Job Title:FinanceOfficer -Investments

Responsible to:Head of Finance

Location:39 Cathedral Road, Cardiff

Context:The Finance Department is responsible for provision of wide ranging financial services and advice for the Representative Body and other Provincial bodies through:-

  • developing and maintaining an effective financial strategy;
  • co-ordinating and producing detailed financial forecasts, budgets, management accounts and statutory accounts;
  • day-to-day administration and control of all income and expenditure;
  • managing the investment portfolio;
  • managing the special trusts through the Common Investment Fund;
  • the administration of salaries, stipends and pensions;
  • Providing general financial advice for dioceses and parishes from time to time.

Purpose:The Investments Finance Officer is responsible for organising, co-ordinating and supervising the work associated with the administration of investments, special trusts and rents.

Main Working Contacts

Regular contact with the Church’s Investment managers Sarasin, Newton and Cluttons and other investment related contacts, and also frequent contact at all levels throughout the Church within the Provincial Office, dioceses and parishes.

Main Tasks and Responsibilities

To organise, plan and deliver the work of the team in the following areas:-

Investments

  1. To monitor all aspects of the day-to-day administration of investments.
  1. To manage the relationship with the investments advisers, Sarasin, Newton and Cluttons.
  1. To monitor the custodianship of the stock exchange investments through BNY Mellon;
  1. To monitor and review asset allocation and performance;
  1. To regularly review the Ethical Investment Policy through the Ethical Investment Group;
  1. To monitor the collection and receipt of the overseas withholding tax;
  1. To monitor the income forecasts and projections of the stock exchange and investment property portfolios;
  1. To ensure effective procedures are in place to control the flow of daily bank balances and money market deposits.
  1. To provide the full administrative support for the conduct of the Investment Committee, including:
  1. Preparing and circulating agendas;
  2. Writing and preparing reports including co-ordinating the required detailed analysis from investment advisers;
  3. Reporting on all investment matters and to provide management information as required;
  4. Attending meetings and preparing minutes;
  5. Ensuring that all policy decisions of the Committee are implemented;
  6. Ensuring hospitality arrangements for meetings are in place.
  1. To provide the full administrative support for the conduct of the Ethical Investment Group.

Special Trusts

  1. To manage the Common Investment Fund including the preparation of the annual report and accounts.
  2. To supervise the work of the Finance Assistant in managing other special trust funds.

Rents

  1. Administering the rents of the provincially managed properties and working closely with the Property and Legal Departments;

General

  1. Assist in the other work areas of the Finance Department as required.

Knowledge Skills and Abilities

Appropriate knowledge of and proven experience in a financial role, in particular:

Knowledge

  1. Experience of administering an investment portfolio i.e. stock exchange securities, investment property and cash management;
  1. Understanding of Special Trusts arising from legacies and bequests;
  1. Understanding of Accounting Standards and Charity Accounting (SORP);
  1. Understanding of the Charity sector;
  1. Good working knowledge of provincial and diocesan structures of the Church;
  1. Experience of working with Committees and trustees;
  1. Demonstrable experience of preparing and writing reports, including technical reports and annual reports and accounts.

Skills and Abilities

  1. Numerate and accurate;
  1. Ability to use Microsoft Word, Microsoft Excel, various databases;
  1. Experience of working with Accounting Software;
  1. Excellent communication skills, particularly to be able to explain complex financial matters to lay people;
  1. Experience of supervising others.
