THE AMENDED WASTEWATER ENERGY REDUCTION (WER) PROGRAM POTENTIAL PROJECT PRIORITY LIST FOR 2000/2001 (AMENDED PRIORITY LIST)

DISCUSSION

The State Water Resources Control Board (SWRCB) adopted Resolution 2001-027 on March 7, 2001, approving the WER Program and its Potential Project Priority List. Since then, three new applicants have expressed interest in the WER Program loans and five projects have been identified as ineligible or no longer interested in WER Program loans.

The three new applicants and a short project description are listed below:

·  North of the River Sanitary District No. 1 – digester gas co-generation system;

·  San Elijo Joint Powers Authority – digester gas co-generation system;

·  Hopland Public Utility District – solar powered wastewater pond aeration equipment

The five projects being removed from the list and the reasons are listed below:

·  Moulton Niguel Water District – ineligible potable water distribution project;

·  City of Escondido – no longer interested;

·  Eastern Municipal Waster District – no longer interested;

·  Union Sanitary District – no longer interested;

·  Tahoe Truckee Sanitation District – no longer interested

These changes have been incorporated into the Amended Priority List (Exhibit A).

POLICY ISSUE

Should the SWRCB approve the Amended Priority List?

RWQCB IMPACT

None.

FISCAL IMPACT

The Amended Priority List totals $4,641,600. The projected SRF balance for SFY 2000-01 is $222,452,545. The Executive Director will not approve funding that exceeds the SRF Loan fund balance. Additionally, SWRCB Policy requires that a $25 million minimum balance be maintained in the fund at all times. This requirement will remain in effect for the duration of this WER Program.

STAFF RECOMMENDATION

The SWRCB adopt a Resolution approving the Amended Priority List

ADOPTION OF THE AMENDED WASTEWATER ENERGY REDUCTION (WER) PROGRAM POTENTIAL PROJECT PRIORITY LIST FOR 2000/2001 (AMENDED PRIORITY LIST)

WHEREAS:

  1. The State Water Resources Control Board adopted Resolution 2001-027 on March 7, 2001, approving the WER Program and its Potential Project Priority List; and
  2. The Division of Clean Water Programs has prepared an Amended Priority List in conformance with Resolution 2001-027.

THEREFORE BE IT RESOLVED THAT:

The State Water Resources Control Board adopts the Amended Priority List.
