Minutes of Lindsay, Auldhouse & Chapelton Community Council meeting held on Wednesday 27th Aug 2014 in Auldhouse Primary School, 7.00pm

Attendance:

Minutes of Previous Meeting held on Wednesday, 16th June 2014

Improving Our Communities:

Chapelton Play Park Update:

Due to SLC not having sourced the quotes for work to be done on the playpark, the deadline for submission to Viridor for funding was missed. We have now been assured by Kenny Lean of SLC that all will be in order for next meeting of committee in October, all fingers are crossed that this hurdle will be cleared at last.

Dog fouling:

Chapelton reporting an increase in fouling as schools go back with grassed areas at the bus stop being particularly badly affected. Regular supplies of 'poo bags' are now available on the fence next to the post box, there are also still some ‘hot spots’ within certain streets in the village.

The programme of signage being rolled out by SLC across the area is still to be implemented in both villages. SLC are still reliant on members of the public reporting incidents to them, reporting still via David Duffy on 01698 454644.

Treasurers Report

Grant received from SLC for £21.87 balance now stands at £1,771.34.

Community Police Report:

No Police in attendance at meeting.

Planning Applications

There were 3 planning application this month, no objections were made.

Correspondence

Correspondence having been circulated to the Community Council members prior to

the meeting was as follows.

1/ Design a logo competition for Community Councils Nationally.

2/ SLC Commitee Papers on line – 3 sets have been sent for circulation.

3/ Report from SLC Inspection of 55 Bents Road, Chapelton neglected property.

4/ Town Centre Design Grant Funding from central Government.

5/ Community Council June'14 Minutes.

6/ Various email communications regarding Viridor application process.

7/ Summary of differences between old and new Community Council.

8/ Email from Ian Ferguson regards planning applications during July'14.

9/ Paperwork regarding nominations and code of conduct for new CC.

10/ Crutherland wind turbine (RES) request to present to CC and CC response.

11/ Fly-Tipping Community Action Fund.

12/ SLC Consultation on Natural & Historic Environment and Green Belt and Rural areas.

AOB

1/ Plan for new Community Council to include as many groups within the area to improve

communication and potential synergies across all groups such as Churches, Shops,

Pubs, Silver Circle, Golf Course & Range, Bowling Clubs, Schools, PTA, Brownies,

Guides, etc. Contact to be made to involve as many as possible.

2/ Follow up regards property at 55 Bents Road Chapelton Environmental Services to be

contacted due to condition of back garden very overgrown and infested with vermin.

3/ Discussion on the change in bus service number 13 EK – Hamilton, with Henderson

giving up the daytime (7.00 – 19.00) service and only covering the subsidised service

outwith those hours, the daytime service is to be taken over by Whitelaws, but need

clarification as to timings and route.

It was generally felt that bus companies should not be allowed to cherry pick subsidised

routes only, Councillor Cooper was to take up the case with SPT.

4/ Additional rubbish bin required at car park area adjacent to Bowling Club in Chapelton,

request to be made via SLC.

5/ Discussion around the dissolution of old CC and the formation of the new CC,

clarification sought through SLC regards AGM timing, accounts auditing, and tenure of

Chairperson. Clarification now received as follows.

AGM will now take place after the 28th of October, no election will be required unless

any further nominations are received by SLC.

Accounts do not need to be audited on the dissolution of the old CC, the annual audit

which will be taken over by SLC will suffice.

The position of Chairperson will last for 4 years from the AGM any previous service

will not count.

6/ WW1 service on 7th of September Beth Sadler and her husband will represent the CC.

7/ Condition of lamposts in Auldhouse highlighted to SLC, however no budget left to

complete any repainting at present. Some pothole repairs being done to roads in

Chapelton, but very limited.

8/ Young Start – Funding Programme (8 – 24 years) available via Big Lottery Fund

website, targeting youngsters and to support projects which aim to improve confidence,

skills, experiences, jobs potential, etc.
