MINUTES OF A PARISH COUNCIL MEETING

PRESENT: Councillors David Dumbleton (Chairman), David Powell and Peter Almack.

IN ATTENDANCE: Alison E Carter (Clerk)

PRESENT: Cllr David Webster, John Moxon, Ambrose Almack and Simon Midcalf.

1.  WELCOME FROM THE CHAIRMAN OF THE PARISH COUNCIL

Councillor Dumbleton welcomed all to the meeting.

2.  DECLARATIONS OF INTEREST IN ITEMS ON THE AGENDA AND REQUESTS FOR DISPENSATIONS

There were no declarations of interest or requests for dispensation.

3.  PUBLIC QUESTIONS OR STATEMNTS – See below.

It was noted members of the public were in attendance.

A discussion took place about the Ripon Quarry Liaison meeting and the purchase of defibrillators for the Parish.

Reference was made to the minutes of the Ripon Quarry Inaugural Liaison Meeting were no reference was made to

Planning Application NY/2016/0173/A27, the Parish Council had received no notification of the planning application. It

was agreed the Clerk would write to the Quarry.

It was noted the Parish Council has been unsuccessful with their bid for defibrillators for the Parish via the British Heart Foundation. The Parish Council confirmed it has some ring-fenced money set aside for the purchase of defibrillators and was currently in the process of writing to various organisations and charities to see if donations could be obtained. Several possible funding sources were suggested from those in attendance. The Clerk confirmed regular updates would be brought to the Parish Council Meetings.

5.  MINUTES OF PREVIOUS MEETING

The minutes of the last meeting held on 14 December, 2016 were agreed and signed.

6.  ADOPTION OF TELEPHONE BOXES

It was noted the Parish Clerk has not received any correspondence with regard to the purchase of the phone boxes, from the residents of the Parish. The Clerk confirmed an expression of interest into the purchase of the telephone boxes in Thornborough and Nosterfield had been made. Enquires are being found as to the cost of adopting the telephone boxes and the cost of insuring these once they have been adopted.

7.  STATION YARD, MOWBRAY TERRACE, WEST TANFIELD DEVELOPMENT

It was noted Cllr Peter Hull had attended the Station Yard, Mowbray Terrace, site visit on 3 January, 2017. There were discussions around the low level of affordable housing, the lack of bungalows, lack of play areas for children, lack of parking, concern around the drainage and possible congestion of traffic and access to the site. The development was discussed at Hambleton District Council’s Planning Committee on 5 January, 2017 and is still waiting approval.

8.  TOUR DE YORKSHIRE

It was noted Cllr David Powell would attend the public meeting to be held on 23 January, 2017, at West Tanfield Memorial Hall re Tour de Yorkshire.

9.  INSPECTION OF PLAYGROUNDS

9.1  Annual Inspection Reports

It was noted the Annual Inspections of the play areas in the Parish have been carried out and all were found to be generally in good order.

9.2. Weekly Inspection Reports

To note weekly inspections are being carried out on all three swing parks by the Parish Clerk.

10.  REPORTS FROM PARISH REPRESENTATIVES

10.1  Report from NYCC Police

A written report had been provided by North Yorkshire Police and circulated prior to the meeting. The Clerk read out key points of the Police Report.

10.2  Report from West Tanfield Memorial Hall

Mr John Moxon reported, that the Memorial Hall Committee had met recently and were disappointed that the Parish Council had not been able to secure a defibrillator for the Village. The funds for the Hall are healthy now, there is potential loss of income for the Hall as some regular bookings had ceased. The Hall has just had a new boiler installed thanks to external funding. The Memorial Hall Committee were in discussions with Hambleton District Council over the charging for Business rates. The Village Hall has organised some insurance cover so the field on the corner, near the roundabout, opposite the village Hall can be used as a football pitch.

11.  DISH BASED BROADBAND SYSTEM FOR THORNBOROUGH

The Parish Council were informed of a company called Claanet, who can provide a dish based broadband system, for the village of Thornborough. There was a request for assistance in spreading the message, that the company could provide this system, if there is enough interest,and a suitable location in the village that a dish could be placed. The request was brought by a member of the Public. It was agreed that the Parish clerk would place information re Claanet in the Parish Newsletter and on the Parish Website. It was also agreed that the Parish Clerk would write to Superfast North Yorkshire and enquire with BT to see if there were any plans to bring superfast broadband to Thornborough

14.1  Consultation on Planning Applications

No new planning applications received since the last Parish Council Meeting.

15.  NEXT MEETINGS

The next meetings were confirmed as being on as being on Wednesday 22 February, 2017, Planning Meeting

and Wednesday 19th April, 2017 Ordinary Parish Meeting, starting at 7 pm and held in West Tanfield Memorial Hall.
