Job Description

The Tees Valley Combined Authority (TVCA) came in to effect on 1st April 2016. It builds upon the strong partnership already in place with the five Tees Valley Local Authorities, through the Tees Valley LEP, and will formalise joint working and allow devolution of significant funding and powers from Government. Tees Valley Unlimited (TVU) is a public private partnership between the five Local Authorities, sub-national agencies and business leaders, working together to drive forward the future development of the Tees Valley economy. TVU is designated as the Local Enterprise Partnership for the area and has a very strong track record of securing investment in the area and for facilitating economic growth.

In response to Heseltine’s Report ‘No Stone Unturned’ Government devolved £2bn of capital funding to LEPs in 2015/16 through Growth Deals to unlock jobs and growth creation. This is part of a wider initiative to devolve a minimum of £12bn over the course of the next 6 years by redirecting central Government funding down to the LEP level through Growth Deals including a programme called Local Growth Funding (LGF).

TVU and TVCA have been given the responsibility to manage and deliver LGF for the area and has an exciting opportunity for a talented enthusiastic Programme Manager. The successful candidate will address the management and delivery of Tees Valley Programmes including LGF and the Growing Places Fund (GPF).

We are looking for a highly motivated and dynamic individual with significant programme management experience, a proven track record of developing relationships with the private and public sector, and the ability to work with and influence key players at the local, regional and national level.

To date TVU has been successful in securing £96.6m of Local Growth Funding which supports 23 capital projects in the Tees Valley and previously £8.5m of Growing Places Funding to unlock economic development; this role will play a crucial part in overseeing the delivery of these schemes and any future schemes approved by government. Our intention is to build on our success to date and secure additional funding to help to make a real difference to the Tees Valley; this role will also play a key part in this undertaking.

Job Purpose

Responsible for the development, management and monitoring of TVCA/TVU capital programmes, in particular devolved funding from Growth Dealsand Growing Places funding,as part of the delivery of the Tees Valley10 year Strategic Economic Plan.

Key responsibilities include seeking, negotiating and agreeing with government the specific requirements to oversee the delivery ofGrowth Deal and Growing Places programmes, to develop a pipeline of projects to secure additional funding; and to oversee the planning, delivery, monitoring and payback of grant (where applicable) for funded projects.

The post will be expected to lead on the coordination, managementand development of the suitable Programme Management Frameworks, ensuring they are fit-for-purpose at all times, as well as managing projects appropriately at each stage of their development, from project concept and development through to project appraisal, due diligence, delivery,closure and payback to the Tees Valley Investment Fund (where applicable).

The post will also be responsible for coordinating ‘bids’ to government to seek further devolved funding. Duties include working with a wide range partners from multi-disciplinary backgrounds to ensure effective communication, management and delivery of project calls; performing appraisals to prioritise projects in line with local and government requirements; seeking local agreement on project prioritisation through the appropriate Tees Valley governance structure; and designing and developing a ‘bid’ submission to government within the given timescales.

Duties also include line management responsibilities of such staff as allocated as well asthe coordination of a wider teamand of partners who play a key part in developing and deliveringprojects.

Duties & Responsibilities

  • Act as the point of contact and develop good working relationships with partner organisations, government and a range of organisations, which can assist in the development and delivery of the Tees Valley Growth Deal and Growing Places programmes.
  • Seek, negotiate and agree with government the specific requirements to oversee the delivery of Growth Deal and Growing Places programmes, to develop a pipeline of projects to secure additional funding; and to oversee the planning, delivery, monitoring and payback of grant (where applicable) for funded projectsLead on the coordination, management and development of Programme Management Frameworks, ensuring they arefit-for-purpose at all times, including:
  • Negotiating, developing and agreeing the Framework with government to ensure it is in line with national requirements;
  • Coordinating, designing and submission of ‘bids’ to government to seek further devolved funding within the given timescales.
  • Establishing and managing effective monitoring systems and ensure compatibility of the monitoring and accounting systems with those of the Accountable Body and funding organisations.
  • Undertaking performance and financial monitoring of the Programmes, identifying areas of underperformance and making recommendations to the TVCA/TVU Governance structure regarding remedial action: bringing forward projects, delaying projects, etc.
  • Manage Growth Deal and Growing Places projects appropriately at each stage of their development, including:
  • Work with partners to identify key strategic projects, ensuring these are agreed in line with the requirements set out in the Programme Management Framework;
  • Manage ‘open calls’ for projects in line with government and local requirements and timescales, and coordinate with a wide range of partners to ensure effective communication of the call;
  • Support the Strategic Investment Planning Manager in undertaking project appraisals, seeking external advice and guidance from technical experts (where required) and making recommendations on project prioritisation to the TVCA/TVU Governance groups as appropriate;
  • Seek, negotiate and obtain any additional information requited from the project lead, as required;
  • Lead on the undertaking of project Due Diligence, including the procurement and management of any external technical support;
  • Make final recommendations for project approval to the TVCA/TVU Governance groups;
  • Lead on the implementation of project funding agreements and oversee project delivery, including the management of claims;
  • Oversee project closure, monitoring and evaluation, ensuring alignment with local and government requirements.
  • Coordinate and manage communications with key stakeholders;including the preparation of reports for information and to aid effective decision-making within the TVCA/TVU Governance groups, and liaising and working with other TVCA/TVU teams, partners, project leads and government as required
  • Represent the Tees Valley at locally and at the National level as required.
  • Deputise for the Strategic Investment Planning Manager as required.
  • Assist in the training and development of staff in relation to Growth Deal and Growing Places Fund matters and have responsibility for their appraisal, and to undertake such personal training as may be deemed necessary.
  • Ensure compliance with Corporate Governance procedures, procurement regulations and the Data Protection Act.
  • Work flexibly and undertake such other duties and responsibilities commensurate with the grading and nature of the post.
