A CONCURRENT RESOLUTION
TO RECOGNIZE ROBERT SMALLS ON THE OCCASION OF THE ONE HUNDRED FORTIETH ANNIVERSARY OF HIS CAPTURE OF A CONFEDERATE VESSEL.
Whereas, Robert Smalls was a Beaufort, South Carolina native and is commonly recognized as the First Black Civil War Hero due to his heroic efforts on May 12, 1862, when he captured the Confederate steamer Planter and surrendered it to the Union; and
Whereas, Robert Smalls was the first black captain of a U.S. Vessel; and
Whereas, Robert Smalls was a distinguished and respected member of the South Carolina General Assembly during the Reconstruction Era; and
Whereas, Robert Smalls was one of the organizers of the First South Carolina Volunteers (Thirty-third Regiment of United States Colored Troops) and received a commission as a second lieutenant in Company B; and
Whereas, Robert Smalls was elected to the State Constitutional Convention, which drafted a document helping black suffrage; and
Whereas, Robert Smalls was elected to five terms in the United States Congress beginning with the 44th Congress; and
Whereas, the National Park Service and the Robert Smalls Legacy Foundation, Inc. are holding a ceremony at Fort Sumter to commemorate the one hundred fortieth anniversary of Robert Smalls’ capture of a Confederate vessel. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the members of the General Assembly recognize Robert Smalls on the occasion of the one hundred fortieth anniversary of his capture of the Confederate steamer Planter.
Be it further resolved that a copy of this resolution be forwarded to the Robert Smalls Legacy Foundation.
