Junior Scholar Award Committee Report
James Roberts has been re-nominated for the position
Distinguished Scholar Committee
Virginia Haufler, Susan Sell and Donna Lee with Chris May as Chair were re-nominated to serve on this committee.
Sylvia Ostry was ill and the award was given in absentia. She forwarded remarks.
Outstanding Public Scholar Award' Committee
This committee is comprised of Robin Broad, Phil Cerny and chaired by Barry Gills.
Susan George was the first recipient of the ‘Outstanding Public Scholar’ award. She has also joined both the ISA and IPE section. Award to Susan George was presented by Ann Tickner.
Robin Broad indicated that there needs to be criterion established for the selection of Distinguished Scholars. Point added was to have all committees to establish formalized selection criteria in order to ensure institutional memory.
Both the Distinguished Scholar Award Committee and the Outstanding Public Scholar Award Committee are required to submit a set of criteria for the respective awards - so that the process of selection will be seen to be congruent with these general criteria.
IPE Yearbook
This volume is edited by Chris May and Nicola Phillips. Please support this effort by asking your libraries to purchase it, and also to let Lynne Rienner know if you would like to order paperback for assigning volumes (minimum order 20 copies). Also the next volume will be edited H Richard Friman and will be on Illicit IPE, followed by a volume on Migration and IPE edited by Nichola Phillips.
Program Officers
Barry Gills indicated that the ISA is aware that the organization has become large with the IPE section as the second largest (second only to Security Studies).
Concern is over the Section Chair position who needs resources in order to set up sections/posters for the upcoming conference. The ISA has indicated that they are in agreement and would provide a rebate to the IPE section. There are three sections in similar circumstances (ISS, Foreign Policy, and IPE). However a formal proposal is required. Barry Gills put forward the motion that the IPE section provide $1000.00USD to the Section Chair and urge Thomas Volgy (ISA Executive Director) to match it. This is a hoped for outcome and a proposal- and the ISA has not confirmed or promised to agree to the proposal. Motion was passed.
Update: ISA has informed the section that while they support the idea of funds to assist the Section Chair the ISA would not give a rebate this year. The suggestion is that the IPE section propose the rebate at the governing council meeting in San Francisco. It may also be important for the IPE Section to make a joint proposal with other large sections.
Model of ISA
Barry Gills indicated that the size of the ISA with its numerous panels/proposals is becoming too large. There is a question as to whether alternative models should be implemented. The ECPR model is one such model. In this model the call for proposals goes to the Chair. If it is accepted then a call for papers goes out with the individuals organizing the panel filtering through the received proposals. The ISA is currently considering it as a possible way forward. There is no decision at this time but the section should explore it.
Workshop Grants
Barry Gills noted that there is a change in ISA workshop grants that the section should be certain to acknowledge. Workshop grants are now up to $25,000.00 for Venture research workshop grants and up to $5,000.00 for Catalytic Research workshop grants. Sections and groups may apply with proposals. The focus here is to be multi-disciplinary and long-term. Please see ISA webpage for further details.
Barry Gills also mentioned that there was a $10,000.00 Professional Development fund that was provided through the regional ISA association to conduct training. The training funds in the new professional Development fund is particularly earmarked for training graduate and postgraduate students and young scholars at the outset of their careers.
Assemblage Update
Hasmet Uluorta indicated that the assemblage took place on Friday March 02 and was well attended. Barry Gills and Susan George began with introductory comments. This was followed by the networking session and then with a strategy session. The outcome of the second part of the meeting was the creation of a petition to create a new ISA caucus.
International Studies Reviews
Bob Denemark indicated that the ISA has a contract with Blackwell for literature reviews. The committee was formed last year and created forty topics. These reviews require a systematic review of the literature with 1/3 of the works being current. Bob Denemark is seeking author solicitations right now.

Academic Freedom
Academic Violence and ISA Response
The Professional Rights and Responsibilities Committee- and its 'Report on Academic Freedom in the Classroom' which was delivered by James H. Mittelman put forward a motion to the ISA governing council , which was accepted unanimously, stating that the ISA a defend academic freedom.
Barry Gills also indicated that the ISA must seek hotel conference space that is union just as the APSA now does. He mentioned that the APSA moved its San Francisco convention in support of the unionized workers and their work action in San Francisco.
