Monthly Revenue Performance Report

1. CUSTOMS REVENUE TRENDUp-to MAY’2014, the total custom revenue realization is 25092.24 Crores which is 8.08%less than the actual realization of 27297.41 Crores upto MAY’ 2013. In absolute terms, the actual revenue realization is less by2205.17 Crores.

2.1ZONAL ANALYSIS

Contribution of Western, Southern, Northern and Eastern Regions is, 46.18%, 28.68%, 18.09% and 7.05% respectively in the total Customs Revenue collected upto MAY’ 2014. The revenue growth over the corresponding period last year is (-1.25) %, (-13.81)%, (-13.18)% and (-10.92)%. in Western, Southern, Northern and Eastern Regions respectively.

2.2. CHIEF COMMISSIONERS’ REPORT FOR SHORTFALL IN REVENUE

Out of 32 Zones, 21 have realized less revenue as compared to the last year. These are Mumbai-I (Cus), Mumbai-III (Cus), Mumbai-I(C.Ex), Pune, Ahmedabad (Ex), Vadodara, Bangalore, Cochin (C.Ex.), Hyderabad (C.Ex.), Vizag (C.Ex.), Chennai(Cus), Coimbatore, Lucknow, Patna(P), Delhi, Delhi(Prev.), Delhi (C.Ex.), Jaipur, Bhopal, Kolkata (Cus) and Bhubneshwar. Chief Commissioners of Pune and Cochin (Ex.) have sent revenue analysis report.

MUMBAI-I (CUS.) ZONE

The actual revenue realization upto MAY, 2014 is Rs. 799.34 Crores as against Rs.1026.69 Crores uptoMAY, 2013 resulting in a negative growth of Rs.227.35 Crores (22.14%).

REVENUE ANALYSIS NOT RECEIVED

MUMBAI-III (CUS.) ZONE

The actual revenue realization upto MAY, 2014 is Rs.1595.81 Crores as against Rs.1621.94 Crores upto MAY, 2013 resulting in a negativegrowth of Rs.26.13 Crores (1.61%).

REVENUE ANALYSIS NOT RECEIVED

MUMBAI-I C.EX.

The actual revenue realization upto MAY, 2014 is Rs.2.45 Crores as against Rs.2.89 Crores upto MAY, 2013 resulting in a negativegrowth of Rs.0.44 Crores (15.22%).

REVENUE ANALYSIS NOT RECEIVED

PUNE ZONE

The actual revenue realization upto MAY, 2014 is Rs.314.20 Crores as against Rs.328.95 upto MAY, 2013 resulting in a negative growth of Rs.14.75 Crores (4.48%).

Brief revenue analysis with special reference to major assessees and commodities

The decline in actual Customs revenue collection during 2014-15 can be also largely attributed to the following commodities-

(a)Machinery(41-44,50) - There is a shortfall of Rs.(-)12.63 crores in revenue collection on account of this commodity upto May,2014 in comparison to last year’s revenue collection. The major contributors in this category are (a) “Machinery excluding machine tools(41)” which has shown a negative growth of Rs. 5.78 Crore (-57%) mainly on account of less imports of used machinery for Tyre Industries by M/s. Bridgestone India Limited which has resulted in lower payment by Rs. 5.27 Crores by the importer in the current year; and (b) “Electrical Machinery(44)” which has shown a negative trend of Rs. 6.64 Crores [-57.81%] due to less volume of import by one of the major importer M/s. D-link (I) Ltd., Goa.

(b)Petroleum Products – The commodity under head “Other mineral fuels, Oils, waxes(9) is reflecting a negative growth of Rs.(-) 26.14 crores (i.e.17.71%). The major importerin this category viz.,M/s.GAIL who import LNG through Dabhol Port had imported 6312338 MMBTU of LNG upto May,2013. However, during the current fiscal upto May,2014 the import volume has declined to 2969335 MMBTU which is a drop of (-)52.95% in volume. They paid total duty of Rs.13.36 crores upto May,2014 vis-à-vis Rs.28.85 crores upto May,2013, a shortfall of Rs.(-) 15.49 Crores.

(c)Chemicals (10,11,17) – One of the major importers, M/s. Finolex Industries who import chemicals (EDC, VCM, Ethylene), have paid total duty of Rs.47.84 crores upto May,2014 in F.Y.2014-15 vis-a-vis Rs.57.22 crores upto May,2013, which has shown a negative trend of Rs. 9.38 Crores [-16.39%] due to less volume of import.

(d)Non-Ferrous Metals – Imports in respect of Non-Ferrous Metals which includes Aluminium(35) [-88%] & All other Non-Ferrous Metals (34,36,38,39) [-90%] have registered a negative growth. The two main importers of Non-ferrous metals are (a) M/s.KSH International, who have not imported any Copper wire rod in May 2014; (b) M/s Bilcare Ltd. has imported less quantity of Aluminum Foil resulting in lower customs duty collection by Rs. 0.91 Crores.

(e)Motor Vehicles & Parts(46) – This commodity is showing negative growth of Rs.(-) 6.61 Crores (i.e.81%) upto May,2014 as compared to the corresponding period of the last fiscal due to (a) less import of Captiva SUV model (i.e. less demand of the said model in Indian market) by M/s. Chevrolet Sales India Pvt. Ltd. which resulted in lower Customs duty payment by Rs. 2.31 Crores, and (b) nil imports by M/s Volkswagen India Pvt. Ltd. which resulted in lower duty collection by Rs. 4.37 crores upto May,2014.

(f)Iron and Steel(28-32) - The import of Iron and Steel and Melting scrap upto the month of May, 2014 shows a collection of Rs.6.71 crores as against Rs. 10.67 crores last year indicating a shortfall of Rs.(-) 3.96 crores (-37%). The reason attributed is that imports have become less viable due to high prices of scrap in International markets and the additional duties imposed on scrap. As a result Steel manufacturers are switching over to Sponge iron as a substitute for steel making. Cost wise there is difference of about Rs. 8000 to 9000 per ton between imported scrap and sponge iron. Secondly, the imports are also leading to additional credit accumulation in cenvat account which the steel manufacturers are not in a position to utilize because of lesser value addition. Hence they are not keen on importing scrap but are comfortable using sponge iron.

(g)Photographic Goods(16) - There is a shortfall in revenue of Rs. (-)1.36 crores (i.e.(-) 35.37%) upto May,2014 as against the period upto May,2013, due to (a) M/s.Kodak India Limited have not made any imports in the current fiscal upto May,2014; and (2) M/s. Kemtec Photographic, Goa - lesser imports resulting in lower collection of Customs duty by Rs. 2.60 Crore. The main reason for less import is that the demand for film is constantly decreasing due to increasing use of Digital Cameras.

(h)Aircrafts & Vessels(47) - Revenue realized upto May, 2013 was Rs.1.89 crores whereas this year for the same period it is Rs.0.06 crores, a shortfall of Rs. 1.83 crores (97%). The shortfall in duty collection is due to the complete ban on export of iron ore from Goa resulting in less demand for new vessels.

(i)Other Commodities- The major articles covered in this group are (a) Glass & Glassware(27) – This commodity has registered a negative growth of Rs. (-) 1.45 crores. The major importer in this category M/s Birla Furukawa limited, has shifted their import to JNCH, Nhava Sheva, Mumbai. This is the main reason for the shortfall of the Glass & Glassware; and (b) Ores, Slag & Ash(6) – M/s.JSW Ispat Ltd. imports Iron Ore in bulk through the JSW Jaigarh Port. M/s.JSW Ispat Limited had imported one consignment involving revenue of Rs.4.66 crores upto May,2013. However, during the corresponding period of the current fiscal no imports have been effected, resulting in a shortfall of Rs. (-)4.66 Crores.

AHMEDABAD C.EX.

The actual revenue realization upto MAY, 2014 is Rs.(-34.69 ) Crores as against Rs.58.49 Crores upto MAY, 2013 resulting in a negativegrowthof Rs.93.18 Crores (159.31%).

VADODARA ZONE

The actual revenue realization upto MAY, 2014 is Rs.13.34 Crores as against Rs.14.05 Crores upto MAY, 2013 resulting in a negativegrowth of Rs.0.71 Crores (5.05%).

BANGALORE ZONE

The actual revenue realization upto MAY, 2014 is Rs.1041.57 Crores as against Rs.1334.63 Crores upto MAY, 2013 resulting in a negative growth of Rs.293.06 Crores (21.96%).

COCHIN(C.Ex)

The actual revenue realization upto MAY, 2014 is Rs.240.72 Crores as against Rs.289.73 Crores upto MAY, 2013 resulting in a negative growth of Rs.49.01 Crores(16.92%).

Brief revenue analysis with special reference to major assessees and commodities

During the month of May, 2014, net custom revenue realised was Rs. 121.61 crores as against Rs. 170.63 crores realised during May, 2013 showing decrease of Rs.49.02 crores (- 28.73 %). Revenue from Non-Pol sector has shown a decrease of Rs.28.91 crores during the month of May, 2014 compared to May, 2013. Total revenue from Non-Pol sector upto May, 2014 is Rs.231.82 crores as against Rs.257.65 crores realised during the same period of previous year showing decrease of 25.83 crores. Revenue from Pol sector has shown a decrease of Rs. 20.11 crores during the month of May, 2014 compared to May, 2013. Total revenue from Pol sector upto May, 2014 is Rs.8.89 crores as against Rs. 32.08 crores realised during the same period of previous year showing decrease of Rs.23.19 crores.

HYDERABAD C.EX.

The actual revenue realization upto MAY, 2014 is Rs.240.38 Crores as against Rs.764.17 Crores upto MAY, 2013 resulting in a negative growth of Rs.523.79 Crores (68.54%).

REVENUE ANALYSIS NOT RECEIVED

VIZAG C.EX.

The actual revenue realization upto MAY, 2014 is Rs.828.09 Crores as against Rs.1039.82 Crores upto MAY, 2013 resulting in a negativegrowth of Rs.211.73 Crores (20.36%).

Brief revenue analysis with special reference to major assessees and commodities

i)A decrease in the revenue from machinery group (41-44, 50) has been observed to the tune of Rs. 71.33 Cr. (-68%) over the last year. From commodity group of Chemicals (10, 11, and 17), a decrease in revenue by 88.49 Cr. (-34.83%) is observed over the last year and also a decrease in Iron & Steel (28-32) group is observed to the tune of Rs. 25.54 Cr. (-23.05%). There is a decrease in revenue of 69.80 Cr. (-86.30%) over the last year which has been noticed in respect of Project Imports since now all these Power Projects have obtained provisional mega Power Project Status and have become eligible to NIL rate of duty.

ii)Also, a decrease to the tune of Rs. 11.82 Crores has been observed in Net Export duties over the last year.

iii)There is also a shortfall in revenue by 2.67Cr. (-0.87%) in respect of Petroleum products especially in refined petroleum oils (8) category is observed over the last year.

There has been an increase over the last year in respect of commodity group ‘All other articles’ by 45.12 Cr. i.e. 73.33%.

CHENNAI (CUS)

The actual revenue realization upto MAY, 2014 is Rs.4317.31 Crores as against Rs.4613.78 Crores upto MAY, 2013 resulting in a negative growth of Rs.296.47 Crores (6.43%).

COIMBATORE ZONE

The actual revenue realization upto MAY, 2014 is Rs.14.24 Crores as against Rs.79.48Crores upto MAY, 2013 resulting in a negative growth of Rs.65.24 Crores (82.08%).

LUCKNOW ( C.EX.)

The actual revenue realization upto MAY, 2014 is Rs.(-26.26) Crores as against Rs.(-14.59 ) Crores upto MAY, 2013 in resulting in a negative growth of Rs.11.67 Crores(79.99%).

The actual revenue realization upto MAY, 2014 is Rs.17.08 Crores as against Rs.28.49 Crores upto MAY, 2013 resulting in a negative growth of Rs.11.41 Crores (40.05%).

DELHI (C.EX.) ZONE

The actual revenue realization upto MAY, 2014 is Rs.372.20 Crores as against Rs.406.15 Crores upto MAY, 2013resulting in a negativegrowth of Rs.33.95 Crores (8.36%).

JAIPUR ZONE

The actual revenue realization upto MAY, 2014 is Rs.3.81 Crores as against Rs.6.26 Crores upto MAY, 2013 resulting in a resulting in a negativegrowthof Rs.2.45 Crores (39.14%).

2.3 CHIEF COMMISSIONERS’ REPORT FOR GAIN IN REVENUE

Out of 10 zones which have achieved positive revenue, no Chief Commissioner has sent revenue analysis report. No Revenue Analysis has been received from the Chief Commissioners of Mumbai-II (Cus), Mumbai-II(C.Ex), Nagpur, Ahmedabad(Cus), Mysore, Trichy (Cus), Chennai(C.Ex.), Meerut, Chandigarh and Shillong Zone.

MUMBAI-II (CUS.) ZONE

The actual revenue realization upto MAY, 2014 is Rs.5603.697 Crores as against Rs.5447.53 Crores upto MAY, 2013 resulting in a revenuegrowthof Rs.156.14 Crores (2.87%).

The actual revenue realization upto MAY, 2014 is Rs.5.50 Crores as against Rs.0.00 Crores upto MAY, 2013 resulting in a revenue growthof Rs.5.50 Crores (+%).

3. ANALYSIS OF TOP 8 REVENUE YIELDING COMMODITIES

Commodity-wise (Budget-Head) Revenue Analysis :Eight major commodity groups (Budget Head-wise) i.e. Machinery(24.19%), Chemicals(11.77%), Petroleum products(8.07%), Gold(4.84%), Iron & Steel(7.13%), Plastics(6.84%), Motor vehicles & parts(4.26%) and Vegetable oils(0.83%) have contributed 67.91% revenue of the total import duties of Rs.30412.31Crores realized upto MAY’ 2014.

The individual commodity-wise revenue analysis is as under

Machinery : The total revenue realized from machinery up-to MAY’ 2014, is Rs.7357.02 Crores against Rs.8090.54 Crores up to MARCH ,2013 thus registering anegative growth of9.07%. The major imports of machinery group took place in the following 10 customs zones. The comparative revenue figures for the last year and current year along-with percentage growth over the previous year are given below:

REVENUE FROM IMPORT OF MACHINERY BY MAJOR CUSTOMS ZONES

It can be seen from above table that the revenue contribution of these top 10 zones in this commodity was 92.37% up to MAY’ 2013 which has increased to 94.94% up to MAY’2014. The revenue contribution of machinery in these 10 zones is Rs.6985.04Crores against Rs.7473.16 Croresrealized during the corresponding period last year resulting in a growth of (-6.53)%. Among these zones, CHENNAI (EX) Zone has registered the highest positive growth of( 133.98)% followed by Bangalore Zone (8.90%) , Kolkata Zone (2.78%)where-as a negative growth was observed in, Delhi Zone(-1.56%), Mumbai-III (Cus.) Zone(-8.86%), Chennai (Cus) Zone (-9.65%), Meerut Zone (-13.54%), Mumbai-II (Cus.) Zone(-15.71%), Delhi (Excise) (-18.69%), and Mumbai Cus-I Zone(-23.09%).

Petroleum Products: The total revenue realized from petroleum products upto MAY’ 2014 is Rs 2453.35 Crores against Rs.2566.34 Crores upto MAY’ 2013, thus registering a negative growth of 4.40%. REVENUE FROM IMPORT OF PETROLEUM PRODUCT BY MAJOR CUSTOMS ZONES

It can be seen from above table that the revenue contribution of these top 10 zones in this commodity was 93.29% up to MAY’ 2013 which has increased to 92.32% up to MAY’2014. The revenue contribution of petroleum products in these 10 zones is Rs.2338.47 Crores against Rs.2394.15 Crores realized during the corresponding period last year resulting in an decrease of 2.33%. Among these zones CHENNAI CUS Zone (33.83%) has registered a highest growth of followed MUMBAI CUS-II Zone (30.83%), , MUMBAI CUS-I Zone (20.33%) , AHMEDABAD EX. Zone (10.22%), AHMEDABAD CUS. Zone (4.82%) VIZAG Zone (-0.86%), BANGALORE Zone (-13.80%),, PUNE Zone (-17.44%) , BHUBNESHWAR Zone (-35.27%), , and KOLKATA Zone (-37.27%).
