Standardised Procedures Competition Managers and Referees

1.  Field of play:

·  The layout of the field of play is finalised by the organisers and CM in consultation with referee at least 1 month before the event including details of camera positions, entrance, mixed zone, call area, RCC etc.

·  Prior to the start of competition, the CM and referee agree on who will make the final decision on the flow of people in the field of play.

·  The interpretation of rules is the referee’s responsibility and he/she controls match officials at all times.

·  The referee is responsible to ensure that umpires who are not working stay out of the field of play.

·  The CM working together with the referee will control the media, players and coaches.

·  Consistent marching in procedure is:

§  umpire-player-player-umpire with, if possible, volunteers carrying the players’ bags following them,

§  the responsibility of the CM who oversees the march-in where there is television; for all other instances, there is joint responsibility between the CM and referee which relieves the workload of the CM.

2.  Communication:

2.1.  Before the event:

·  At least 1 month before the event the referee makes contact with the CM.

·  The referee and CM agree how best to communicate and in what instances the referee should contact the organisers directly and any such communication should be copied to the CM.

·  The referee and CM inform each other of their arrival details and the referee should arrive at the event 2 days before competition starts to:

i.  do the final inspection of the equipment, venue and FoP and agree on last minute changes etc,

ii.  prepare for the jury meeting, referee briefing and draw,

iii.  understand the needs of doping control, mixed zone, playing system e.g. particularly if an ACM and new referee are on duty,

iv.  check the call area and racket control centre.

·  the CM prepares the schedule and practice schedule as he/she knows team arrival details, and sends them to the referee for comment as soon as possible.

·  any document prepared by the referee must be sent to the CM for comment before being distributed.

·  the CM sends the standard software for the draw to the referee.

2.2.  During the event:

·  the CM and referee should sit close together on the field of play to promote ongoing communication.

·  each day 1 hour before the start of play, or as agreed, the CM and referee brief each other and check the field of play.

·  the referee and CM must be easily contactable during the event.

·  if a player does not report on time for the match, the umpire must call the referee to decide a walkover but this should be done only after consulting the CM.

·  “no practice” is enforced by the referee.

2.3.  After the event:

·  the CM should provide feedback to the referee on his/her performance.

·  the referee should similarly provide feedback to the CM.

·  the referee reports on bad behaviour, shirt infractions, racket testing failures using the referee report.

·  the referee has to enter the referee report in the ITTF URC database “referee report” at the latest 2 weeks after the event

3.  Draw:

·  the organisation and logistics for the draw is the responsibility of the CM but conducting the draw is the referee’s responsibility.

·  the referee conducts the draw using balls or cards which he/she should bring to the event or request the organisers to provide.

·  the CM provides the seeding list, players’ list, print outs, and there should be a rehearsal, including pronouncing players’ names if the draw is to be public.

·  the preliminary groups’ draw is done by the CM in conjunction with the referee.

·  the referee must check the draw before it is printed and distributed and before doing the schedule.

4.  Table assignments:

·  the CM should generally do this as TV, spectators, rotation for players to play on different tables and safety need to be considered.

·  should there be a need to change the TV table, the CM should consult the referee (impact on umpires).

·  other changes to the tables are done by the referee with the CM being immediately informed.

5.  Results and results management:

·  the list of matches includes players, time and table.

·  the referee checks the score sheets and ensure that umpires complete the score sheets accurately and legibly.

·  someone other than the referee should run the RMS.
