CITY OF JOHNSONVILLE

REGULAR COUNCIL MEETING

JOHNSONVILLE COUNCIL CHAMBERS-111 W. BROADWAY STREET

TUESDAY, NOVEMBER 1, 2016 6:30 P.M.

The meeting was called to order by Mayor Dukes at 6:30 PM.

The invocation was given by Council Member Hanna.

The Pledge of Allegiance was given to the flag.

Council members present: Johnny Hanna, Jamie Altman, Doolittle Stone, Gary Arthurs, Pat Nettles, Mona Dukes.

Other City personnel present: Steve Dukes, Mayor; David Hanks, Administrator and Marlene LeGette, Assistant City Clerk.

Guest present: Monica Richardson, Dr. Dale Strickland, Diane Owens (Weekly Observer).

The Assistant City Clerk reported that the Weekly Observer was notified of this meeting on January 4th, 2016.

The agenda was posted at City Hall on Friday October 28, 2016 at 4:00PM.

The agenda packets were delivered to Council by email on Friday, October 28, 2016.

The agenda was posted at the US Post Office on Friday, October 28, 2016.

Motion was made by Council Member Dukes and seconded by Council Member Hanna to approve the agenda. Motion carried unanimously.

Motion was made by Council Member Arthurs and seconded by Council Member Hanna to approve the minutes from the October 4, 2016 regular Council Meeting. Motion carried unanimously.

APPEARANCES BEFORE COUNCIL:

Dr. Dale Strickland presented Council with memorabilia from the Late Mr. Carl Skinner to be displayed within the City.

Monica Richardson presented Council with the FY 2015 Annual Audit. (see attached summary).

NEW BUSINESS:

Mr. Hanks asked Councils approval for $50,000.00 to be used in upgrades at the Wastewater Treatment Plant. Council was in agreement of upgrades and asked for bids to go out for the upgrades.

ADMINISTRATOR’S REPORT:

Funds from Wastewater Plant Special Projects Budget – currently we have approximately $200,000 in this wastewater improvement account need $50,000 for upgrades to Wastewater Treatment Plant.

Received Friends of Johnsonville Parks and Recreation Foundation 501 (c) 3 approvals and registrations from State and Federal Registration. Looking for volunteers to establish a Board of Directors.

Working on Ordinances.

Researched vacant properties and ownership and tax status of properties. Talked to City

Attorney about procedures for condemning properties in the City. Several properties will be issued Citations to appear in Municipal Court to show cause for violating City Ordinances concerning the condition of their properties.

Working on Debt Refunding and PO S Preliminary Official Statement.

COMMITTEE REPORTS:

Council Member Dukes thanked Council Member Hanna, Council Member Stone and Administrator Hanks for their help at the Chamber Trunk or Treat on Halloween.

Chamber yard sale rescheduled for April 7th and 8th.

Motion was made by Council Member Arthurs and seconded by Council Member Dukes to enter into executive session. Motion carried unanimously.

Motion was made by Council Member Arthurs and seconded by Council Member Altman to enter back into open session. Motion carried unanimously.

POSSIBLE ACTION TAKEN FROM EXECUTIVE SESSION:

County dump site on Egg Farm Rd approved to consider expansion.

Special Meeting November 10, 2016 at 7:00PM to be held in executive session.

Motion was made by Council Member Dukes and seconded by Council Member Nettles to adjourn the meeting. Motion carried unanimously.
