A.5. CALL FOR PERSONS TO SPEAK

E.L. Britton, Office of the City Clerk, asked if there were any persons present to speak to the passing of the following bylaws, they would now be heard:

L. BYLAWS

L.1.a. Bylaw 12344 - To amend the Land Use Bylaw from PU (Public Utility) District to RSL (Residential Small Lot) District; located north of Guardian Road and west of 199 Street, Glastonbury. Ø

PURPOSE

To allow for smaller lot single detached housing on the site.

There were no persons present to speak to the passing of Bylaw 12344.

L.1.b. Bylaw 12346 - To amend the Land Use Bylaw from AG (Agricultural) District to RA7 (Low Rise Apartment) District, RF5 (Row Housing) District and RF1 (Single Detached Residential) District; located south of 167 Avenue and east 82 Street, Mayliewan. Ø

PURPOSE

To allow for the development of low rise apartment, row housing and single detached residential dwellings.

J. Andrew was in attendance to answer questions in favour of the passing of Bylaw 12346.

L.1.c. Bylaw 12347 – To amend the Land Use Bylaw from RF1 (Single Detached Residential) District to RF3 (Low Density Redevelopment) District, located at 13410 – 118 Avenue, Dovercourt. Ø

PURPOSE

To allow for semi-detached housing on the site.

R. Rieger was in attendance to answer questions in favour of the passing of Bylaw 12347.

L.1.d. Bylaw 12348 – To amend the Land Use Bylaw from AG (Agricultural) District to AGU (Urban Reserve) District, RF1 (Single Detached Residential) District and RF5 (Row Housing) District; located west of Ozerna Road and south of the TransAlta Utilities right-of-way, Ozerna. Ø

PURPOSE

To allow for single detached residential and row housing development as well as a school/park site.

G. Lopatka; and J. Andrew were in attendance to speak in favour of the passing of Bylaw 12348.

Mayor B. Smith asked whether there was any objection to Bylaws 12349 and 12350 being read together. No one objected.

L.1.e. Bylaw 12349 – To amend the Land Use Bylaw from CB2 (General Business) District to DC1 (Direct Development Control) District; located at 10128 – 105 Avenue, Central McDougall. Ø

PURPOSE

To accommodate the rehabilitation of the A. MacDonald Building and its historic designation and to revise the regulations to accommodate the development of housing on the main floor of the building.

L.1.f. Bylaw 12350 – To amend Bylaw 11648, as amended, being the Central McDougall/Queen Mary Park Area Redevelopment Plan. Ø

PURPOSE

To amend and update the land use zoning map for Queen Mary Park and the land use zoning map for Central McDougall to change the land use designation from CB2 to DC1.

M. Pankiw; D. White (to answer questions), Ms. H. Hunter; and R. White (in favour); and H. Shandling (in opposition) were in attendance to speak to the passing of Bylaws 12349 and 12350.

Mayor B. Smith asked whether there was any objection to Bylaws 12352 and 12353 being read together. No one objected.

L.1.g. Bylaw 12352 - To amend Bylaw 6075, as amended, being the Clareview Town Centre Neighbourhood Area Structure Plan; located south of 144 Avenue and west of 36 Street, Clareview Town Centre. Ø

PURPOSE

To reduce the size of the DC5 Townhouse site from 4.52 hectares to 1.27 hectares and redesignate the remainder of the subject property to allow smaller lot single detached housing.

L.1.h. Bylaw 12353 – To amend the Land Use Bylaw from RF1(Single Detached Residential) District and DC5(Site Specific Development Control) District to RSL(Residential Small Lot) District, DC5(Site Specific Development Control) District and RPL(Planned Lot Residential) District; located south of 144 Avenue and west of 36 Street, Clareview Town Centre. Ø

PURPOSE

To allow for smaller lot single detached housing and reduce the size of the DC5 districted land. There will be no changes to the existing DC5 uses.

There were no persons present to speak to the passing of Bylaws 12352 and 12353.

Councillor R. Noce stated that he had a pecuniary interest regarding Bylaws 12349 and 12350 in that his law firm is involved in this matter. He would, therefore, not participate in the deliberations or vote on the bylaws. Councillor R. Noce left the meeting and did not participate in the deliberations or vote on Bylaws 12349 and 12350.
