Statistics relating to the work of Under Secretaries (as at August 8)

Under Secretaries (U/Ss) are principally responsible for assisting Bureau Secretaries in undertaking a full range of political work and deputising for Bureau Secretaries during the latter's absence.To enhance public understanding of the work of the U/Ss, statistics relating to certain key areas of their work since their assumption of office are set out below. However, it should be noted that the day-to-day work of the U/Ss covers various aspects and cannot be fully quantified.

Specific work undertaken in addition to the general duties of U/Ss / Reviewing the Control of Obscene and Indecent Articles Ordinance; drafting the Competition Bill; implementing the Digital 21 Strategy; and conducting consultation on strengthening consumer protection / HK/Guangdong co-operation on environmental protection, tackling air pollution and fly-tipping; working closely with the LegCo Panel on Environmental Affairs and its Committees and District Councils (DC) to tackle territory-wide and district specific environmental issues; taking the lead to liaise with bureaux and departments to work out solutions and respond to DCs concerned / Chairing the Working Group on Textbooks and e-Learning Resources Development; supporting reconstruction projects in the Sichuan earthquake - stricken areas / Bolstering a stable development of the stock market and financial market; promoting financial integration with the Mainland (including expanding Hong Kong's renminbi business) / LegCo business, including explaining government policies and lobbying for LegCo’s support; liaising with district personalities, the media and the public; gauging the views of various bodies and organisations / Formulation of policies relating to food, environmental hygiene and health and handling major issues such as the Melamine Incident, avian influenza, human swine flu, public market tenancies, supplementary healthcare financing, primary care, tobacco control, food recall legislations and columbarium policy / Policies relating to the development of Cantonese opera, promotion of social enterprises through cross-sector collaboration, communication with young people and the recent "Open Stage" Pilot Scheme, etc; liaising with LegCo, DCs, and district personalities and organisations and exchanging views with the public through various channels including the e-platform / Human rights matters and constitutional development. Attended a series of meetings of LegCo Panel on Constitutional Affairs and DCs, seminars and public forums organised by different organisations on constitutional development to listen to public views / Devising anti-drug strategies, monitoring the effectiveness of beat drug measures and launching the Trial Scheme on School Drug Testing
