TENDER NOTIFICATION
No.382/WBARD/IAHVB/NIT-12/T-6/16-17 Dated, Kolkata, the 14th February, 2017
Sealed tenders are invited by the Governor to the State of West Bengal through the undersigned from the overseas supplier or their Indian Counterpart for Annual Maintenance Contract of undernoted equipment.

Before submission of tender, the intending bidders will have to inspect the above equipments proposed to be put under Annual Maintenance Contract. The successful firm will have to attend any breakdown call within 12(Twelve) hours from the time of call.
Detailed Tender Catalogue along with all other particulars are to be downloaded from the Website www.darahwb.org. Request for tender documents by Post will not be entertained.
Each tender must be supported by:-
a) Each tender, unless the Bidder is exempted under the existing orders of the Govt. of West Bengal or Govt. of India, will have to be submitted with Earnest Money Deposit Rs.10,000/-(Rupees Ten Thousand) only either in original Demand Draft or Bankers’ Cheque or Pay-Order or T.R. Challan No.7 under head “8443-00-1003-001-07” on Reserve Bank of India, Kolkata/ District Treasury in favor of Joint Director, ARD, IAH&VB, KOLKATA. Tender Notification No, Date of Issue & Name of equipment is to be clearly mentioned in R.B.I. /T.R. Challan. The Demand Draft/Bankers’ Cheque /Pay Order should be drawn on any Nationalized Bank & to be deposited in original along with a Photocopy.
b) Self-attested Photocopy of PAN Card.
c) Self-attested Photocopy of Trade License (valid up to 31.3.2017).
d) Self-attested Photocopy of Service Tax Registration Certificate, if not furnished with the tender, must be furnished in Form No. 58 at the time of receiving payment (vide G.O. No. 3246-FT dated 29.9.1997) only once in financial year otherwise payment of bill will not be given.
e) Self-attested Photocopy of documentary evidence for being an Indian counterpart of Manufacturer (O.E.M.).
f) TENDER FORM (in duplicate) PROPERLY FILLED IN SIGNED.
g) A copy of tender terms & conditions duly signed & stamped will have to be submitted as a token of acceptance.
N.B.: Documents (c) to (e) must be duly self-attested by authorized signatory of the bidding firm. Please note that unattested photocopy will not be considered as valid document/s.
No Tender will be accepted, if the same is not supported with all the above documents.
The OFFERED RATE SHOULD BE VALID for ONE YEAR but the period may be extended or curtailed at the discretion of the undersigned/Tender Committee/ Tendering Authority and requirement.
In the event of delay/non-availability/garbled printout/inconvenience in getting access to the Website for downloading tender documents, the authority will not be held responsible.
Sealed bids super scribing "Tender for AMC of two Imported Freeze Dryers" along with Name & Address with PIN, Telephone No. /Fax No., E-mail address etc. of the Bidder should reach the office of the undersigned on or before 09.3.2017 (up to 1 pm). A Tender Box for this purpose will be preserved in the Purchase Cell of this office at 1st Floor, 37, Belgachia Road,kol-37. The said Box will be closed/sealed on the same day at 1:01 pm and tender will be opened in presence of representative of Bidders on 09.3.2017 at 2:15 pm. No tender will be accepted across the table and no such receipt will be issued thereon. The bidder must abide by the enclosed terms & Conditions as laid down by this office.

Terms & Conditions for submission of Tender against N.I.T. No. 382/WBARD/IAHVB/NIT-12/T-6/16-17 Dated, Kolkata, the 14th February, 2017 for Annual Maintenance Contract of two imported Freeze Dryers installed at Institute of Animal Health & Veterinary Biologicals, Belgachia, Kolkata-700 037
1.EARNEST MONEY DEPOSIT & OTHER FEES
(i) Each Tender, unless the Bidder is exempted under the existing orders of the Govt. of West Bengal or Govt. of India, will have to be submitted with Earnest Money Deposit Rs.10,000/- (Rupees Ten Thousand) only either in original Demand Draft or Bankers’ Cheque or Pay-Order or T.R. Challan No.7 under head “8443-00-1003-001-07” on Reserve Bank of India, Kolkata/ District Treasury in favor of Joint Director, ARD, IAH&VB, KOLKATA. The Demand Draft/Bankers’ Cheque/Pay Order should be drawn on any Nationalized Bank & to be deposited in original along with a Photo-copy.
(ii) A Declaration to this effect may be given on the body of the tender form.
(iii) In no circumstances, Cash, G.P. Note, Pass Book, Fixed/Term Deposit, Token of Bank, A/c. Payee Cheque will be accepted as E.M.D. save & except those mentioned above at 1(i).
(iv) The Earnest Money Deposit shall not carry interest. Earnest Money deposited before the date of issue of this N.I.T. will not be accepted. The onus of proving that a Bidder is exempted from depositing Earnest Money will be on the Bidder & must be proved by submission of valid documents to that effect, e.g., Small Scale Industries of the State of WB should furnish EM (Part-II), Acknowledgement thereof & Declaration of Product, Plant & Machinery Investment issued by D.I.C., Govt. of West Bengal or NSIC Certificate issued by Govt. of India etc.
(v) Earnest Money will be released after finalization of tender and in the following cases:-
a. Tender documents which are not valid.
b. After expiry of validity of rate contract subject to successful restoration of each equipment.
c. Since a panel of 2nd Lowest Rate(s) is/are to be maintained the Earnest Money Deposit(s) of such firm(s) will be retained up to 2 (two) months from the date of approval of 1st Lowest Rate due to obvious reason. For such retention no interest shall be payable.
d. In other cases, it will be released in due course.
2. TENDER PRE-REQUISITES
(i) Self-attested (Authorized signatory of the bidding firm)photocopies of PAN, Trade License, Service Tax Registration Certificate, (all valid up to 31.3.2017), Documentary evidence for being an Indian Counterpart of the O.E.M. are to be furnished along with tender.
(ii) Bidders, if they do not furnish Service Tax Registration Certificate along with offer, must have to furnish the same at the time of receiving payment against bill otherwise payment will not be made.
(iii) Duly certified copy of English version of pre-requisites as in (i) are to be furnished.
(iv) In no case, Affidavit of Trade License/Service Tax Registration Certificate will be accepted.
(v) Original of Trade License/Service Tax Registration Certificate, or any other document are required to be furnished when called for.
(vi) Tenders will have to be submitted in duplicate in prescribed form duly signed affixed with seal of the firm by indicating full communicating address with PIN Code, Telephone/FAX/ E-mail/Website number, in a sealed cover, super scribing the N.I.T. No.& Date and to be addressed to The Joint Director, ARD, IAH&VB (R&T), Kolkata. A Tender Box will be preserved in the Purchase Cell of this Office. No Tender will be accepted across the table and no such receipt will be issued thereon. Envelopes must be closed & sealed properly with any sealing material.
(vii) This tender schedule is to be submitted duly signed in all pages with tender as a token of acceptance.

3. RATE
(i) Rates should be quoted only in the prescribed Tender Form (to be submitted in duplicate) in both Words & Figures. In case of discrepancy between words & figures the amount in word will prevail. In case of insufficient space in the Tender Form the Bidder may use a separate sheet duly authenticated by them. Rates of each item should be written distinctly and clearly.
(ii) The Quoted Rate should be exclusive of Spare parts. Taxes & duties should be quoted separately wherever applicable. Spare parts, if required to be replaced, should be billed extra on actual.
(iii) The Annual Hardware Maintenance Contract means responsibility for maintenance of all the components including replacement of failed component by the same or higher technology to keep it operational throughout the tenure of contract.
(iv) Erasures, interpolation, changes, addition or alteration in Rates of any item may be treated as cancelled unless authenticated by hand and seal of the Bidder. Rates quoted which are not as per specification mentioned in the Tender/Catalogue will not be accepted.
(v) Rates should be quoted in units mentioned in the N.I.T./Catalogue. Single Rate for each item should be quoted. Tender with split rate for particular equipment will be rejected.
(vi) Under no circumstances enhancement of rate whatsoever will be accepted after closing of Tender Box, whatever the reasons given thereafter save & except for any tax imposed by the Govt. Photocopy of Govt. Order in respect is to be submitted while claiming such increase.
(vii) Only Rates of items will be read out by the officers of this Directorate at the time of opening of the tender.
(viii) Abnormally low rate of any item(s) quoted by a tendering firm in the offer with some malafide intention will not be accepted, if detected.
4. VALIDITY
(i) Rate quoted shall hold good for One Year from the date of approval of rate by the Tendering Authority and/or any extended period, if situation arises & within the validity period, any further requirement other than tendered quantity must be supplied at the approved rate & refusal to supply will be dealt with as per Tender Rule.
(ii) The Validity period of rate for Annual Maintenance Contract may further be extended/ curtailed at the discretion of the undersigned/ Tender Committee at the time of finalization of tender or after expiry of the period of validity.
5. AGREEMENT
(i) The Successful bidder will have to enter into a contractual agreement with the Govt. in the standard format embodying the tender terms & conditions in Non-Judicial Stamp Paper worth Rs.10/- (Rupees Ten) only.
6. SECURITY MONEY DEPOSIT
(i) The Successful bidder will have to deposit Security money @ 5% (Five Percent) ad-valorem subject to maximum of Rs.1,00,000/- (Rupees One Lakh) only in Term/Fixed Deposit Receipt on any Nationalized Bank in favour of the Joint Director, ARD, IAH&VB (R&T), Kolkata, A/c. : ______(Name of the Bidder/Firm) within 7 (seven) working days from the date of issue of order failing which the order will be cancelled along with forfeiture of Earnest Money Deposit kept at Head Quarters and no further correspondence will be entertained. Partial Deposit/ adjustment with previous deposit(s) will not be accepted.
