ANNOTATED PROVISIONAL AGENDA

1.OPENING OF THE SESSION

The Third Session of the Management Committee of the Intergovernmental Board on Climate Services (IBCS)will beopened at 9:30 a.m., on Monday, 26 October 2015, at the World Meteorological Organization (WMO) Headquarters, at 7 bis, avenue de la Paix, Geneva. The meeting will be opened by the Chair of the IBCS. The Secretary-General of the WMO or his representative will address the session.

2.ORGANIZATION OF THE SESSION

2.1Adoption of the agenda

The Session will be invited to consider the provisional agenda and propose amendments prior to its adoption.

2.2Provisional Programme (Organizational matters)

The Session will agree on the details concerning the organization of its work, including the working hours and any other practical arrangements for the session. The working hours are normally 9:30 a.m. to 12:30 p.m. and 2:30 p.m. to 5:30 p.m. The session will have interpretation in all WMO languages.

3.REPORT OF THE CHAIR OF THE IBCS

The Session will consider the report of the Chair of the Management Committee.

4.REVIEW OF PARTNERS’ GOVERNING BODIESDECISIONS

The Session will review the major decisions taken by Governing bodies of GFCS partners, including the Seventeenth Session of the World Meteorological Congress (Cg-17), held in Geneva from 27 May to 12 June 2015, that have implications on the work of the IBCS Management Committee. In particular, the session will review the implication of Resolution 62 (Cg–17) - Relationship and Interaction between IBCS and WMO Constituent Bodies.

5.PROGRESS ON GFCS IMPLEMENTATION

5.1 Update on GFCS activities including work of the PAC

The Session will be updated on progress with respect to GFCS implementation. The Session will consider the report of the Chair of the Partner Advisory Committee (PAC).

5.2 Progress with the Energy Exemplar

The meeting will review progress with the development of the Energy Exemplar following the decision of Cg–17 to adopt Energy as the fifth priority of the GFCS with a view to its adoption for immediate implementation.

6.ACTIVITIES OF THE MANAGEMENT COMMITTEE

6.1Review and approval of the Operational and Resources Plan for the GFCS for the Period 2015 - 2018

The Management Committee was tasked by IBCS-2 to oversee the finalization of the Operational and Resource Plan for the GFCS for the period 2015 – 2018. The session will review the Draft Operational and Resource Plan proposed by the Task Team established by IBCS with a view to its approval. The session will also consider specific recommendation of the Task Team pertaining to the Operational and Resource Plan. Furthermore, the session will consider effective ways of ensuring implementation and follow up of the activities contained in the Operational and Resource Plan.

6.2Review and approval of the Monitoring and Evaluation of Implementation of the GFCS

IBCS-2 also tasked the Management Committee to oversee the refinement of the Monitoring and Evaluation Process and Criteria for the GFCS. The Session will review the Draft Monitoring and Evaluation Process and Methodology proposed by the Task Team with a view to its approval.

7.KEY AND STRATEGIC ISSUES

7.1 Budget for 2016

The session will discuss the GFCS budget for 2016 with a view to its approval.

7.2Resources mobilization

The session will discuss strategies with a view to enhance resources mobilization for the implementation of the GFCS.

7.3Specific data requirements for the GFCS

Under Resolution 60 (Cg-17) the IBCS was requested to consider the GFCS relevant data and products that are needed under the auspices of WMO to contribute to the GFCS and make recommendations in this respect to the Executive Council for its consideration. The session will discuss approaches for addressing this request.

7.4Communications Strategy

The session will discuss progress on in the implementation of the GFCS communication strategy approved by the second session of the IBCS in 2014 – 2015 and plans for 2015 – 2018 including WMO key events i.e. constituent bodies.

7.5Support to the 2030 development Agenda

The session will consider issues related to advocating the contribution of the GFCS in support of the 2030 development Agenda, in particular the Sustainable Development Goals (SDG).

8.ANY OTHER BUSINESS

The Session will consider any other issues deemed relevant by its members.

9.DATE AND PLACE OF THE NEXT MEETING

The Session will consider and make proposal for the date and place of its next session.

10.CLOSURE OF THE SESSION

The Second Session of the Management Committee of the IBCS is tentatively scheduled to close at 5:30 p.m. on Wednesday, 28 October 2015.
