ABOUT OURSELVES
This publication fulfils the long felt need for providing information about various schemes/programmes of Grant-In-Aid being implemented by the Central Institute of Indian Languages, Mysore. This provides brief information about the objective, purpose, eligibility and funding pattern of various Grant-In-Aid schemes of the Institute. Most of these schemes are being implemented through the individuals and NGOs. We are hopeful that this publication would be informative and useful to the individuals, NGOs, Societies and Charitable Trust who are interested in implementation of the programmes/schemes of this Institute. The Non-Governmental Organizations consistently have proved to be very effective in the propagation and development of Indian Languages. One of the benefits of implementing the schemes through NGOs is that they are able to reach the remotest areas of the Country. Moreover, the Individual Authors, Voluntary Organisations Societies and Charitable Trust have established a closer rapport with the masses thereby enjoying a great degree of credibility.
INTRODUCTION
The Central Institute of Indian Languages was established as a sub-ordinate office of the Ministry of Human Resource Development, Department of Higher Education, Government of India and started functioning w.e.f. 17th July 1969. The Union of India, Department of Education has been administered during the XI Five Year Plan period (2007-08 to 2011-12) the following schemes for providing financial assistance to the Individual Authors, Voluntary Organizations Societies and Charitable Trust under the following schemes.
1. Financial Assistance for Bulk Purchase of books in Indian Languages (other than English, Hindi, Sanskrit, Sindhi, and Urdu)
2. Financial Assistance for Publication of books in Indian Languages (other than English, Hindi, Sanskrit, Sindhi, and Urdu)
3. Financial Assistance for the Publication of scholarly Little Magazines at least bi-annual in Indian Languages (other than English, Hindi, Sanskrit, Sindhi, and Urdu).
4. Financial Assistance to Voluntary Organisations for selected promotional activities relating to the Indian Languages (other thanEnglish, Hindi, Sanskrit, Sindhi and Urdu)
(i)Assistance for Organizing Conferences/ Seminars/Workshop on Language Literature and Culture. (Subject to a maximum of Rs.30, 000/-per event).
(ii)Assistance for undertaking Short term Studies.
(iii)Assistance for Teaching of Indian Languages.

24th GIAC MEETING ON 19TH – 20TH AUGUST, 2009
The 24th GIAC Meeting was held for 2 days on 19-20th August, 2009 at the Committee Hall No.2 of the Institute. The meeting was started at 9.30 am as scheduled under the chairmanship of Shri R.P. Sisodia, IAS, the Director (Languages), in absence of Dr.(Mrs.) Anita Bhatnagar-Jain, Joint Secretary and Chairman of the GIAC. Prof. Rajesh Sachdeva, Director, CIIL welcomed the distinguished gathering and Language Experts and presented an overall Action Taken Report of the 23rd GIAC meeting on various schemes. The members introduced themselves. Dr. S.N. Barman, Head, GIA has read the report on what has been done so far in various schemes and norms, guidelines of the various schemes of the GIA. In introductory speech Shri R.P. Sisodia, spoke about the linguistic diversity in the country and the need to preserve and promote the languages, especially the tribal languages. The Director (L) raised question, whether approval was given by the 11th plan to extend or continue the scheme I and II, which was told to be clarified by the office. On behalf of the Ministry, the Director (L), asked for the modifications on the enhancements of allocations with justifications that will be informed to the Ministry. He also raised questions whether the printed price in the books under Bulk purchase is reasonable. He put forth the idea of making modifications in changing or evaluating the printed price. It was decided that genuine cases without any lack of records shouldn’t be delayed but time can be taken to process the cases with insufficient records.
It was suggested by the members of the house that in future the details of pending cases of the previous GIAC meeting be annexed in the list of Agenda. The committee discussed about the utilization of purchased books i.e., supply of books to libraries and there was a suggestion that a policy is required to check the utilization of the books.
The house discussed about the process of reviewing books and it was decided that the Language Experts should be called one day in advance so as to enable them to review the books.
The 24th GIAC Meeting ended with the thanks note given by Prof. Rajesh Sachdeva, Director, CIIL, Mysore.

Agenda
- Under Financial Grant for Little Magazine, there is a provision at present for giving grant of Rs. 10,000/- during one financial year and maximum grant is given for 3 years. Each time we are presenting the case to the GIAC for approval. It is suggested that instead of presenting the case every time (2nd & 3rd) the same may be approved for three years at the time of first approval.
- According to GIA norms, Magazines having more than one issue in a year are eligible for grant. However, four annual magazines were given the first grant for their merit and because of the fact that they are published in minority languages. These magazines have now applied for the second and third grant. It is, therefore, requested that the Chairperson may kindly approve their second and third grant as a special case in order to promote and encourage the activities in minority languages of the Country.
- The Institute has sent the proposal to the Ministry for approval of norms and guidelines for various schemes. Modified guidelines may be communicated to the Institute for better and smooth implementation of the scheme, since the present guidelines was done in 1994.
- Financial Assistance to Voluntary Organization for conducting Seminar, workshop, Teaching programme etc. is Rs.30,000/- at present. The Institute has recommended the case to the Ministry for enhancing the amount to Rs. 60,000/-. This may kindly be approved.

a)Maintenance Support – not to be given by CIIL (decided in 22nd GIAC Meeting dated Sept. 18 & 19, 2008.)
b)Conference etc. – 50% of the approved estimates, but in 22nd GIAC Meeting it was restricted to Rs.30,000/-
c)Short Term Studies – 75% of approved estimates or Rs.30,000/- whichever is less
d)Teaching of languages – 50% of the approved estimates, or Rs.20,000/- whichever is less.
The above ceiling was set in 1990s; Institute seeks revision from the Ministry.

- According to the present norms, Financial Assistance for Publication of Books/Manuscripts is Rs.50,000/-. In some cases authors are applying for publication of books having multiple volumes. It is suggested that instead of giving grant for individual volumes, this kind of books may be given one grant for all the volumes subject to the maximum of Rs.1,00,000/- or the cost fixed by the NBT, whichever is least. The Chairperson may kindly approve this.
- To run the various schemes of the GIA, the Institute has engaged few staff on Workshop mode on payment of honorarium on per day basis. It is proposed that instead of per day basis payment, we may consider for payment of consolidated/fixed honorarium with provision of two and half day leave per month. The above expenditure is incurred from the GIA (Plan) grant. This has already been implemented by the Institute in respect of NTS/NTM/LDC-IL Projects.
