CDOT Issues:

·  RAP Specifications – We continue to have issues with CDOT on projects where they are not allowing RAP or add restrictions in the use of RAP. Recently the restrictions have been to require millings from the project to be used on the project. Please let Tom Peterson know if you are aware of any issues in the use of RAP by CDOT.

·  CDOT – Region 4 SH 287 LaPorte Bypass – bid in November as PCCP, bids rejected, ASPHALT Under Consideration!!!

The project was not awarded. We are currently evaluating the project on multiple levels to identify design changes, scope changes, pavement alternatives, etc... to determine any potential cost savings to be able to readvertise this project. We will be evaluating several different pavement options for management to review. Life Cycle Cost Analysis will be performed to help us in making a decision on how to proceed. At this time no decision has been made to formally change the pavement type or design but it is one of the options we are considering. Currently, if approved to proceed to readvertisement our goal is to advertise in Fall/2015.

·  Life Cycle Cost Analysis Task Force: The joint CAPA/CDOT LCCA Task Force met on January 8 for a scheduled meeting. In attendance were Jay Goldbaum, Melody Perkins, and Mike Stanford from CDOT and Norb Schreiber, Tom Blair, and Tom Peterson.

Key Topic Discussed:

Pavement Type Selection for 3P Projects: Jay indicated that CDOT will allow the private investor to make pavement type decisions for 3P projects. This includes the $1 billion I-70 East Project being planned for an draft RFP later this year.

PCCP Rehab Costs CDOT continues to study the rehab costs of PCCP. Jay indicated that panel repair costs for stitching need to be included. He also thought that the diamond grinding costs are probably high. This will be further discussed at our next meeting.

Construction Impacts on Businesses: CAPA has been advocating for the construction delay costs on adjacent businesses be included in a LCCA. CDOT is questioning the methodology to capture these costs. They did agree to consider adding a reference to these costs as a “Other Consideration” in pavement type determination.

o  Concrete Funded MIT Research on Material Specific Discount Rates: The Concrete Sustainability Hub at MIT has released a preliminary report using Colorado DOT data and attempting to justify a material specific discount rate for asphalt and PCCP. The data was not supportive (high degree of variability - coefficient of variation) and CDOT has no changes planned based on the study.

·  Section 108 Project Schedule Requirements: Tom Peterson and Jim Moody of CCA met o January 12, with CDOT Project Development Branch Manager Neil Lacey and Laura Zamora to discuss the newly implemented Section 108 Project Schedule specification. The specification was approved on July 31 and is being applied to all projects. CDOT agreed to monitor the use and value of the spec. and meet again later this year to discuss what changes should be considered for 2016 projects. Section 108 Project Schedule

·  Meeting Planned Regarding CDOT Maintenance Paving and Asphalt Supply – A meeting is planned with CCDOT on Thursday, January 22 to discuss maintenance paving and asphalt supply. CAPA will be represented by Gregg Rippy, Jeff Keller, John Paul Ary, Darren Gebhart, and Tom Peterson. Meeting Goal: A key aspect of CDOT Asset Management is maintenance material purchases and paving. The asphalt industry provides support for these key functions. We would like to discuss any suggestions for improvements in efficiency, cost and quality. Let me know if you are interested in attending this meeting.

·  Team Building with CDOT Region 5 Due to the winter storm that dumped 12” or more of snow on Durango on January 13, our planned teambuilding training with CDOT Region 5 has been postponed. Bill Spragins of FMI will be our instructor.

·  Governor Announces New Executive Director Shailen Bhatt – currently the Director of the Delaware DOT. Link to Bio Link to Announcement

·  HRI Smoothness Summary Data – CDOT has released the 2014 HRI Smoothness Data. Attached is the report that shows asphalt Category I has improved over 2013, Category II has stayed about the same and Category III dropped. PCCP continues to have problems with a HRI Summary of (-21.18%)

Industry Advocacy:

·  Meeting Planned on Denver Owned Asphalt Plant – Tom Peterson will be meeting with Denver Public Works Director Jose Cornejos and Deputy Public Works Director George Delaney on Tuesday, January 20 to discuss the Denver owned asphalt plant. We are encouraging the use of an RFP for asphalt materials and to stop the use of Denver producing its own asphalt material.

·  Legislative Advocacy: Tom Peterson attended the 2015 House Republican Pre-Session Fundraiser on Tuesday, January 6, 2015 at the DU Ritchie Center. The $500/person event provided an opportunity for discussion with House Minority Leader Brian Del Grosso, Rep. J. Paul Brown, Rep. Don Corum, Rep. Klingenschmitt, etc. Key topics of discussion included transportation funding, construction defects reform, and the C-470 Express Lanes Project.

CAPA Issues:

·  2015 Volunteer Payments: We thank the following (8) member companies that have made volunteer payments with their 2015 dues renewals. Coulson Excavating Co., Elam Construction Co., APC Construction, Westest, Foothills Paving & Maintenance. Metro Pavers Inc., A-Peak Asphalt Inc., and Rocky Mt. Materials& Asphalt, ; Total: $10,000.

·  University Support: Checks in the amount of $5,000 for Colorado State University – CM and $2,000 for Colorado Mesa University – CM have been sent to each university. This represents the initial support to each and as approved by the Board of Directors in December.

·  New Members: We welcome returning Associate Member CMI Roadbuilding Inc. a provider of construction equipment, represented by Michael Rodriguez, Business Development Manager, CMI Roadbuilding Inc., (405) 403-1148, We also welcome new Associate Member Road Widener LLC., a provider of a skid steer attachment. Environmental:

·  PR Firms Being Interviewed Regarding Ft. Collins Asphalt Plant Issue Tom Peterson will be in Ft. Collins on January 12 to meet with a PR firm regarding the proposed ballot measure to prevent the Ft. Collins purchase of asphalt from a plant within 1000’ of a school, day care center, open space, trail, etc. The CAPA Board of Directors approved a $25,000 allocation for Ft. ·  Roland Hea has been promoted to the Stationary Source Branch Manager within the Air Pollution Control Division (APCD). Roland replaces Kirsten King who retired.

·  2014 HMA/ Sand & Gravel Operations Enforcement Action Summary Report – Shannon McMillan of the APCD-Stationary Source Branch has indicated that our annual report will be completed and available no later than the end of February. ·  CAPA represented on CDHPE Stationary Source Compliance Assistance Panel Tom Peterson has been appointed by House Minority Leader Brian DelGrosso to the CDHPE- Small Business Assistance Program – Compliance Advisory Panel (CAP), see attached letter. The panel meets quarterly at CDHPE offices and held its first quarter 2015 meeting on January 7. The primary role of the Panel is to render advisory opinions concerning the effectiveness of the small business stationary source technical and environmental compliance assistance program, difficulties encountered, degree of enforcement, and severity of penalties; review information for small business stationary sources to assure such information is understandable by the layperson; and oversee the small business stationary source technical and environmental compliance assistance program, which shall serve as the secretariat for the development and dissemination of such reports and advisory opinions. The Panel also listens to concerns from the regulated community and the general public regarding the regulation of small businesses in Colorado. The general public and the regulated community may bring concerns about the regulation of small businesses to the Panel so that the Panel can work with the Department to resolve any concerns. Asphalt Pavement Promotion & Technical Support:

·  City of Littleton - Church Avenue Improvements We are in contact with the City of Littleton regarding the plans to rehab Church Avenue (Prince to Nevada Av.) in PCCP. We are hoping they will reconsider and follow the City of Aurora lead and use SMA. The excellent performance of SMA in Aurora continues, see attached.

·  A Successful Constructability Review for the planned $10 - $15 Million Arapahoe Rd. Widening Project CAPA and CCA members joined forces on January 6 for a successful Constructability Review Meeting for the planned 1-1/2 mile widening project of Arapahoe Road (Himalaya to Waco). The project containing approximately 26,000 tons of asphalt materials is expected to be advertised in February. The meeting was hosted and organized by City of Centennial retained consultant FHU. Key issues discussed include traffic control bid items, hours of work, project phasing, asphalt material requirements, stabilization requirements, and winter work.
