Addendum No. 1

This Addendum No. 1 provides information on issues that were discussed at the Pre-Proposal Meeting regarding Request for Proposals No. 105072 held at the Dane County Regional Airport on June 8, 2005 and includes a list of attendees at the Pre-Proposal Conference.

2.0 PROPOSAL MODIFICATIONS, ADDITIONS AND CLARIFICATIONS

1. Delete from the proposal specifications any requirement that groundwater at the landfill site be monitored or analyzed, including deletion of the monitoring requirement found at pages 3 and 4 of Exhibit 3 of the RFP materials. Groundwater data will be provided the successful proposer by others for inclusion in reports prepared by the successful proposer pursuant to the specifications of RFP No. 105072.

2. Add to the specifications the requirement that the successful proposer monitor and report with respect to gas extraction well W-16 (as shown on Exhibit 5 of the RFP materials) in the same manner that that the specifications require as to gas extraction wells W-1 through W-15.

3. Add to the specifications the requirement that, during the first year of the contract term, the successful proposer monitor liquid levels in gas extraction wells N-4 and N-5 on a monthly basis and include the results thereof in the quarterly reports prepared pursuant to the specifications.

4. Add to the specifications the assumption that on average the flare will need to be restarted 36 times a year.

5. Delete from the specifications the requirement, found in the Landfill Gas Management System Operating Monitoring Schedule Summary, that the successful proposer analyze gas for VOC scan annually.

6. Add to the specifcations the provision that that the length of condensate line to be jetted on an annual basis is approximately 1010 linear feet.

7. Delete from the specifications any requirement that the successful proposer provide gas condensate sampling and analysis. Data derived from gas condensate analysis will be provided the successful proposer by others for inclusion in reports prepared by the successful proposer pursuant to the specifications of RFP No. 105072.

8. Add to the specifications the requirement that the response time to restart the flare shall be no more than 24 hours.

9. Add to the specifications the following provision: In the event the cost of material associated with a one-time repair and maintenance item exceeds $200, the cost in excess of $200 will be borne by the County. In the event such one-time cost of materials exceeds $200, the successful proposer shall obtain the Airport’s approval prior to proceeding with the repair or maintenance.
