14. General Summary of Function/Purpose of Position
The Construction Engineer manages Highway and Bridge Construction Projects within the Crystal Falls TSC area.
As a Construction Manager and Supervisor, coordinate and administer Transportation Service Center business processes while maintaining alignment with other TSC's, Regions, and Lansing. This position supervises construction employees with
multi-disciplinary skills that are represented by different labor contracts. The manager is charged with meeting deadlines
and resolving complex issues to ensure the successful implementation and continuing operation of MDOT services and
products. Successful completion of these items will be achieved by utilizing a variety of resources including MDOT staff and contracting with consultants for engineering and technical services.

Duty 1

General Summary of Duty 1 % of Time 55
Manage TSC transportation processes associated with the construction portion of the MDOT enterprise process model in concert with the Region Office, Lansing Central Office and other TSC’s. Engineer of record for MDOT construction contracts.
Individual tasks related to the duty.
·  Manage & supervise all aspects involved in the delivery of contractor/MDOT construction projects
·  Assign staff & manage consultants to successfully complete all construction engineering tasks & requirements
·  Conduct pre-bid meetings, preconstruction meetings, partnering meetings, preproduction meetings, post construction meetings, safety meetings, project progress meetings
·  Prepare, sign and approve work orders, extra work, adjustments to the contract, changes in work items, resolve conflicts, resolve claims, conduct claim hearings at the TSC
·  Ensure that project records are complete and orderly, that projects are "finaled" in 120 days
·  Conduct meetings with the general public and business agencies concerning upcoming projects
·  Oversee vendors providing technical and engineering services for the TSC. Monitor and approve budgets and billings associated with these services
·  Understand and resolve technology issues associated with the implementation and operation of TSC communication, computers, and the software necessary for the associated business processes
·  Attend project scoping, call-for-projects, grade inspections
·  Develop and improve cost of doing business
·  Meet union requirements (i.e., grievance, balance overtime)
·  Be an active part of the development of context sensitive concepts on projects for scope work and design
·  Assure all contractors working on MDOT projects comply with EEO, DBE & Wage Rate contract requirements.
·  Develop and maintain good working relationships with local agencies and local officials.
·  Act as a liaison between MDOT and FHWA, MDNR-MDEQ and other state agencies.

Duty 2

General Summary of Duty 2 % of Time 20
Assist Region & TSC Staff in the management of business processes associated with the design portion of the MDOT enterprise business models.
Individual tasks related to the duty.
·  Understand and resolve complex issues for utility locations/relocations, local agency coordination’s and agreements, traffic and geometric needs, commercial and residential driveway permits, complex development permits, right-of-way needs. Maintain knowledge of published standards and policy determinations for these
·  Assist the maintenance coordinator in developing and monitoring the contract maintenance budget within the TSC for local contract agencies. Assist in developing the summer and winter operations programs
·  Pursue private and MDOT funding opportunities to solve tactical transportation issues within the TSC area. Understand and utilize MDOT funding sources

Duty 3

Coordinate, assign and train staff in conjunction with the TSC and Region management
Individual tasks related to the duty.
·  In association with the TSC and Region management, coordinate and assign staff to maximize the delivery and development of MDOT services
·  Identify training opportunities and train staff in multi-disciplinary skills to ensure cross-functionality
·  Rotate staff as necessary for staff development
·  Maintain alignment and strategic direction with the TSC Manager, Region Administrator, and Region and Lansing skilled specialists
·  Enhance technology use and understanding by TSC staff
·  Maintain individual development plans for all employees. Complete performance assessments for all employees
·  Participate in hiring of staff
·  Supervise staff (i.e., approve time, IDP's, performance appraisals, monitor value added performance, discipline, grievance, etc)
·  Understand union contracts

Duty 4

Build, strengthen and maintain TSC external customer base
Individual tasks related to the duty.
·  Initiate and maintain contact with contract maintenance agencies, village and city managers, rural task forces. Jointly resolve transportation issues by cooperation with TSC managers, Region personnel and supervisors
·  Initiate contact with business organizations and the general public. Seek to understand and resolve transportation issues
·  Explain impact of planned construction projects and resolve traffic concerns as a partner with the TSC and Region traffic staff
·  Continually strive to improve the "image" of MDOT in association with the TSC Manager and Region Engineer
·  Utilize public relations, personnel and tools to increase public awareness of construction project issues

Implement and administer process improvements and total quality methodology

·  Utilize employee teams to improve TSC business processes
·  Measure customer requirements, customer satisfaction and internal performance
·  Assist the TSC supervisory staff in the development and presentation of visions, plans, and other management actions to optimize the TSC and Region operation
·  Promote cross-training and expanding knowledge base of employees

When decisions are required to assign staff to meet multiple priority deadlines, interpret MDOT policies and guidelines concerning budgeting issues. Pro-actively work with external customers to meet their most important needs. Interpret MDOT construction contracts, specifications, design manuals, etc., to provide the highest quality product.

When a decision is required from an executive level; personnel matters; assistance in mitigating controversies. When existing policy is unclear for contract claim issues and extra items of work.

Walking on uneven terrain including climbing up and down roadway slopes during grade inspections. Moving in and out of traffic on foot while performing reviews. Continually work around heavy traffic almost daily. Climb under, around and on bridges. Wade in water and probing footings. Requires good physical condition and agility. Moving & sitting in an office setting including at a computer or in a vehicle for extended periods of time. Using a computer for extended periods of time.

Manage the delivery of MDOT services and products to endure timeliness and highest quality cost effectiveness. Supervise TSC staff to meet MDOT policies and goals.

25. What is the function of the work area and how does this position fit into that function?
The Crystal Falls TSC covers a five county area, which includes internal customer service, service to the public, contract counties and municipalities, business agencies and others. This position is responsible to provide the construction portion of the TSC services to MDOT's customers. Responsibilities include coordinating and administering construction projects, coordinating with Region &TSC staff for design functions, permit needs, and other internal functions. The position will serve as the recognized resource person for construction business processes as described in the MDOT enterprise model.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
B.S. Civil Engineering
EXPERIENCE:
Five years of professional experience equivalent to an Engineer, including three years equivalent to an Engineer P11; two years equivalent to an Engineer 12, Engineer Manager 12, or Engineer Manager-Licensed 12; or, one year equivalent to an Engineer Manager 13, Engineer Manager-Licensed 13, Engineering Specialist 13, or Engineering Specialist-Licensed 13.
KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to speak and write effectively. Ability to work as a team member in total quality environment. Ability to make presentations before groups. Ability to meet and deal effectively with others. Ability to work independently as a team leader in carrying out assignments. Knowledge of design and construction engineering principles and ability to communicate them to all segments of the public and internal customers.

Registered Professional Engineer with the State of Michigan, valid driver's license
