Job purpose
To lead and monitor the implementation of Ionising and non-ionising radiation protection health and safety policies, procedures and guidance.
Provide effective radiation protection and management advice for the University to ensure compliance with the requirements of all relevant legislations pertaining to Ionising and Non-Ionising Radiations.
Be responsible for the routine management and review of the University radiation protection management systems, including delivery of centralised radiation protection facilities (dosimetry, training, records).
To provide support for the effective management of sources of non-ionising radiation and be the lead for EMF.
To provide support and general scientific health and safety advice and guidance to support the delivery of health and safety services.
To support the Director of Health, Safety and Risk as the competent person via the line manager of this post.

1.  / Operational Excellence and Innovation
To provide specialist advice, assistance and practical support to Faculties, research group leaders, radiation protection supervisors, radiation workers and students on all aspects of work with ionising radiation to enable them to work safely and in compliance with legal requirements.
To keep under review the University’s policies and procedures for work with ionising and non-ionising radiation to ensure that they are in conformance with best practice and legislative requirements, and to advise Deans and Heads of Academic Units on the implementation of these policies and procedures at Faculty, research group and laboratory levels.
To keep under review the Permits issued under the Environmental Permitting Regulations on an annual basis to ensure that they accurately reflect the needs of the University in respect of work with ionising radiation.
To arrange annual testing and checking of all radiation monitors as required by legislation to confirm that they provide accurate information about levels of ionising radiation to radiation workers.
To manage and review the dosimetry requirements of users and management of the dosimetry contract.
To provide competent substantial professional broad scientific Health & Safety advice and coaching to Faculties and Services on critical and complex issues as required and/or as directed by the Director or Deputy Director of Health and Safety, to include effective robust high-level communication in person, by phone, and in writing as required.
To lead competent expert professional scientific specialist Health & Safety support to Faculties and Services on specific types of hazard or specific aspects of Health & Safety risk and management, as assigned by the Senior Scientific Safety Adviser on behalf Director of Health and Safety, to include providing authoritative advice and guidance, robust to scrutiny by enforcing authorities, developing innovative original management standards, processes and arrangements, and producing high-level written reports and reviews as required. / 40 %
2.  / Customer Service
To monitor the exposure of radiation workers by way of administering the dosimeter service to ensure that internal and external exposure is below the maximum permitted levels, and to keep detailed records.
To investigate any exposures and issue reports and recommendations for corrective actions to ensure the continued safety of radiation workers and conformance with legislation and best practice.
To develop and deliver effective Health & Safety training, to exacting professional and academic standards, particularly in, but not limited to, the assigned specialist areas as above, to include identifying and managing training needs, defining effective learning outcomes, preparing high quality training materials, flexible and innovative use of a range of delivery formats and media, robust assessment of learning outcomes, and using feedback to review and maintain training efficacy.
To advise on and manage the disposal procedures in accordance with the Environment Agency’s Permits to enable waste to be disposed of legally and safely.
To act as an auditor in objective evidential internal scientific technical Health & Safety audits, to exacting professional standards of the University Health & Safety management system, of assigned specialist areas, and of other aspects as directed by the Director of Health and Safety, to include the planning, development and application of specialist auditing expertise and rigor, developing authoritative effective criteria, collecting and collating evidence from documents, records, interviews and observation, compiling findings and producing the report, expediting audit response action plan and monitoring corrective and preventive actions, and producing high-level written overviews as required. / 30 %
3.  / Leadership, Management and Engagement
To be the primary point of contact with relevant regulatory authorities and Government agencies to ensure professional engagement and to provide information in a timely fashion. The latter includes the submission of annual reports to the Environment Agency and Euratom, as required by legislation.
To review and organise the monitoring of use of ionising radiation, as required by legislation, by organising with the RPA the overseeing of the appropriate following checks:
 At least yearly inspections of all radiation laboratories,
 At least yearly assessments of the safety of all equipment producing ionising radiation, leak-testing all sealed sources annually,
 Conducting an annual audit of all sealed and open radioactive sources.
To liaise with the appointed Radiation Protection Adviser as required.
To support Faculties develop the implementation of scientific based health and safety arrangements for the control of Electro-Magnetic Fields and Noise and any other scientific topic area as directed by the Senior Scientific Health and Safety Adviser.
To manage the computer based systems for the ordering and disposal of radioactive substances, and keeping the necessary records to ensure that acquisitions and disposals are in accordance with the relevant certificates and to enable an audit trail of radiation use to be maintained, as required by legislation
To provide advice in any emergency situation involving ionising radiation and to investigate and report on emergency and other incidents, such as spillages, as appropriate.
To act as key contact across the University for key scientific topic areas as assigned by the Director of Health and Safety, to include professional mentoring and coaching of appropriate Faculty staff and attend Faculty/Service Health and Safety Committees as necessary to ensure effective cooperation and coordinated working between Health and Safety Team and the Faculty and Services.
Provide professional scientific health and safety advice and support to the Deputy Director of Health and Safety that is necessary for capital building projects and Faculty refurbishment projects. / 20 %

To investigate serious incidents involving scientific activities as required and/or as directed by the Director or Deputy Director of Health and Safety, particularly in, but not limited to, the assigned specialist areas as above, to rigorous legal standards, with professional due diligence, applying substantial professional expertise, to exacting professional standards, to include RIDDOR reporting as required, identifying immediate, underlying and root causes, identifying and monitoring corrective actions, and producing high-level robust written reports. / 5 %

It is essential that the role holder has personal credibility on all Radiation issues so as to promote good working relationship with a large number of groups of people so as to ensure that ionising radiation issues are managed consistently and in accordance with legislative requirements and best practice throughout the University. As the University expert in this area their contacts with external bodies and people is of particular importance

Interact effectively with University staff at all levels, but most particularly Deans and Directors, and in all areas to support excellent Health & Safety performance and to foster a positive Health & Safety culture across the whole University and over an extended timescale. Also provide a high-level scientific Health and Safety advice to the Deans and Directors and with key partners such as spin-off companies and the local NHS Trust.

Subject to annual leave, sickness and other unavoidable contingency, staff of the Health and Safety Office are expected to be available to give expert advice or information or to assist in the event of any emergency on University premises.

The Health, Safety and Risk Directorate plays a key role in ensuring that the University complies with legal requirements of the Health and Safety at Work Act 1974 and associated safety legislation. The role fulfils the University’s obligations under the Act and the Management of Health and Safety at Work Regulations to appoint a competent person to assist those undertaking measures to comply with the requirements and prohibitions imposed on them by statutory provisions.
This role is key in providing the University with Health and Safety related services across the full range of university activities in an efficient and cost effective manner

Hold a relevant degree qualification or equivalent, with substantial post qualification experience in radiation protection.
