FOREST LAND (151.94 hectors): Stage – 1 Clearance has been obtained for diversion of 151.94 Ha of forest land from Govt. of India, MOEF New Delhi on 6th May 2014

11 / Maintenance
/ Maintenance is yet to start by Concessionaire, because of onset of monsoon lot of fresh potholes have been developed which requires to be tackled immediately.
12 / Safety Review / Concessionaire has commenced, both road and bridge works, but safety arrangements are inadequate and which are not at all sufficient to avoid any occurrence of accident. Safety Expert has also visited the sector and given his observations to Concessionaire for strict compliance.
13 / Site Inspection Report / 1)The list of Land availability along with obstructions shown in JULY- MPR- 2014 by Concessionaire is found in-correct and original status of land availability has been intimated to them for necessary action.
2)There were some variations found in the progress shown in the structural work for July 2014 MPR and same has been intimated to Concessionaire.
3)The machineries deployed at site as in shown in JULY-MPR -2014 report is mismatching with actually available at site based on physical verification done by IE. The actual figure has been furnished to Concessionaire.
4)The list of employees of PMC shown in JULY-MPR-2014 is not correlating with actually available at site ( some of PMC staff have been demobilized from the site)
5)Concessionaire has failed to achieve the target set by himself on both Road and Structural works.
6)Shifting of electrical poles is under progress from 0+000 to 83+000.Since the dispute arises over estimated approved quantity from km 24+000 to 113+000 by NESCO department, the same had been verified by IE electrical engineer along with SMTL representatives and report had been submitted to NHAI for their perusal with concern line department and further necessary action.
7)RWS & S pipe lines have not been shifted from km 0+000 to 83+000 due to dispute arises on revised estimate between NHAI and RWS & S departments. But out of 6 no’s of Tube well 4 no’s have been shifted between 0+000 to 24+000.
8)The quality of structural work is not at satisfactory at all, honey combs are visible on surface of walls, uneven and in- proper finished surface were observed between the joints of the lifts & quality of concreting is very poor.
9)Progress of Embankment/ Sub-Grade construction is stands still since last 3 months. Due to rains. Concessionaire needs to take necessary steps to accelerate the progress of work & to overcome the backlog.
10) Encroachments had been cleared at Panikoili, Ramachandrapur, Sainikul, Ghasipura etc but simultaneous operations have not yet been taken up which may leads to further occupation by villagers for setting up of shop etc.
11) The Sub–Grade/ Embankment works are in progress on LHS side, as the FRL is higher than the Existing carriage way the material spills over the existing road which resulted the width of carriage way is not getting adequately (7m) which may causes to occurrence of accidents. Extra materials spills on Existing road need to be removed from site to accommodate the sufficient road width.
12) The construction of camp at Bando (56 km) is still under progress; Lab has been established and started functioning.
13)There are shallow depressions have been developed on shoulder (B/S) of existing carriage way, which are needs to repaired by filling with suitable material for safety purposes.
14)Near structural locations no proper cautionary sign boards have been provided which needs to be provided immediately.
15)At many locations construction of raft has been completed long time back and exposed reinforcement still deeded in water, resulting rusting of the steel.
16)Due to inadequate safety arrangements at site may leads to occurrence of any eventualities SMTL needs to take immediate steps to enhance the safety arrangements in conformance to IRC specifications.
17)Due to incessant rains the existing road has been deteriorated badly, SMTL needs to take urgent measures for taking up of repairing / maintenance works forthwith.
