LOGISTICS SUPPORT REQUIREMENTS
1.0ABSTRACT:
1.1This work item describes the requirements for Logistics Support documents, support for systems and equipment that are modified or added during this contract.

5.0NOTES:
5.1The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs including but not limited to GTRs 1-7.
5.2The contractor and all subcontractors, regardless of tier are advised to review other work items under this contract to determine their affect on the work required under this work item. Many of the definitions relating to performance of this work item are found in Work Item 0001.
6.0QUALITY ASSURANCE REQUIREMENTS:
6.1None additional.
7.0STATEMENT OF WORK:
7.1Where specification items in this work package require installation of new equipment, contractor shall furnish MLL representative with the original manual and four (4) copies for distribution.
7.1.1Technical Manual Requirements:
7.1.1.1The equipment technical manual shall be permanently imprinted by mechanical means and the cover shall be durable to withstand frequent handling and exposure to oil and water. The binding will permit adding and removing pages.
7.1.2All manuals shall include the following, as applicable (commensurate with the complexity of the equipment)
7.1.2.1Cover and Title Page
7.1.2.2Manufacturers Name and Address
7.1.2.3Equipment Name and Application
7.1.2.4Table of Contents (including a list of drawings and tables)
7.1.2.5 Safety Precautions (Cautions, Warnings, and Notes)
7.1.2.6 General Theory of Operation
7.1.2.6.1Complete functional description of equipment based on a block diagram
7.1.2.6.2Complete explanation of mechanical features using block diagrams or cutaway drawings
7.1.2.6.3Major assemblies broken into individual circuits, accompanied by complete circuit analysis keyed to a simplified schematic
7.1.2.6.4Brief descriptions of complex and unusual circuits
7.1.2.6.5Voltage waveforms at significant point in the circuit
7.1.2.6.6Memory maps and a description of microprocessor function
7.1.2.7 Preparation for use, installation, and initial adjustment instructions

7.1.2.17Parts List Data - The parts list will identify all parts necessary to provide for 100% bill of material. The following requirements apply to the parts list:
7.1.2.17.1Original Equipment Manufacturer (OEM) part number, OEM Commercial and Government Entity (CAGE) code, if available, or OEM description, address and telephone number.
7.1.2.17.2All parts shall be keyed (using index numbers) to exploded view drawings.
7.1.2.17.3Parts in the listings shall be grouped by assemblies, subassemblies, and modules. Parts shall be identified in the assembly in which they are components
7.1.2.17.4Parts listed in the technical manual will match the Technical Support Data parts list as required by section 7.2 below
7.2Where specification items in this work package require installation of new equipment or components which modify existing equipment or systems, contractor shall furnish MLL representative with the manufacturer’s recommended spare parts to be carried.
7.2.2Technical Support Data (TSD)
7.2.2.1The Contractor shall provide complete and accurate data for equipment Identified in Section 7.2. All data will be submitted in the English language only. The Contractor shall submit a revision whenever engineering changes and/or modifications occur which add to, delete from, or modify previously submitted Technical Support Data (including changes to manufacturer’s part numbers).
7.2.2.2When TSD documents are prepared by a contractor other than the Original Equipment Manufacturer (OEM), the preparer shall be identified by their company’s name, an address, telephone number and point of contact.
7.2.2.3The TSD documentation consists of a bill of materials, list of all repair parts, assemblies and subassemblies, special tools and test equipment required to maintain, repair or overhaul the equipment/components as specified by an illustrated parts breakdown. The documentation shall include, as a minimum the following technical data for each individual part, assembly and subassembly for the equipment / components specified. Data will be submitted using Enclosure 1 and provided in both electronic and hard copy.
- OEM’s part number
- OEM’s Commercial and Government Entity (CAGE) code (If no CAGE is available, provide OEM address, description and telephone number)
- OEM’s drawing that identifies the part (Illustrated parts breakdown).
- Characteristic/name plate data, certification data for the end item and all equipment
- Item name
- Reference Symbol Number (for Electronic Provisioning only)
- Production lead time (if known)
- Unit of issue
- Unit price
- Unit of measure
- Submit one (1) legible copy of selected purchase orders to the attending USMMI representative.
- TSD or parts of it, containing classified information shall be protected and marked according to the DEPARTMENT OF DEFENSE SECURITY MANUAL FOR SAFEGUARDING CLASSIFIED INFORMATION, DOD Manual 5220.22-M.
- Alternate Submission of Technical Support Data (TSD):
- The Contractor may substitute the requirements of TSD documentation with an equipment technical manual as required in Section 7.1, providing the technical manual contains the minimum data requirements set forth in Section 7.1.1 above.
- The Contractor is responsible to provide any additional TSD documentation not contained in the technical manual in order to meet the minimum requirements of Section 7.2.1 above.
- Repair Parts Support:
- The Contractor is required to provide a recommended list of spare parts. The contractor recommended spares list shall provide sufficient range and depth to provide one year of preventive maintenance and 15 years of corrective maintenance support. In determining the necessary spares support, the contractor shall consider the equipment’s maintenance requirements (preventive and corrective), component criticality and historic failure rates. (The Contractor recommended spares list shall be in spreadsheet format, provided as Enclosure 2 and submitted in both hard copy and electronic format), and shall include as a minimum:
- Part Number
- Part nomenclature/description
- Part quantity per component
- Contractor recommended quantity
- Unit of issue
- Unit price
- Total price
- Manufacturer's Representative: None
- Preparation of Drawings:
- When specification items throughout this work package require installation of new equipment or modification of existing systems, the contractor shall redline or furnish new drawings as specified in the individual work items to the USMMI representative.
- Equipment Re-procurement Data:
- For the purpose of acquiring replacement equipment and follow-on technical support, equipment installed under this contract shall be provided with a copy of the purchase order issued by the Contractor to procure the equipment. The purchase order information shall include the following Vendor/equipment source data:
- Purchase order number
- Date of issue
- Equipment nomenclature
- Model no./Manufacturer identification no./Serial number
- Quantity ordered per line item
- Cost data
- Work item reference
- Vendor’s name and address
- Point of contact
- Telephone number
- Repair parts Usage Data:
- The contractor shall provide parts usage data associated with all equipment repairs during the availability. The documentation shall include the following information (by each equipment repaired):
- Nomenclature and model no. of equipment repairs (end item)
- Part nomenclature
- Part number
- Part quantity used
- Part manufacturer
- This data is not required for repairs to the hull (doors, bulkheads, tanks, etc.). Data shall be submitted in soft copy 3-1/2 inch diskette no later than the end of the repair availability.
- Provisioning Item Order (PIO) for Supplies (SPARE PARTS):
- At the same time the contractor submits the lists required for TSD, he shall submit his proposal for the fixed price and delivery schedule (expressed as days after receipt of order) for each item on the repair parts lists to the USMMI Port Engineer. Based on these lists, USMMI shall determine the required Interim Repair Parts, and the USMMI Port Engineer may issue a modification incorporating the USMMI requirements after determination that the price and delivery schedule offered are the most advantageous to USMMI.
- The supplies ordered hereunder shall be preserved, packaged and packed in accordance with instructions to be given by the USMMI Port Engineer. When not otherwise specified by the USMMI Port Engineer, spare and repair parts shall be packaged in accordance with Best Commercial Practices.
8.0GENERAL REQUIREMENTS:
8.1The Contractor shall provide all labor, material, and equipment to accomplish this specification item.
8.2The contractor shall remove and reinstall all interferences necessary to accomplish this specification.
8.3Inspection and acceptance of all work shall be by the designated USMMI representative.
