Re Special Bulletin – Leave for Open Enrollment and Get Healthy Screenings

Leave and Open Enrollment – Questions have been raised about this statement on PEBTF’s schedule of Open Enrollment Meetings: “Subject to operational requirements, employees will be given two hours off from work plus necessary travel time to attend an Information Meeting or an Open Enrollment Benefit Fair.” Clarification is provided below:

·  Administrative or other leave should not be entered.

·  The time is considered work time.

·  Absence beyond the allotted timeframe should be charged appropriately.

·  The time does not include an employee’s lunch period.

·  Employees are allowed up to two hours. If a meeting ends sooner, employees are expected to return to work based on the end time of the meeting, plus their lunch period (if taken after the meeting), plus reasonable travel time. Employees should take lunch prior to the meeting when attending an afternoon meeting.

o  Example: Employee attends an 11:00 a.m. meeting which ends at 12:15 p.m. and takes lunch from 12:15 to 1:15 p.m. Reasonable travel time is 15 minutes based on work location vs. the meeting location. The employee is expected to return to work by 1:30 p.m.

o  Example: Employee is attending a 1:00 p.m. meeting. The employee should take lunch prior to the meeting, and then travel to the meeting. The meeting ends at 2:00 p.m. Reasonable travel time is 30 minutes. The employee is expected to return to work by 2:30 p.m.

·  Managers have discretion to approve or disapprove requests based on maintaining efficient operations. Additional meetings are scheduled in October, and all information is available on PEBTF’s web site, including 24/7 access to a recorded webinar.

Leave for Get Healthy Screenings -Employees are given reasonable time off to attend an onsite event or visit a Quest Diagnostics Patient Service Center. Employees who choose to obtain the tests at their doctor’s office must request to use sick leave, as is customary for other doctor’s appointments.
