Title of Job: Employment Advisor- Job Brokerage

Salary: HAWC Grade 26 - £25,741 incl. ILW

Hours of Work: 35 Hours (job share may be considered)

Duration: 30th September 2014 (with a possibility of extension)

Reports to: Employment and Advice Manager

A Main Purpose and Scope of the Job

1  To establish and develop strong working relationships with employers, local business, community and voluntary organisations to identify employment and work experience opportunities for women facing multiple barriers to work who are furthest away from the labour market.

2  Provide in-work employment support enabling women to remain in secure work of their choice.

3  Matching and screening of candidates for jobs and work experience placements, supporting the Employment Adviser to deliver bespoke training to assist with the candidate’s employability and other job related activities i.e. interview techniques, applications.

4  Meeting a range of targets to ensure the project meets the challenging outcomes required by Hopscotch and the funders.

B Areas of Responsibilities

1.  Service Delivery

1.1  To secure, set up and monitor work placement providers, complying with health & safety and safeguarding legislations.

1.2  Match candidates to suitable placement opportunities, working with the employment advisor to encourage and help candidate fully engage in their placement

1.3  Working to targets, placing people into work monthly

1.4  To secure vacancies to match the required skill sets and ability of the candidates, to include providing job specific support and information i.e. identify short accredited training courses, job readiness assessment interviews.

1.5  To maintain an caseload of job ready candidates and able to move then quickly onto jobs or work placements

1.6  To accurately record information from meetings with candidates on project forms and enter this information onto Hopscotch’s client management information system in line with compliance deadlines for project claim.

1.7  To review, monitor and update candidate records to ensure all outcomes information is collected and processed promptly.

1.8  To take appropriate responsibility to ensure the health and safety of self and others involved in lone working.

1.9  Undertake any other tasks and responsibilities appropriate to the level of this post.

2.  Service Development

2.1  Engaging with local business and employers to build long standing relationships enabling you to understand their business needs to provide them with an effective recruitment service

2.2  To set up and maintain relationships with organisations which may refer candidates into the service i.e. JCP, Housing Associations, Health & Welfare agencies

2.3  To attend project staff meetings and provide timely progress reports

2.4  To meet project targets set by the management team

2.5  Keep records of activities and manage own administration associated with project

3.  General Responsibilities

3.1  To keep accurate records adhering to relevant policies regarding confidentiality and information sharing and equal opportunities.

3.2  To keep abreast of national strategies, best practice and research relating to employment and skills

3.3  Contribute to the sharing of good practice and support continuous improvement throughout Hopscotch.

3.4  Participate in supervision and appraisal with their line manager. To work with the line manager to review professional development and undertake training as agreed.

3.5  To occasionally work during evenings and weekends, as required by the post.

3.6  Contribute through Hopscotch team meetings, training and outreach/events to the development of Hopscotch services

3.7  Any others duties which are considered commensurate with the post.


PERSON SPECIFICATION

CRITERIA
Qualifications / NVQ L 3 in Information, Advice and Guidance or equivalent
A recruitment, HR or sales qualification
Knowledge / Understanding of the difficulties job seekers face in the current economic climate and able to be creative and innovative to barriers to work faced by disadvantaged groups in accessing training and employment and the range of different approaches to address this
Knowledge of the workless and skills agenda, the local labour market and the variety of agencies working in the field of worklessness and skills development
Knowledge of the workless and skills agenda
Knowledge of welfare reforms and the implication it has for economically inactive and unemployed women
An excellent understanding of qualifications and career options for individuals of varied levels of skills and abilities across a range of industries to
Experience / Experience of working with long term unemployed and economically inactive people, especially women with little or no formal qualifications
Experience of engaging with employers and secure opportunities for candidates
Experience of managing a caseload of jobseekers and providing in work support over a sustained length of time
Experience of working to targets and meeting deadlines
Previous experience in the welfare to work industry, recruitment, customer facing or a sales background
A track record of screening, matching and placing disadvantaged people into jobs
Experience of outreach and community based work
Experience of performance measurement and evaluation systems
Skills & Abilities / Ability to build rapport and confidence quickly with employers and job seekers
Excellent communication skills, oral and written, including the ability to present complex information and advice clearly, concisely and accurately to a wide range of audiences in a variety of settings
Ability to demonstrate an understanding of and commitment to the values and practice of supporting communities who are disproportionally represented in the workplace
Strong marketing and promotional skills to engage and foster relationships with employers
To work for long periods unsupervised with the ability to remain focused and target driven
Possess excellent negotiation and persuasion skills
Ability to manage difficult conversations
An ability and willingness to work as part of a team
