ACTION POINTS
1.  Agencies are requested to report to the Shelter cluster and the government before any intervention in the field.
2.  All agencies must have a specific, signed MOU before commencing any intervention.
3.  Agencies working in Shelter are requested to follow the reporting mechanism on 3W matrix.
Agencies are reminded of technical resources available on www.sheltercluster.org that ranges from how to effectively use plastic sheeting to how to utilise and fix CGIs safely. These soft components should be part of all shelter material distribution.

Meeting Summary

1.  Introduction

·  Agencies went around the table and introduced themselves

2.  Confirmation of the meeting minutes

·  Jamil explained the last meeting action points and requested all the agencies to follow this.

·  Targeting policy circulated and many agencies raised this concern that they need an official stance of the Government on this policy. So Sharad Survey Officer showed them the minutes of the DDRC meeting on the targeting policy.

·  Jessica emphasized that the cash coordination meeting is going on every week so the agencies should attend this and share their cash distribution mechanism

3.  Update from the district government:

·  Mr. Sharad Survey Officer shared that Government had started the distribution of NRs 15,000 among the beneficiaries and they faced some problems in the start. These issues were now resolved and the distribution was re-commencing today, expected to be completed within 3 days.

·  New MOU required for the CGI distribution even if the agencies have already signed MOU for tarpaulin.

·  Some of the organizations are doing distribution to the Christian minorities and are not reporting, they are requested to report to the DDRC and the cluster.

·  Beneficiaries distribution cards have been distributed so all the organizations are requested to enter on the cards whatever they are distributing.

4.  Update from Shelter Cluster Team:

·  CGI information shared with the participants and hard copies circulated among them.

·  Jessica explained to them the importance of reporting and the importance of 3W matrix.

·  CGI pipeline information sheet was shared. Some of the participants filled this and some will submit this in the next meeting.

Issue arising:

·  No issue was reported in the meeting regarding the rubble removal

Logistics:

·  WFP logistic representative was in the meeting and he shared his contact details and offered WFP heli services for all the Agencies. All the services are free of charge.

5.  Update from the Agencies:

·  Suresh from Mission East shared that in the start they were looking for the vulnerable communities with the help of the community. Now they are doing blanket distribution.

·  HELP shared that they identified the overlapping issues in the field and asked cluster to coordinate for this and solved these issues.

·  UN Habitat shared that they had signed MOU with the DDRC, VDC identified and they would start the intervention from today

·  Oxfam shared that they have signed MOU with DDRC and will start the distribution in the next week.

·  OCHA shared that they are having more presence in the Sinduli and Kabhre district, they are sending one staff in each location for the Humanitarian coordination.

·  Care Nepal, Humedica, All Hand Volunteers and Phase Nepal are working for the community infrastructure like school and hospitals.
