Assistant Hearing Officer- Dept. Hearings and Investigations

The professional we seek will support the Hearing Officers in the investigation, writing, and processing of disciplinary charges for the unionized workforce. You will work with management and labor officials to negotiate settlements of disputes that are fair and consistent across the various departments within the MTA.
The successful candidate will advise management on how to perform thorough and complete investigations of incidents or rule violations. Help them to write concise and accurate disciplinary charges based upon the investigation and facts.
Assist with trials/hearings to develop a complete and thorough disciplinary case record to ensure management’s rights and an employee’s due process rights are fully protected. In support of the Hearing Officer ensure witnesses are prepared and that all relevant documents and evidence are available and produced at the investigation/trial.
In addition, the individual in this role will train management in the consistent application of policies, handling complex investigations, and the disciplinary process at Metro-North. You will work closely with the Employee Availability Specialists in all attendance related issues.
A BA in Industrial/Labor Relations and/or related field, 2+ years’ experience in performing labor management functions, and handling grievances and/or disciplinary matters required. We will consider a Law Degree or a Master's in lieu of experience.
Excellent interpersonal skills with the ability to interact with employees at all levels within the Company, the union officials, and with external contacts when necessary. Working knowledge of the investigatory process, trials, appeals, and arbitration; and the ability to learn about the applicable collective bargaining agreements (CBAs) is a must. Working knowledge of mediation techniques and strong conflict resolution skills are also required. Must be able to organize and handle multiple cases at the same time and adhere to the different time limits in the various collective bargaining agreements.
