Council requires further information on this before a decision can be taken on the cricket clubs request.

09-020SILKSTONE PAVILION

RESOLVED to defer this item to the Parish Council meeting on 1 June 2009.

09-021 HANDYMAN AND GROUNDSMAN PAY

RESOLVED to defer this item to the Parish Council meeting on 1 June 2009.

09-022 SILKSTONE IN BLOOM SPONSORSHIP SIGNAGE

RESOLVED that the Parish Clerk will pursue with Barnsley MBC, if their approval is received the Parish Council has no objection to a sponsor’s sign being erected on the Roses planters.

09-023 AREA FORUM/OTHER MEETINGS

Cllr Stier reported on the last Area Forum meeting and stated that crimes reported in March 09 were Silkstone Common 1 and Silkstone 13 (11 of these had been driving off from the petrol station without paying). The figures for April are not yet available.

Cllrs Bower and Stier attended councillor training in Holmfirth and reported that the training had been very comprehensive and covered a range of issue form grants to powers of a Parish Council to act in an emergency and CCTV.

09-025DATE OF NEXT MEETING

RESOLVED to note that the next meeting of Silkstone Parish Council will be on 1st June 2009 at 6.45pm at the Mission Rooms, off Ben Bank Road, Silkstone Common.

20 representatives of local groups joined the meeting at 8pm

Cllr Liddell welcomed representatives from local groups who had been invited to attend at 8pm to receive their grant cheques for 2009/2010.

09-026 RE-APPOINTMENT OF INTERNAL AUDITOR

RESOLVED to re-appoint Ms D Brown as the Parish Councils Internal Auditor for the coming year and to thank her for giving up her time voluntarily to carry out this role for the Parish Council.

RESOLVED to note that the next internal audit will take place on 6 June 09.

FURTHER RESOLVED that the Chairman will arrange for flowers for Ms Brown by way of thanks from his Chairman’s allowance.

09-027APPOINTMENT OF COUNCILLOR REPRESENTATIVES

RESOLVED that the following amendments be made to the Councillor Representatives list:

09-028 REGISTERS OF INTEREST

RESOLVED to note that Cllr Liddell’s Register of Interests needs to be updated, he will update his register and forward it to the Clerk.

FURTHER RESOLVED to note that all other Councillors Registers of Interests remain unchanged. These 8 Councillors handed the Clerk a signed note to confirm that their Register of Interests is unchanged.

09-029 GRANT AID CHEQUES PRESENTATION

Cllr Liddell advised all those present that the Grant Aid form will change slightly from next year (2010/2011). The form will request that applicants advise the Council what they intend to use the grant for.

Cllr Liddell then presented cheques to all those groups represented and thanked them for attending the meeting.
