National Public Education Reference Group
Terms of Reference
- Composition:
1.1. The Reference Group will consist of members from, but not limited to;
Ministry of Civil Defence & Emergency Management (Chair)
Department of Internal Affairs
Northland CDEM Group
Auckland CDEM Group
Bay of Plenty CDEM Group
Waikato CDEM Group
Gisborne CDEM Group
Hawke’s Bay CDEM Group
Taranaki CDEM Group
Manawatu-Wanganui CDEM Group
Wellington CDEM Group
Nelson Tasman CDEM Group
Chatham Islands CDEM Group
Marlborough CDEM Group
West Coast CDEM Group
Canterbury CDEM Group
Otago CDEM Group
Southland CDEM Group
From time to time specialists and professionals in appropriate subjects will be asked to attend meetings.
- Objectives:
2.1.The National Public Education Reference Group is to provide high level guidance in a national forum to MCDEM on the long-term public education programme for civil defence emergency management and in public education matters in general.
2.2.To share ideas and initiatives in the promotion of civil defence emergency management to better integrate national and regional programmes.
- Scope:
3.1.The National Public Education Reference Group is a ‘Reference Group’ and nota decision making group. Members on the Reference Group represent the interests and views of their CDEM Group to inform and influence the national programme, and in turn enhance regional public education initiatives. Responsibility and accountability for the national programme sits with theChair of the Reference Group, who is the Director of the Ministry of Civil Defence & Emergency Management
3.2.The Reference Group members are to consult with the CDEM Groups they represent, and provide informed feedback on national promotions and initiatives.
3.3.The Reference Group members are to identify, in consultation with their CDEM Groups, regional programmes and initiatives that can be supported at a national level
- Method:
4.1.The Reference Group will be consulted on major initiatives within the national public education programme through a long term national PE strategy and through regular communications
4.2.The Reference Group shall meet inWellingtonas needed and on times agreed as determined by the Director.
4.3.An e-government Shared Workspace will be made available for the interchange of ideas and for use by the Reference Group as and when required.
- Reporting:
5.1.The Reference Group, via the Project Leader (the Ministry’s Public Education Programme Manager) will report to the MCDEM Management Team through a written report delivered to the Director no later than three weeks after its meetings.
5.2.The project leader will circulate meeting notes and action points to members of the Group as soon after the meeting as practicable, and within three weeks of the meeting, and ensure that the information is available on the website once finalised
5.3.Articles will be produced for Impact magazine and E-Bulletin to inform the wider CDEM Sector.
- Secretariat Support:
6.1.The Ministry of Civil Defence & Emergency Management will provide secretariat support for the meetings, including booking of meeting venue, travel and accommodation (if required) and minute taking.
- Financial:
7.1.The Ministry of Civil Defence & Emergency Management will pay for meeting venue, travel, accommodation (if required) and catering for the duration of the meetings.
7.2.Cost for time will be met by the attending agency.
- Period of the ReferenceGroup:
8.1.The Reference Group shall be established for a period of time until dissolved.
8.2.In the above time period the Reference Group is responsible for carrying out the objectives listed in this document.
8.3.The Reference Group may also be disbanded at any time if the Ministry of Civil Defence & Emergency Management believes that the duties of the Reference Group have been fulfilled or that the Reference Group is no longer required. This will be reviewed each year and decisions made in discussion with the Group
