Title: Emergency Preparedness Coordinator/ Environmental Specialist

Department: Health Department FLSA Status: Non- Exempt

General Summary:

This is a professional position whose duties include emergency preparedness planning, coordination, and training. Assist with enforcement of health ordinance and perform inspections, consultations, and investigations associated with environmental health programs conducted by the health department.This position will apply environmental control measures to protect human health, safety, and welfare.

Reporting Relationships:

Under administrative direction of the Health Officer and Environmental Health Supervisor and in conjunction with City and County Health Departments is expected to exercise considerable initiative and sound judgment in investigation and follow-up of environmental health issues. Work is reviewed through conferences, periodic performance reports, and observation of results achieved.

Specific Accountabilities:

1.  Coordinate the completion of Local Public Health Preparedness Contract Objectives

2.  Coordinate and participate in local and State Preparedness meetings.

3.  Provide staff training and testing for Personal Protective Equipment (PPE).

4.  Coordinate and participate in local, regional and State preparedness exercises.

5.  Maintain and update Public Health Preparedness Plans.

6.  Coordinate preparedness activities with community partners.

7.  Performs inspection to investigate public health issues and nuisances, follow up and enforces ordinances, policies, regulations and federal and state law regarding public health issues.

8. Participate in public outreach programs and training and works with various public health resource agencies.

9. Collects and ships environmental samples to be analyzed.

10. Implements policies and procedure for animal control including bite/scratch sampling and victim consultation.

11. Evaluate lab analysis and take appropriate enforcement action including recommending necessary legal action.

12. Prepares and maintains various reports and records.

13. Consults with state and local agencies and community groups and the general public regarding public health problems and concerns.

14. Work with property owners and renters to solve public health issues in a courteous and tactful manner.

15. Develops and maintain effective working relationships with department staff, representatives of state and local governments and the general public.

Required Knowledge, Skills and Abilities:

Graduation from an accredited four (4) year college or university with a Bachelors degree in emergency preparedness, environmental health or closely related field, and progressively responsible experience in a public health position, will be eligible to take Registered Sanitarian exam within two years, a valid Wisconsin drivers license and excellent driving record and an equivalent combination of education, experience and training which provides the following knowledge, ability and skill:

- Knowledge of Public Health Preparedness practices.

- Knowledge of community organizations and resources.

- Ability to communicate effectively.

- Ability to establish and maintain effective working relationships with department staff representatives of state and local governments, community agencies and the general public.

- Knowledge of modern principles, practices and procedures used in environmental sanitation.

- Knowledge of chemistry, biology, microbiology and mathematics.

- Knowledge of applicable laws, codes, regulations and practices pertaining to public health environmental programs and of enforcement procedures.

- Ability to perform thorough investigations and inspections and to analyze, interpret data gathered, and make recommendations based on results.

- Ability to explain and interpret laws, ordinances, rules and regulations pertaining to environmental

issues.

- Ability to use electronic devices for record keeping.
